Over the years, public policies have led to a considerable expansion of these programs nationwide, playing a crucial role in advancing knowledge production, researcher training, and innovation across various disciplines. The Coordination for the Improvement of Higher Education Personnel (CAPES) plays a key role in regulating and classifying the country's postgraduate programs based on predefined concepts. However, with CAPES releasing performance reports only every four years, the short-term program’s evaluation is hindered, significantly impacting strategic planning for Higher Education Institutions (HEIs). To address this, the present paper employs a quantitative approach, utilizing Dynamic DEA (DDEA), statistical analysis, and CAPES indicators, as well as a qualitative investigation of available reports. The goal is to present a new evaluation approach for postgraduate programs (PPGs). Data was extracted from the Sucupira platform, including 36 institutions offering Production Engineering programs distributed across all regions of Brazil. By considering three input variables (number of professors, enrolled students, and scholarship recipients), one intermediate output (number of students in progress), and two final outputs (average time to degree completion and number of publications), the analysis encompasses both annual and overall performance for the 2019-2021 triennium, utilizing DDEA modeling. This choice accounts for the specificity of the Brazilian higher education evaluation system, as publications and student defenses do not always align with enrollment periods. Thus, a program may exhibit efficiency in one period but not necessarily in another. This study seeks to expand the discussion on the best method for educational evaluation, considering existing approaches (CAPES) and new perspectives (efficiency assessment).
