However, it is common that some services are already used to being done in an analogical way, making it difficult for a change in the already ingrained practices. The difficulty increases even more when the procedures involve the action of more than one entity from different organizations, each with its own practices already used for years and different from the others. Interoperability between systems is a technique that aims to allow the involved entities to operate together, acting in a transparent way and bringing small changes to the users in already used practices.
