In this way, this research aims to make technical-scientific considerations under the analytical, critical and propositional bias about the challenges and consequences that the absence of strategic planning actions can result in the university libraries of private Higher Education Institutions located in the city of Natal and in its region metropolitan area and how this should be approached for purposes of resolution and paradigm shift. The methodology that preponderantly bases this research is based on the use of Karl Popper's hypothetical-deductive method, combining the characterization of the research with the use of documentary research; bibliographic research; field research (exploratory); qualitative analyses; and, observations. The theoretical support that builds this research is fundamentally based on knowledge about strategic planning, as well as about strategic planning in information units, constituting essential theoretical foundation elements for a better understanding of the research scenario presented here. Strategic planning has been shown to many managers in multiple types of organizations as a herculean challenge to be overcome, as the obstacles and consequences of the absence of this form of planning bring with them drastic consequences for those who do not adopt it, especially if we think under the aegis of the libraries that are constantly growing organisms and need to look more inwards as well as outwards in order to be in tune with the demands of their users and with the demands of an informational world that is increasingly dynamic and fluid. The absence of strategic planning in information units of private HEIs is verified under different forms of manifestation, ranging from the lack of knowledge and/or professional unworthiness to the potential arising from the use of strategic planning by the librarians themselves to the influence of an organizational culture that devalues or even recognizes the importance of the institution of strategic planning as an instrument for improving performance and promoting the fulfillment of the informational needs of its users.
