This research analyzes the incorporation of the discussion on the planting of marijuana for medicinal or scientific purposes into the political agenda in order to understand why this agenda was not successfully processed by the National Health Surveillance Agency (ANVISA). To this end, a case study technique was adopted, using records from the Minutes of Ordinary Public Meetings of ANVISA's Board of Directors, supported by documentary and bibliographic research. There was a predominance of ideology from 2019 to 2022, to the detriment of scientific, social and economic positions. This misalignment of public management in relation to scientific evidence and social demands has resulted in the deconfiguration of the window of opportunity, which has produced a phenomenon of non-decision. As a result, decision-making power on the issue has been transferred from the Executive to the Judiciary, which has led to access to cannabis products, at high costs, through the judicialization of healthArticle Data report: educational pathway addressing food and nutrition in amyotrophic lateral sclerosis on the AVASUS platform(Frontiers in Digital Health, 2025-01-05) Coutinho, Karla Mônica Dantas; Fernandes, Felipe Ricardo dos Santos; Medeiros, Kelson da Costa; Coutinho, Karilany Dantas; Dias, Aline de Pinho; Valentim, Ricardo Alexsandro de Medeiros; Leite-Lais, Lucia; Lima, Kenio CostaArticle Machine learning solutions applied to amyotrophic lateral sclerosis prognosis: a review(Computer Science, 2022) Dourado Junior, Mário Emílio Teixeira; Papaiz, Fabiano; Valentim, Ricardo Alexsandro de Medeiros; Morais, Antonio Higor Freire de; Arrais, Joel Perdiz; https://orcid.org/0000-0002-9462-2294Article Comparative analysis between wavelets for the identification of pathological voices(Springer Nature, 2010) Soares, Heliana Bezerra; Cavalcanti, Náthalee; Silva, Sandro; Bresolin, Adriano; Guerreiro, Ana Maria GuimarãesArticle Motor neuroprosthesis for promoting recovery of function after stroke(Stroke, 2020-06-05) Mendes, Luciana de Andrade; Lima, Illia Nadinne Dantas Florentino; Souza, Túlio Oliveira de; Nascimento, George Carlos do; Resqueti, Vanessa Regiane Resqueti; Fregonezi, Guilherme Augusto de FreitasArticle Optimizing the detection of nonstationary signals by using recurrence analysis(American Institute of Physics, 2018-08-24) Prado, Thiago de Lima; Lima, Gustavo Zampier dos Santos; Lobão-Soares, Bruno; Nascimento, George Carlos do; Corso, Gilberto; Araújo, John Fontenele; Kurths, Jürgen; Lopes, Sérgio RobertoArticle Hippocampal and cortical communication around micro-arousals in slow-wave sleep(Nature Publishing Group, 2019-04-10) Lima, Gustavo Zampier dos Santos; Lobão-Soares, Bruno; Corso, Gilberto; Belchior, Hindiael Aeraf; Lopes, Sergio Roberto Lopes; Prado, Thiago de Lima; Nascimento, George Carlos do; Araújo, John Fontenele; Ivanov, Plamen Ch.Article Um anjo para ELA: arquitetura baseada em visão computacional aplicada ao monitoramento on-line de parâmetros respiratórios de pacientes com Esclerose Lateral Amiotrófica (ELA) em ambiente hospitalar(SBEB - Sociedade Brasileira de Engenharia Biomédica, 2013) Silva, Gustavo Henrique Souto da; Morais, Antônio Higor Freire de; Valentim, Ricardo Alexsandro de Medeiros; dantas, Rummenigge Rudson; Cavalcanti, Leila Raulino Câmara; Dourado Junior, Mario EmilioIntroduction: Amyotrophic Lateral Sclerosis (ALS) is a neurodegenerative disease characterized by a progressive and fatal loss of motor neurons in the cerebral cortex, brainstem and spinal cord. In spite of that, the patient’s intellectual and cognitive activity remains preserved. Patients affected by this disease will invariably need the help of mechanical ventilators. Methods: A set of hardware and software was used to perform the monitoring of respiratory parameters of patients in hospital beds as a means of assisting the healthcare team. The monitoring of these parameters was performed by a webcam that captured the values displayed on the screen of the ventilator, and the employment of computer vision techniques and Optical Character Recognition (OCR). In this sense, the system was tested under three different lighting conditions to verify its effectiveness. Results: The system presented an overall average of 94.90% of correct answers. Furthermore, when the luminous interference was minimum, it achieved an overall average of success of 97.76%. Conclusion: The adoption of a computational system based on computer vision to aid the healthcare team in hospital monitoring of patients with ALS was satisfactory. However, the research has shown that the adoption of a system with greater immunity to external light interference tends to achieve better resultsArticle Gestão estratégica e financeira das instituições de ensino superior: um estudo de caso(EBSCO, 2011-07) Queiroz, Fernanda Cristina Barbosa Pereira; Queiroz, Jamerson Viegas; Hékis, Hélio RobertoThe aim of this paper is to present and implement a methodology to integrate strategic planning and financial planning. The article aims to show how these teaching practices enable an improvement in the learning process, strengthening links between University and Society. The issue revolved around whether there was a possibility of improving the quality of education in public higher education institutions involving research projects and extension of the methodological practices in the classroom. Such programs have facilitated its dissemination and given greater agility to the capital market. An example of these programs is the investment club which is understood as a voluntarily investor association organized in a consortium that performs applications in capital markets, directly managing these portfolios with the assistance and advice from specialized institutions (banks, brokers, etc.). This paper also aims at presenting the changes in the devolution of the market and investment spraying occurred at BM&FBOVESPA today, starting in 2001, focusing on popularizing the stock market in Brazil. In order to fulfill the objectives, a literature research and data collection from agencies in the Central Bank of Brazil and BOVESPA has been carried out. The study has showed that recent changes in the stock market led to the inclusion of millions of minority investors, which until then were not aware of the capital market or regarded it as elitist and focused. These changes have brought to these investors the opportunity to obtain higher returns than the investments offered by the formal market, albeit with a higher degree of risk. Currently, the Brazilian capital market is much more decentralized, fragmented and popular than it has ever been and this is noticed by the millions of Brazilians who were offered and included in this market. The number of investors has increased considerably, as well as the number of after-work clubbers and investment clubs
