The paper seeks to describe the formation of its productive organization, which had as precedents the productive structures of sugarcane, livestock and cotton, whose developments constituted the foundations for the productive culture of the clothing sector in the region. It also addresses the chain of events that allowed the garment industry to prosper in Santa Cruz do Capibaribe, associating its development with the development of the industrialization process that took place in Brazil from 1930, supported by a series of actions that would promote the formation of a national industry. , laying the groundwork for the so-called “Developmentalism”. In this way, the state would become an important promoter of an oriented effort to favor industrialization, starting initially with a concentrated process in the Southeast region of the country. In this context, the regional development policies are born, as an effort of productive deconcentration and dissemination of the industrial growth of the country to other regions, such as the Northeast, based mainly on the stimuli promoted by the creation of the Superintendência de Desenvolvimento do Nordeste - SUDENE, which resulted measures to support public and private investment in some areas. These conditions would decisively contribute to the consolidation and expansion of the productive structure of apparel in the countryside of Pernambuco, with policies to support producers in granting advantageous financing for the purchase of machinery and equipment, as well as raising income levels of the northeastern working population. Thus creating a more thriving consumer market and able to absolve the production of Santa Cruz do Capibaribe fashion articles, which today is one of the largest centers producing clothing in Brazil, and despite the high levels of informality of its structure. According to data from the Annual Report on Social Information, the employment generated in the clothing industry sector represented 22.23% of the employment generated in the sector for the state of Pernambuco, 4.39% for the Northeast and 0.77% in relation to Brazil, regarding the number of establishment of the sector, represented 21,23%, 6,44% and 0,99%. Nevertheless, most of the sector's formal industry wages were around 1.01 and 1.51 minimum wages, 85.38% of the total.
