Through an exploratory and descriptive case study with a qualitative approach, the research examines the guidelines, goals, investment priorities and advances in information and communication technology in both plans. The results reveal that, although both shared the objective of improving public services, SESAP's PDTIC is more operational and focused on concrete health results, while the state priority is broad and strategic technological structuring.
