The aim is understand the contributions of the PAR (2011-2014) to the conditions of physical infrastructure and pedagogical resources of the schools belonging to the municipal education network, understanding its advances and limits as an instrument of systemic educational planning and that conditions the voluntary transfers of the Union for states and municipalities. In view of the deficit physical infrastructure conditions of the vast majority of Brazilian schools, it is necessary to understand what PAR proposes and how it is effective as a State action aimed at improving the quality of public education. In order to do so, this study considers the dialectical method of analysis in the understanding of the mediations and contradictions that permeate the process of elaboration and implementation of PAR, a process influenced by the conjunctural entanglement - economic, political and social characteristic of the development of educational policies in capitalist society. Regarding the methodology used, we utilized as instruments bibliographical revision, documentary survey, consultation data from INEP and FNDE, and semi-structured interviews with technicians who were part of the preparation of PAR (2011-2014) of the municipality of Riachuelo/RN. The results demonstrate that PAR is an important educational planning tool to be used by the Municipal Education Network, as it creates a timely circumstance for the federated entity to program its actions for the improvement of Basic Education. However, local planning finds its limits due to the rigidity of PAR itself, which imposes on the municipality the role of only punctuating indicators. In practice, the local team demonstrated difficulties in understanding the shared responsibility of the Decree 6.094/2007 that creates PAR, and just as at the time of preparation, in some moments the municipality of Riachuelo/RN remained passive, acting only when the shares resulted in the onlending of the FNDE. Thus, some actions/subresponsibilities of the municipality were delayed and most did not come to fruition. The systematized data indicate that, in the period from 2011 to 2014, FNDE transfers to the municipality were R $ 1,101,645,067, despite their value, they were still insufficient to guarantee the right of all students to an equally structured school. In addition, R $ 53,314.18 that would be for the purchase of air conditioners for elementary schools and that were passed through in 2012, until 2016 had not yet been used due to bureaucratic procedures. Theoretically, PAR (2011-2014) seeks to fill, among other shortcomings, the deficits related to the conditions of physical infrastructure and pedagogical resources that put the schools in conditions of inequalities, however, it is concluded that due to the few actions and submunicipality of Riachuelo/RN, PAR (2011-2014) is one good intent that, when arriving at the micro context, does not consolidate.
