Dissertação (Mestrado em Geografia - Ceres) - Centro de Ensino Superior do Seridó, Universidade Federal do Rio Grande do Norte, Natal, 2025.https://repositorio.ufrn.br/handle/123456789/65246The Cruzeta Irrigated Perimeter, located in the rural area of Cruzeta/RN, was established in the 1970s by the National Department for Works Against Droughts (DNOCS) with the aim of settling farmers and promoting irrigated agricultural production. However, over the decades, structural and cyclical challenges, in addition to water scarcity and obstacles in promoting public policies, have in turn compromised the functionality and sustainability of this project. Over the years, public institutions have carried out studies with the aim of diagnosing the reality of this Public Project, as well as proposing strategies for its modernization. Among these efforts was the formulation of a development plan, which resulted in the implementation of a pilot plan aimed at modernizing the infrastructure and replacing the irrigation system. Achieving the goals set out in these studies was only made possible through investments in public policies. Given this context, this research seeks to analyze the intentions behind the World Bank's intervention in the Cruzeta Irrigated Perimeter, as the financier of the Sustainable Development and Coexistence with the Potiguar Semi-Arid Program. To this end, the aim was to investigate the nature of this funding, identify the actions actually carried out and funded, and analyze the results obtained, checking whether there were any concrete improvements for the local community. To achieve these objectives, the research used a qualitative methodology, based on a bibliographical survey, data collection and fieldwork. The results indicate that there has been significant progress in modernizing the infrastructure and implementing more efficient irrigation methods in the perimeter in question. However, the effectiveness of these measures has been compromised by structural and conjunctural factors, including prolonged water shortages and inadequate management of water resources. These factors limited the full use of the structures installed, leading to the deterioration of some of them. Furthermore, more than 10 years after the implementation of the public policy, the projected benefits have not yet been fully achieved, restricting the attainment of the expected results. The conclusion is that, although important initiatives have been taken to promote the modernization and development of the Cruzeta Irrigated Perimeter, critical challenges persist related to infrastructure maintenance, equitable access to water and the sustainability of agricultural and irrigation practices.
