As for the method and the way of approaching the research, it is qualitative, since the interpretation of the phenomenon, as well as its description and understanding of the events bring meanings to the study, up to the data collection of that study. The bibliographic research, having as theoretical basis, renowned authors on the theme, namely: BOBBIO (1980; 2000 and 20001), BRESSER-PEREIRA (2008), CABRAL NETO (2000 and 2009), DEMO (2009), FARENZENA (2012 ), GOHN (1988; 1992 and 1995) MARX (1977 and 1993), SAVIANI (1992 and 2004), among others; research and analysis of specific documents that govern educational policy, such as the National Education Plan (BRASIL, 2001-2010; 2014-2024), the Education Development Plan (BRASIL, 2007), the Goals for All Commitment Plan (BRASIL) , 2007), Plan of Articulated Actions (BRASIL, 2007- 2010; 2011-2014). Interviews were also conducted with members of the Local Commitment Committee and the collection of educational data at Inep are the instruments adopted for the production of the work. The study discusses the consequences arising from the reform of the Brazilian State, through neoliberal principles, idealizing a democratic management, promoting participation as a democracy mechanism for monitoring the actions and strategies carried out by PAR, through the CLC. In this perspective, the research results show that neoliberal principles have decentralized services, prioritizing efficiency and effectiveness through the transfer of responsibilities and that managerial management is more evident in this process, and the democratic is restricted in the composition of monitoring boards and committees from actions to activities developed in the educational system. With regard to the Committee's performance and participation in monitoring the Plan's actions, it is weakened, that is, it does not exist. The participation of civil society in the CLC is not complete, as not all representatives participate effectively, and there was no plan for the continuous monitoring of the actions developed by the Plan.
