    Otimização dos processos de exames laboratoriais em um pronto-socorro estadual: aplicação do Lean Healthcare integrado à metodologia DMAIC

    This study aimed to optimize the laboratory testing process in a state emergency department, in order to reduce overcrowding and increase bed turnover. The Lean Healthcare methodology integrated with the DMAIC cycle was applied in an applied, exploratory, and descriptive research, with a mixed-methods approach and action research design. In the diagnostic stage, high turnaround times were identified between test request, collection, and release of results, with an average length of stay of 7.4 days and a bed occupancy rate of 213.5%. Structural and operational issues were also observed, such as the absence of standardized protocols, inefficient communication, and insufficient traceability. The intervention included 12 strategic measures, such as standardized laboratory test packages, multidisciplinary training, formalization of workflows, creation of a Clinical Decision Room, and laboratory restructuring. Post-intervention results showed significant improvements: average length of stay reduced to 2 days, bed occupancy decreased to 97.8%, and shorter turnaround times between process stages, with critical test results released within clinically acceptable timeframes. Qualitative analysis using the Tracer technique confirmed greater predictability, more efficient intersectoral communication, and direct impact on clinical decision-making. However, challenges remain, such as the batch release of multiple exams disregarding individual deadlines and the absence of active notifications for critical results.In conclusion, the application of Lean Healthcare integrated with DMAIC proved effective in reorganizing laboratory workflows and improving efficiency and patient safety, although consolidation of results will depend on continuous monitoring and sustainability of the practices implemented.

    This guide results from a dissertation which proposes a strategic model for the use of Artificial Intelligence, through the NotebookLM tool, to support the work of rapporteurs in the Center Council of the CCSA at the Federal University of Rio Grande do Norte. The study is based on the observation that the diversity of norms and the need for their articulation, the lack of standardization in the structure of reports, and the overload of work faced by councilors contribute to decision-making discrepancies that may affect good university governance. This qualitative and applied research is developed through a systematic documentary analysis of institutional regulations, aiming to identify the rules pertinent to deliberative processes, systematize the documents required for proper procedural instruction, and design a standardized format for reports and opinions integrated into the NotebookLM environment. The results indicate that the use of AI can reduce interpretative inconsistencies and the potential judicialization of contradictory decisions across collegial bodies, strengthen principles of equity and isonomy, and improve interpersonal relations by fostering transparency, predictability, and organizational trust. Furthermore, the model contributes to institutional innovation, enhances internal communication, strengthens administrative continuity, and encourages the dissemination of the practice across other collegial bodies, reinforcing data-driven governance. It is concluded that the adoption of NotebookLM represents an advance in the modernization of university decision-making processes, improving service quality, institutional reputation, and broader social benefits by promoting more agile, well-grounded, and transparent decisions.

    Acolhimento organizacional: proposta de manual de acolhimento aos novos técnico-administrativos em educação de uma instituição de ensino

    This work explores the importance of organizational onboarding for a new member of an institution, which in the context of this research is a public educational institution and its technical staff. It examines how this initial onboarding impacts the integration and organizational socialization of the new employee and how these stages can influence their work life. The first objective was to analyze the onboarding process at the institution, verifying its connection to onboarding and organizational integration; the theme and conceptualization of the stages of socialization were explored, and previous research that has already highlighted the importance of working within this dynamic to assist in the construction of individual perception and social relationships in the workplace was discussed. The proposed contribution is the creation of an onboarding manual for new technical staff, providing an institutional tool to support the onboarding and welcoming of these new members to CERES/UFRN. The tool was evaluated by agents involved in the reception of new employees at the institution, allowing for verification of its relevance and potential contribution to both those who receive and those who are received. To evaluate the proposed manual, a closed-ended questionnaire was used, designed with questions and possible answers using a Likert scale, and a final open-ended question. The results show that, for 87% of the evaluators, the availability of a Welcome Manual contributes to improving the welcoming and reception of new employees, among other aspects addressed. This represents the potential relevance of improving the management of the reception and welcoming process carried out by the aforementioned academic unit.

    This research addresses the chronological order of payments of obligations at the Federal University of Rio Grande do Norte (UFRN), focusing on the restructuring of the procedural flow in light of process management and the Theory of Constraints. The study aims to present a proposal for restructuring the procedural flow to define the chronological order of payment of UFRN's obligations. This is an applied, descriptive research, developed through a case study with a qualitative approach. Data collection was carried out through semi-structured interviews with representatives from four sectors directly involved in the process, and the data were analyzed using content analysis techniques. The results highlight problems stemming from a set of organizational, operational, and normative weaknesses that mutually influence each other. Key issues include the absence of defined deadlines for each stage, difficulties in applying current regulations, communication failures between units, and limitations in staff training. Furthermore, the participants share a convergent perception regarding the insufficient number of personnel, a factor that intensifies existing bottlenecks. The analysis of causal relationships indicates that the root cause is the absence of integrated, standardized, and deadline-oriented management in the payment process, demonstrating that the identified problems do not occur in isolation but stem from systemic failures in the process management. As a contribution, the study presents an improvement plan that includes redesigning the process flow to reduce rework and delays, as well as strengthening the institutional conditions for complying with the chronological order of payments.

    Capacidades estatais para a participação social: uma análise a partir da política de assistência social em municípios paraibanos

    The implementation of social assistance policy in Brazil, in accordance with the regulations of the Unified Social Assistance System (SUAS), requires intervention based on the interaction between the State and society, with institutionalized participatory bodies such as Councils and Conferences. This study, which examines state capacities in social assistance policy, argues that the effective realization of social participation depends on two key dimensions of state capacity: technical-administrative and political-relational, with emphasis on professionalized bureaucracy. In this regard, our thesis asserts that these dimensions influence social participation within the social assistance policy framework. The central research question guiding this study is: how do state capacities shape social participation in social assistance policy at the subnational level? The general objective is to analyze the technical-administrative and political-relational capacities of municipalities in fostering social participation in social assistance policy across four municipalities in the state of Paraíba. The specific objectives are: (i) to identify the professionalized bureaucracy within the social assistance policy framework, focusing on professionals from the Social Assistance Reference Centers (CRAS) and Specialized Social Assistance Reference Centers (CREAS); (ii) to examine the dynamics of institutional arrangements – Social Assistance Councils and Conferences – in the selected municipalities; (iii) to characterize the performance of non-state actors within the Councils and Conferences in the selected municipalities. The research methodology employs both qualitative and quantitative approaches. We conducted four case studies in municipalities in the state of Paraíba. The study was carried out in two phases: the first involved the collection of secondary data through document analysis covering the period from 2011 to 2021; the second entailed gathering primary data via questionnaires and semi-structured interviews conducted between March and July 2024. The interviews involved 47 participants, representing both state and nonstate actors. The findings support our thesis, demonstrating that state capacities are strategic resources for enabling social participation in social assistance policy. In the analyzed municipalities, gaps were identified in both dimensions of state capacity. In the technicaladministrative dimension, the professionalized bureaucracy fails to meet the basic requirements for workforce management within SUAS. In the political-relational dimension, challenges such as a lack of commitment to organizing participatory institutions and the absence of civil society actors hinder the interaction between the State and society.

    Otimização da transparência em centros acadêmicos da UFRN: proposta de um fluxo de gestão de dados e informações para o site do CERES

    This study addresses the topic of transparency and access to information within the university context, focusing on the institutional website of the Center for Higher Education of Seridó (CERES) at the Federal University of Rio Grande do Norte (UFRN). The central objective was to diagnose existing gaps in information disclosure, in compliance with the Access to Information Law (LAI). The methodology employed an applied and qualitative approach, utilizing documentary and normative analysis of relevant legislation (LAI, Digital Government Law - LGD, LGPD, and Federal Constitution) , content analysis of the CERES/UFRN website to verify compliance with Article 8 of the LAI's exhaustive list , and the application of questionnaires to understand the management and limitations of institutional websites at UFRN. The results revealed a significant decentralization and fragmentation of website governance at UFRN , with a lack of formalized standardization for autonomous units and comprehensive internal regulations for content approval and publication. Specifically at CERES, it was found that the website does not fully meet the active transparency criteria of Article 8 of the LAI, showing an absence of financial data, bidding information, contracts, and personnel data. This inconsistency is attributed to UFRN's management decision not to require full replication of the "Access to Information" tab in decentralized units. The central problem identified, Therefore, the absence of an integrated governance model and comprehensive regulations was identified as a central problem. As a consequence, this structural flaw hinders the effective fulfillment of demands for transparency. In light of this, “Data and Information Management Flow for Effective Active and Transparency in UFRN Academic Units”, adapted to the context of decentralized academic units and aligned with legislation and Gov.br guidelines. The implementation of this model aims to strengthen the culture of transparency, benefiting both the academic community and society.

    With the redemocratization, political participation in Brazil has been constituted through various mechanisms, such as the management councils, participatory budgets, participatory master plans, conferences, among others. However, the growth of political participation in Brazilian democracy raises contemporary discussion of the “question of effectiveness” for both the implementation of public policies and democracy (AVRITZER, 2011). In this sense, the general objective of the research is to understand how social participation occurs in the municipal health policy of Macaíba / RN, in the period of 2017 and 2018. To this end, the following specific objectives were considered: a) to examine how management municipal policy comprises social participation in health policy; b) identify and analyze social variables in the composition of the municipal health council, in order to verify the dimension of inclusion; c) identify and analyze the organizational variables in the dynamics of operation and performance of directors, in order to verify the dimension of participation; d) identify and analyze the deliberative and purposive variables in the CMS performance, in order to verify the dimension of the debate; e) identify and analyze the integration variables of the council with other social and political actors in order to verify the dimension of the connection. The research method considered in the present work concerns the case study. Data collection adopted the following research techniques: theoretical study from bibliographic references primary and secondary data search. For the empirical analysis, a field study was conducted, and interviews were conducted with semistructured script with the representative of municipal health management and members of CMS / Macaíba / RN. The results obtained with regard to inclusion, have a certain under-representation or low inclusion in the board, and when it comes to debate, participation and connection, the board has a high formal institutionality, however, does not condition effective participation.

    The inclusion of the population in the process of producing public policies has become a legal requirement since the promulgation of the Brazilian Federal Constitution of 1988, which spurred changes in the relationship between State and Society. From this, it was possible to observe the emergence of participatory processes/mechanisms, such as the elaboration of participatory Pluriannual Plans (PPAs), identified in several governments. However, it is necessary to analyze, especially in the current context of political-democratic crisis, in which the Union has extinguished channels of social participation, if, in fact, citizens have really been inserted in these processes; indeed, the forms of social participation fostered by government and/or society have been effective in coproducing public policies. In this sense, the present dissertation, adopting a theoretical and empirical approach, aims to analyze the social participation in the coproduction of public policies in the context of the elaboration of the 2018-2021 Pluriannual Plans in municipalities of the Metropolitan Region of Natal (RMNatal), namely: Macaíba, Parnamirim, São Gonçalo do Amarante and Extremoz, defining it, in each of the PPAs elaborated, according to the synthesis of social participation typologies developed by Salm and Menegasso (2010), in Non Participation/Participation by convention, Symbolic Participation, Partnership Participation and/or Representative Participation. From the theoretical point of view, this study will address concepts such as participatory democracy, coproduction of public policies, social capital and social participation. In the empirical part, the objective is to conduct a descriptive-analytical research, in which it is adopted the application of qualitative methods aimed at collecting secondary data from documentary and bibliographic research, with consultations to the PPA's own, reports, websites and networks as well as access to primary data, through semi-structured interviews with the actors (political and social) involved in these processes. The results point to ineffective participatory experiences in the analyzed municipalities, which suggests that despite the legal requirements since 1988, the methodologies adopted by these municipalities have weaknesses, which may compromise the execution of public policies that meet the real needs of the population. It is expected, with the studies and analyzes presented in this paper, to contribute to the literature focused on the coproduction of public policies, in the sense of promoting a qualitative discussion about the forms of social participation adopted for this, especially those applied in municipalities of the RMNatal in the process of elaborating PPA's, which consist of important planning instruments for the development of cities and, consequently, of the metropolis.
