The research is grounded in the principles of sustainable urbanism, the enhancement of public spaces, and the promotion of urban quality of life. The study addresses the degraded state of the street's central median, characterized by a lack of proper maintenance, poor aesthetic appeal, and limited use by the local community. The work seeks to develop guidelines that integrate environmental, social, and aesthetic aspects, promoting the redevelopment of the space and encouraging its use by the community. The methodology includes a literature review, a photographic survey of the site, an analysis of the urban context, and the use of participatory tools, such as questionnaires administered to residents living near the study object area. Participatory management is a key element of the project, enabling community inclusion in the decision-making process, ensuring the plan better meets local needs, and strengthening the sense of belonging. The proposed intervention includes infrastructure improvements, the addition of landscaping elements and street furniture, and the implementation of sustainable solutions. To this end, the research adopts a qualitative approach, characterizing itself as a case study, and seeks to address the following specific objectives: (I) to analyze the epidemiological data on statutory rape and childbirth in children under 14 years of age in the municipality; (II) to analyze the influence of the media on cases of pregnancy and access to abortion in cases of statutory rape; (III) to map the care flowchart for cases of pregnancy resulting from statutory rape at a Family Health Unit (USF) in the northern zone of Natal; and (IV) to identify the main institutional and operational barriers that limit access to the legal abortion service. Data collection was conducted through semi-structured interviews with healthcare professionals. The main findings demonstrate that access to this right is intersected by multiple institutional, social, and ideological factors, which cross paths with markers of race, gender, and class. The research employed a method of collecting primary and secondary data through websites, relevant articles on the subject, and interviews with the stakeholders involved, linking the support work carried out in Rio Grande do Norte to the challenges faced by Military Police reservists in the state. The results indicated substantial success: although 50% of respondents reported suffering or having suffered physical or emotional harm due to their work, there was a 92% attendance rate and a 100% perception of improvement in physical, mental, or professional conditions following the Program’s training sessions. Resistance and skepticism from leadership and senior officers regarding the policy were identified as barriers. Within this context, the present study aims to analyze the work carried out by the Associação das Mulheres de Santo Antônio do Potengi (AMSAP - Women's Association of Santo Antônio do Potengi), located in the municipality of São Gonçalo do Amarante, in the state of Rio Grande do Norte, Brazil, as a Solidarity Economy enterprise operating in the fair and solidarity-based sewing and handicraft services segment, and its contribution to female autonomy and social development. This is a mixed-methods study of an exploratory and descriptive nature, developed through a case study approach. The methodological procedures included a literature review, documentary research, analysis of data from the National Registry of Solidarity Economic Enterprises (Cadastro Nacional de Empreendimentos Econômicos Solidários - CADSOL), and semi-structured interviews with members of the association. The interviews were examined using content analysis, combined with participatory social diagnostic tools. The findings show that AMSAP represents an important space for social participation, capacity building, community strengthening, and the construction of women's autonomy. Rather than serving solely an economic function, the association contributes to expanding women's capabilities, reinforcing their participation in the community, their social bonds, and their leading role in collective processes. In this context, this article aims to monitor the behavior of indicators related to basic sanitation in the municipality of Natal, Rio Grande do Norte, Brazil, between 2019 and 2021, seeking to identify evidence of their relationship with public health indicators during the COVID-19 pandemic. This is a quantitative study developed through bibliographic research, documentary research, and the analysis of secondary data obtained from the Trata Brasil Institute, the Brazilian Institute of Geography and Statistics (IBGE), the Rio Grande do Norte State Department of Public Health (SESAP/RN), the Epidemiological Surveillance Information System for Acute Diarrheal Diseases (SIVEP-DDA), and the Rio Grande do Norte Water and Sewage Company (CAERN). Indicators related to water supply, sanitary sewage, waterborne diseases, acute diarrheal diseases, employment generation, and population income were monitored. The results highlight challenges related to the universalization of sanitation services, particularly regarding sanitary sewage coverage, while also providing evidence of the relationship between sanitation conditions and public health indicators. It is concluded that monitoring these indicators made it possible to understand the behavior of this public policy during the analyzed period, generating information capable of supporting governmental planning and strengthening public managementBachelor Thesis Organizações da sociedade civil nas políticas públicas culturais de Natal/RN: anotações, contribuições e reflexões(Universidade Federal do Rio Grande do Norte, 2026-07-09) Pereira, Bruna Cristiano Paulino; Vidal, Soraia Maria do Socorro CarlosThis Undergraduate Final Paper analyzes the presence of cultural Civil Society Organizations (CSOs) in public policies in Natal/RN, considering their territorial distribution, legal frameworks for funding, and incentives in the cultural sector within the municipality. The research is quantitative, descriptive, bibliographic, and documentary in nature, using secondary data downloaded from the Map of Civil Society Organizations (MOSC), developed by the Institute for Applied Economic Research (Ipea), and from the System of Cultural Information and Indicators (SIIC), provided by the Brazilian Institute of Geography and Statistics (IBGE), in addition to the analysis of legislation and official documents. The results indicate that Natal/RN has a total of 3,221 accumulated CSOs, of which 2,172 are active. In the area of “Culture and recreation,” 422 organizations were identified, of which 275 are active. A greater concentration of these CSOs was also observed in the South and East Zones, indicating inequalities in territorial distribution. It is concluded that cultural CSOs play a relevant role in promoting and maintaining culture in Natal/RN. The main objective of this study is to understand how the concentration of this model has shaped the local tourism identity by identifying the current public policies and encouraging reflection on the need to diversify the tourism itinerary. The research adopts a qualitative approach, using exploratory and descriptive procedures based on secondary sources. The findings indicate that the consolidation of the regional tourism flow was supported by public investments in urban infrastructure, particularly through the Northeast Tourism Development Program (PRODETUR/NE). Although these investments stimulated the local economy, they also contributed to significant socio-spatial segregation and the neglect of other areas with considerable tourism potential. The study concludes that the saturation of the sun and sea tourism model intensifies the degradation of natural resources and the gradual loss of local cultural identity. Although they represent an important mechanism for protecting rights, their effectiveness depends on coordination among the Judiciary, the Public Prosecutor's Office, the Public Defender's Office, law enforcement agencies, and the assistance network. In this context, this study analyzes custody hearings from the perspective of public governance, considering them as a public policy that extends beyond their strictly procedural dimension. This qualitative, descriptive, and exploratory study was conducted through a literature review, documentary analysis of legal and institutional documents and data from the National Panel of Penal Measures and Prisons (BNMP 3.0), as well as four semi-structured interviews with key actors involved in the implementation of custody hearings in the Natal/RN Judicial District: one Technical Support Officer, two Workflow Operators, and one Social Assistance Manager. The findings indicate that the effectiveness of custody hearings depends on interinstitutional coordination, revealing weaknesses related to coordination among the institutions involved, inadequate physical infrastructure, staff shortages, and deficiencies in service workflows, all of which undermine the implementation of this public policy. Methodologically, the study employed bibliographic and exploratory research—essential for conceptually understanding Pierre Bourdieu’s concept of symbolic violence—alongside normative analysis and a survey. The analysis of the results showed significant alignment with the study's initial premise. Key findings indicate a high level of consensus regarding the influence of discourses, the role of media, and socio-historical-cultural structures. The research adopted a qualitative and quantitative approach, based on the theoretical frameworks on race, intersectionality and state capabilities. It was analyzed 70 bills available in the support system to the legislative process (sapl), through documentary survey, thematic categorization, content analysis of the political, administrative, technical, fiscal and relational dimensions of state capabilities. Institutional data and interviews with the racial equality portfolio of the municipal executive were used in order to understand its performance and relationship with the legislature. The results indicated that the racial agenda gained greater insertion in the municipal agenda from 2020, with a predominance of propositions coming from parties of the left (61.4%), followed by parties of center and center-right (24.3%) and right (14.3%), focused on symbolic dimensions, cultural and confronting racism. It was found that 48.27% of the authors of the bills are black parliamentarians, although the black representation of the CMN is only 31% and 37.9% over the mandates analyzed. Despite the increase in legislative production, only six projects were sanctioned, showing a low rate of normative effectiveness. With regard to state capacities, higher levels were identified in the technical, political and administrative dimensions, with well-founded propositions and recognition of the public problem. The relational and fiscal dimensions presented weaknesses due to the low criteria of social participation and budget forecasts or forms of financial sustainability of the proposals analyzed, which may compromise their feasibility of implementation. It is concluded that, although there is an advance in the incorporation of the racial agenda in the municipal legislature of natal, there were significant limitations that limit or weaken its effectiveness. Overcoming structural racism and transforming this reality does not depend only on normative production, but on the consistent articulation between state capacities, social participation and political representation. Productive backyards are one of the agricultural practices that can be developed in urban, peri-urban, and rural areas, representing an innovative alternative for promoting food security, environmental sustainability, and social inclusion. This study aimed to analyze the role of productive backyards in promoting food sovereignty and security, based on a case study in the Caracaxá settlement, in the rural area of the municipality of Macaíba/RN. A methodology based on the qualitative analysis of primary and secondary data was used, obtained through reading works and research on the subject, visits to the settlement and municipal markets, a semi-structured interview lasting 1 hour and 30 minutes, photographic documentation, and direct or participant observation. The study sought to understand the role of the productive backyard in generating income for families residing in the settlement and, above all, to understand the importance of these production systems for access to nutritious and quality food for the settled families and the population of Macaíba. The results obtained in the Caracaxá Settlement show that productive backyards play a fundamental role in guaranteeing food security and generating income for farming families. It was observed that production is organized between individual and collective areas, allowing the cultivation of a variety of foods, such as vegetables, legumes, roots, and fruits, intended for both consumption and sale. The daily consumption of these foods significantly reduces dependence on markets, strengthening the food and financial autonomy of families. The sale of produce generates an important supplementary income, ranging between R$700.00 and R$800.00 per farmer. Despite challenges such as water scarcity during droughts, excessive rainfall, and limitations in government support, agricultural practice remains a central element in the lives of the settlers, strengthening bonds of solidarity, belonging, and resilience. The methodology combines a qualitative approach, documentary research, and photographic records collected in neighborhoods with high population density, commercial centers, and areas with greater social vulnerability. Streets, sidewalks, and public spaces were analyzed based on the theoretical contributions of Jan Gehl, Milton Santos, Henri Lefebvre, and David Harvey. Data were collected between January and May 2026. The findings suggest the existence of an informal privatization of public space, despite some legal advances, such as the adoption of an urban mobility plan. The study identifies the near absence of infrastructure dedicated to active mobility, as well as dirty and excessively long pedestrian overpasses and obstructed, disconnected sidewalks, alongside the predominance of a road-oriented planning logic. These conditions create a hostile and conflict-ridden urban environment for pedestrians and cyclists, negatively affecting mobility, exacerbating socio spatial inequalities, reducing quality of life, limiting social inclusion, and undermining the right to the city. However, countries in the region follow distinct investment trajectories, influenced by economic instabilities and different political priorities. In this context, this study aims to compare the patterns of allocation and distribution of public spending on education in Argentina, Brazil, Costa Rica, and Uruguay during the period from 2000 to 2020. To this end, a mixed methodology is adopted, combining quantitative analysis of secondary data from organizations such as UNESCO and the World Bank with qualitative document analysis to understand the current challenges of each country. The study seeks to identify similarities, differences, and possible correlations between financing models and national contexts, contributing to the debate on the effectiveness and efficiency of educational investment in the region. The research results indicate that maintaining spending as a percentage of GDP is not sufficient for Argentina and Brazil, as the financial effort is diluted by networks of continental dimensions and management inefficiencies. However, its legislative process faces intense debates and resistance, especially regarding training requirements and the competencies of the professions involved. The research adopted a qualitative, exploratory, and descriptive approach, combining document analysis (Bill 4,811/2023, National Curriculum Guidelines, and CFA resolutions) with in-depth interviews with representatives of the pro-regulation coalition. The theoretical framework was the Advocacy Coalition Framework (ACF), applied to the conflict between the pro-regulation group (ANEPECP, Pró-Pública Brasil, FENECAP, SBAP) and the Federal Council of Administration (CFA). The two coalitions present distinct objectives, actors, and strategies. While the pro-regulation coalition operates in academic environments and mobilizes political support to approve the bill, the rival coalition seeks to undermine the project and prevent its approval. The conflict reflects incompatible belief systems and asymmetric resources: the CFA advocates for maintaining market reserve, while the Public Policy Field coalition claims an autonomous and qualified professional field for Brazilian public management. As a limitation, the study acknowledges that the interviews captured only the perspective of the pro-regulation coalition. It was analyzed 70 bills available in the support system to the legislative process (sapl), through documentary survey, thematic categorization, content analysis of the political, administrative, technical, fiscal and relational dimensions of state capabilities. Institutional data and interviews with the racial equality portfolio of the municipal executive were used in order to understand its performance and relationship with the legislature. The results indicated that the racial agenda gained greater insertion in the municipal agenda from 2020, with a predominance of propositions coming from parties of the left (61.4%), followed by parties of center and center-right (24.3%) and right (14.3%), focused on symbolic dimensions, cultural and confronting racism. It was found that 48.27% of the authors of the bills are black parliamentarians, although the black representation of the CMN is only 31% and 37.9% over the mandates analyzed. Despite the increase in legislative production, only six projects were sanctioned, showing a low rate of normative effectiveness. With regard to state capacities, higher levels were identified in the technical, political and administrative dimensions, with well-founded propositions and recognition of the public problem. The relational and fiscal dimensions presented weaknesses due to the low criteria of social participation and budget forecasts or forms of financial sustainability of the proposals analyzed, which may compromise their feasibility of implementation. It is concluded that, although there is an advance in the incorporation of the racial agenda in the municipal legislature of natal, there were significant limitations that limit or weaken its effectiveness. Overcoming structural racism and transforming this reality does not depend only on normative production, but on the consistent articulation between state capacities, social participation and political representation. However, access to these spaces is uneven, reflecting processes of socio-spatial segregation and different models of public management. This study aims to analyze socio-spatial segregation in Natal, Rio Grande do Norte, Brazil, from a comparative perspective between Bosque das Mangueiras and Bosque dos Namorados. The research is grounded in discussions on socio-spatial segregation and the Right to the City, drawing on the contributions of Villaça, Lefebvre, Harvey, Acselrad, and Santos. This is a descriptive and analytical study with a qualitative-quantitative approach, based on bibliographic research, document analysis, field observation, and the application of questionnaires to visitors of Bosque das Mangueiras. The results obtained were compared with the data presented by Silva (2024), making it possible to identify convergences and differences between the two urban parks analyzed. The findings demonstrate that the analyzed parks play an important role in promoting leisure, well-being, and contact with nature, although they present differences related to visitor profiles, frequency of use, and forms of spatial appropriation. It was found that factors such as territorial location, infrastructure, and management model directly influence users' experiences and access to urban environmental benefits. The central objective is to diagnose the role of digital governance as a support for the decision-making process, aiming to improve public policies. Thus, the study analyzes how the systematic use of data and technological tools can make the administration more efficient, integrated, and responsive to social demands. The research employs a qualitative, exploratory approach, including a literature review, documentary analysis of the 2026–2029 Multi-Year Plan (PPA), and the application of a questionnaire to civil servants from the SEMURB, SEMSUR, STTU, and URBANA secretariats. Through this methodology, results were obtained indicating that, although initiatives to modernize management exist, the municipal administration faces significant structural challenges. Among the main challenges are the lack of interoperability between systems, the lack of strategic technological planning, and cultural resistance, which often limits IT to technical support functions. It is concluded that technology must act as a resource to strengthen state capacity and collective well-being, where investing in technology extends beyond a "showcase" and becomes an instrument for social inclusion and administrative efficiency. Therefore, the construction of a smart city must prioritize the social body, using technological tools to support decisions that respond in due proportion to the historical demands of the population of Natal.
