The study aimed to analyze this population phenomenon and its relationship with the capitalist accumulation process, drawing upon Karl Marx’s Capital. More specifically, this thesis sought to: I) problematize the process of capitalist accumulation associated with the exploitation of the working class; II) investigate the origin and functionality of relative overpopulation or the industrial reserve army; and III) analyze the homeless population in Brazil, highlighting the particularities of this phenomenon in Natal, Rio Grande do Norte. In order to grasp the essence of the study subject and to achieve the stated objectives, this research was guided by the dialectical-critical method and takes the form of a qualitative theoretical study, supported by bibliographic research techniques and document analysis. It is worth emphasizing that this investigation is primarily based on the development and theoretical foundation found in Capital, with a particular focus on Chapters 23 and 24 of Book I - “The General Law of Capitalist Accumulation” and “The So-Called Primitive Accumulation”, respectively. However, it is important not to underestimate the significance of other chapters within Book I and Book III of Marx’s work. The research results have pointed to an intrinsic relationship between the capitalist mode of production and the homeless population. This phenomenon arises from the production of a relatively surplus labor force compared to the needs of capital expansion. Relative overpopulation is considered functional to the capitalist accumulation process. For this reason, its uninterrupted production has been observed since the stage of primitive accumulation of capital. During this period, capitalism was structured at the expense of direct producers. These producers were expropriated from their lands and means of subsistence and forcibly thrust into the wage labor system, where they sold their own labor power. The incompatibility between the quantity of available labor force and the existing job positions to absorb these workers was analyzed as the driving force behind the generalization of pauperism and the accelerated reproduction of the homeless population. The social group analyzed in this research, which is part of the relative overpopulation, is predominantly found in the sphere of the lumpenproletariat and the stagnant layer.
