From this perspective, analyzing the context in which the problem is inserted is essential for the construction of efficient public policies. Context analysis is based on the assumption that all human action is context-dependent and can only be understood by analyzing the scenario in which it occurs. Based on the organization in contexts, we present in this paper the problem of Ischemic stroke, which is inserted in the panorama of Brazilian public health, in which Permanent Education in Health is a strategy to overcome existing obstacles. Given this scenario, this paper seeks, through Permanent Education in Health, to strengthen the line of Care for Ischemic stroke, while discussing the importance of Health Education as a unifying tool within the SUS. This study developed a manual aimed at guiding patients, family members, caregivers and Primary Care teams in the management of ischemic stroke in the elderly in the city of Caicó/RN, which is formed by 21 Basic Health Units (UBS), with 29 teams in total. Currently, the availability of etiological investigation tests for ischemic stroke is present in the public network in the Basic Health Units, at the Seridó Hospital and at the Seridó Regional Polyclinic. This manual is divided into four pillars: general overview, prevention, diagnosis and treatment of ischemic stroke. Each pillar is structured with relevant information on the topic in order to present it quickly, simply and intuitively. To this end, the manual presents drawings, photos and flowcharts that seek to synthesize relevant knowledge. This manual becomes a tool for Continuing Education in Health due to its interface with teaching, and can be used in team meetings; waiting rooms with patients through activities of undergraduate students, interns and residents; quick consultation with attending physicians to verify the etiological investigation protocol. Recognizing Health Education as a continuous and dynamic process, this manual aims to disseminate information on a topic as relevant as ischemic stroke through targeted language, but with scientific rigor and based on solid principles.
