A bidding takes place through a process that comprises several stages, where each one is documented and duly entered into the physical process in shipping order. For this, several sectors are involved, which are responsible for the progress of the process within the legality of its execution. The present work consists in the study of the case of the City Hall of Pedro Velho, which is a city in the countryside of the state of Rio Grande do Norte, seeking to analyze the purchasing process carried out by the bidding sector. In this study, performance indicators of time and economy in the acquisition process were analyzed through the bidding modalities carried out by the municipality in the period studied. Through the descriptive analysis of the data, it was observed that the bidding team underwent several substitutions, a factor that influenced the continuity of the processes, thus the sector remained in constant adaptation to each new change. The indicators were chosen with the best evaluation parameter in mind: lead time, time per step and saving. From the indicators, it was possible to calculate the average of days for the completion of a process, which allowed to notice a fragile representation of reality, given the disparity of days for the completion of some processes at the expense of others. It was also possible to notice that the external phase of the processes (from the elaboration of the draft of the public notice to the homologation) takes more time to be concluded. It was also observed that the highest percentages of savings were registered in the Live Auction in 2017, already in 2018 these percentages were higher in the Accessions and the Public Call.
