However, few have analysed the procedures of the agencies responsible for registering and the local repercussions. Thus, this work is a proposal to analyse the processes of patrimonialisation and their impact on society, by studying the ‘Festa de Santo Antônio’ in Barbalha/CE. To this end, the tensions and disputes between festival-goers, representatives of preservation institutions and the church were observed. Attention was also paid to the work of municipal professionals (culture department, tourism experts, etc.) and the presence of popular groups. With the registration of the festival in IPHAN's book of celebrations in 2015, there was a transformation of the performances, as well as an increase in bureaucratisation and tensions between municipal and state institutions. The research was carried out in 2018 and 2019, during the preparation of the festival and at the time of its realisation. In 2020, interviews were conducted with municipal agents and members of popular groups. The methodological procedures adopted were mainly ethnography and semi-structured interviews. During the study, it was found that the patrimonialisation of the festival led to a change in popular traditions, making the event something spectacular for the Cariri region. The great repercussion of the festival and, consequently, its registration as intangible heritage is linked to the role that popular groups play in this context and the way in which the narrative about the festival and popular culture has been constructed by elite sectors of the city, which have consolidated the festival as a popular/traditional event. This narrative has contributed to the silencing of popular groups about the cultural manifestation of the ‘Festa de Santo Antônio’, which has resulted in bureaucratisation and difficulties for the owners of the property in gaining access to cultural policies.
