For that, the hypothetical-deductive approach method was used, as well as the monographic or case study procedure method, employing bibliographic research and involving legislation and doctrine. The research took as reference, in general, the concepts introduced by Celso Antônio Bandeira de Mello, Mariana de Siqueira, Marcos Augusto Perez, Vanderlei Siraque and Rubens Pinto Lyra and Antonio Semeraro Rito Cardoso. The study showed how the public administration's social control fits into the current Brazilian democratic context and how public ombudsmen serve as an instrument for the effectiveness of this type of control. Based on this, a critical analysis of the operation of the ombudsman responsible for dealing with Social Security demands in Brazil was performed, based on its current normative configuration and in comparison with its legal history. Finally, this monograph concludes that several obstacles still remain to the effective realization of social control in Social Security by the public ombudsman unit which deals with its demands today.
