The Creation of SUS made possible to transfer to the municipalities a series of responsibilities, one of them being the founding of a Municipal Health Council, as institutionalized spaces of participation. In that way, the decision-making process, regarding health policies, is now demanded to take into consideration social demands. That said, the present paper aims to comprehend the dynamics following the functioning of the Municipal Health Council of Extremoz-RN, observing its institutionalization and deliberative process according to the methodology proposed by Faria (2007) & Cunha (2007). To do so, its bylaws and meeting minutes, during the period between 2018 and 2019, were analyzed. Then, considering its adopted methodologies, the Municipal Health Council of Extremoz presents a regiment that provides inclusive and democratic practices, once its propositions determinates that.
