    Information and Communication Technology (ICT) is present in the daily activities of society, both in the private and public sectors, within a context of technological disruption driven by the advancement of Artificial Intelligence (AI). In this scenario, public administration must constantly adapt to improve the delivery of services to citizens. This intervention project aims to propose a procedural solution to enhance the identification flow of qualified precedents (Themes) in cases processed through the Electronic Judicial Process (PJe) of the Court of Justice of Rio Grande do Norte (TJRN), by employing an AI-based tool. Considering the continuous growth in the number of cases submitted to the Judiciary, it is essential to adopt innovative strategies that ensure greater speed, security, and effectiveness in judicial proceedings, thereby promoting the constitutional principle of reasonable duration of the process. The study follows a qualitative approach, combining bibliographic and documentary research, direct observation of current practices, and interviews with judges and information technology professionals. The proposed solution is expected to foster greater accuracy and agility in the identification of qualified precedents, improve institutional productivity, and enhance citizens’ satisfaction with judicial services provided by the TJRN. In addition to contributing to the improvement of procedural management within the TJRN, the project provides insights for judicial public management, strengthening digital governance practices and institutional innovation within the Judiciary.

    This study aims to develop a budget management tool to support the monitoring and control of public expenditures within the Secretariat of State for Planning, Budget, and Management of Rio Grande do Norte (SEPLAN). The research is applied in nature, qualitative, and prescriptive, grounded in the Design Science Research (DSR) methodology and operationalized through the Design Sprint approach, which enabled the collaborative construction of a budget management dashboard. The study is justified by its innovative character within SEPLAN, as it integrates agile methodologies and information and communication technologies to improve public management processes. The methodological process involved conducting a diagnostic phase with managers through a focus group, followed by the stages of mapping, sketching, decisionmaking, prototyping, and testing of the dashboard, developed using Microsoft Excel and the Looker Studio platform. The results demonstrated the technical and institutional feasibility of the proposed artifact, which was validated and approved by SEPLAN’s senior management, recognizing its potential as a transparency and decision-support tool. The main limitations identified include the need for greater participant engagement and schedule alignment during the Sprint. Future work should focus on improving data extraction and processing from SIGEF, incorporating information on outstanding payables and integrating the budget with PPA monitoring. It is concluded that the developed tool strengthens efficiency, transparency, and analytical capacity in budget management and can be replicated for use in other state executive agencies.

    This guide results from a dissertation which proposes a strategic model for the use of Artificial Intelligence, through the NotebookLM tool, to support the work of rapporteurs in the Center Council of the CCSA at the Federal University of Rio Grande do Norte. The study is based on the observation that the diversity of norms and the need for their articulation, the lack of standardization in the structure of reports, and the overload of work faced by councilors contribute to decision-making discrepancies that may affect good university governance. This qualitative and applied research is developed through a systematic documentary analysis of institutional regulations, aiming to identify the rules pertinent to deliberative processes, systematize the documents required for proper procedural instruction, and design a standardized format for reports and opinions integrated into the NotebookLM environment. The results indicate that the use of AI can reduce interpretative inconsistencies and the potential judicialization of contradictory decisions across collegial bodies, strengthen principles of equity and isonomy, and improve interpersonal relations by fostering transparency, predictability, and organizational trust. Furthermore, the model contributes to institutional innovation, enhances internal communication, strengthens administrative continuity, and encourages the dissemination of the practice across other collegial bodies, reinforcing data-driven governance. It is concluded that the adoption of NotebookLM represents an advance in the modernization of university decision-making processes, improving service quality, institutional reputation, and broader social benefits by promoting more agile, well-grounded, and transparent decisions.

    With the increasing complexity of organizations and the dispersion of ownership relationships, governance has emerged as an essential mechanism for balancing the internal and external interests of institutions, improving organizational processes, and ensuring management credibility. The growing relevance of the third sector has increased the need to provide greater reliability to these organizations, as well as to deepen studies on governance within such institutions. The organization analyzed in this study is Fundação Norte-Rio-Grandense de Pesquisa e Cultura (FUNPEC), a support foundation linked to the Federal University of Rio Grande do Norte. In this context, the main objective of this study is to analyze governance structures at FUNPEC in light of the best governance guidelines applicable to the third sector. Regarding the methodological aspects, the research is classified as applied, descriptive, and qualitative, and, in terms of procedures, it is characterized as a case study. Bibliographic and documentary research methods were used for data collection and analysis. A comparison was carried out between FUNPEC and Brazilian support foundations regarding the disclosure of governance information, as well as a diagnosis of FUNPEC’s organizational structure, confronting it with the application of governance best practices recommended by the Brazilian Institute of Corporate Governance (IBGC). The results showed that Brazilian support foundations still present weaknesses in the disclosure of their governance practices, since only part of the analyzed entities provided information on the subject, which was generally superficial and lacking in detail. In contrast, FUNPEC stood out positively by presenting a greater volume, level of detail, and comprehensiveness of governance information when compared to the other institutions analyzed. Concerning adherence to the governance best practice recommendations of the IBGC (2016), it was verified that FUNPEC partially complies with the established guidelines. The foundation has the main governance bodies in place, as well as independent auditing, a career and salary plan, and a code of conduct. However, some gaps were identified, such as the absence of a visual representation of the governance system and the absence of the fiscal council’s opinion regarding the institution’s financial statements. In light of these findings, it was recommended that the foundation seek greater alignment with the IBGC recommendations, in addition to adopting a visual governance structure for FUNPEC and formalizing its governance system through an institutional regulatory instrument. Finally, as a product of this dissertation, a Governance Framework Proposal for the Third Sector (Appendix A) was developed, conceived as a support tool for third-sector organizations with the purpose of strengthening good governance practices. The relevance of this research is based on its potential to improve FUNPEC’s governance structure, as well as on the possibility of replication in other third-sector organizations. In this sense, strengthening governance practices in third-sector entities, combined with more efficient management, tends to enhance the results of their activities, since more structured and efficient organizations tend to increase the reach and impact of their actions on society.

    Information Management in the public sector aims to ensure that information is managed effectively, in order to promote quality governance, considering its strategic and operational dimensions. To this end, it utilizes information flow analysis, which aims to contribute to providing a quality service, as it allows for an evaluative study of the stages of the information process, identifying obstacles and proposing suggestions for improvement in the development of activities. Thus, this study has the general objective of analyzing the information flow of the simplified selection process for substitute/temporary professors in federal higher education, with a view to identifying opportunities for optimization in light of the principles of Information Management. To achieve this, a methodology characterized as applied research of a qualitative nature is used, classified in terms of means as participatory action research, considering the participation of the researcher and the subjects involved in the analyzed context, and in terms of ends as descriptive, exploratory, and interventional research. The methodological approach adopted in this research was monographic, and non-probabilistic convenience sampling was chosen, using semi-structured interviews. The results indicate that, although a mapped workflow exists in the institution, it is outdated and not disseminated through official channels, and that fragmented communication between the sectors involved, coupled with short deadlines, excessive bureaucracy, and insufficient institutional planning, are some of the bottlenecks in the organizational processes. However, it is observed that the use of the Job Bank/SIGRH module, in addition to formal communication via emails and official letters, as well as the use of a guidance manual for requesting vacancies, represents good practices that contribute to greater efficiency in the process. Therefore, this research presents an optimized information flow aimed at filling the gaps identified during the research, in order to optimize the processes involved in the processing of vacancies in the simplified selection process for substitute/temporary professors in federal higher education at the Federal University of Rio Grande do Norte.

    Proposta do programa de desenvolvimento de competências em Ciência Aberta para os residentes da Liga norte riograndense contra o câncer

    Open Science constitutes a new paradigm for producing and communicating scientific knowledge, guided by principles of transparency, collaboration, reproducibility, and increased social impact of research. Considering the need to equip health professionals to operate within this ecosystem, this study aimed to define the characteristics of an Open Science Competency Development Program designed for medical, medical physics, and multiprofessional residents at the Liga Norte Riograndense Contra o Câncer. This is a mixed-methods study, exploratory, descriptive, and propositional in nature, based on a literature review and the application of a semi-structured questionnaire to identify residents’ knowledge, perceptions, and practices related to Open Science. Twenty-five residents participated in the study. The results indicate that, although most participants report possessing basic or intermediate knowledge on the topic, significant gaps remain regarding essential concepts, practices, and tools—particularly in the use of repositories, preregistration, open licenses, and responsible data-sharing procedures. Lack of knowledge about these elements was identified as the main barrier to adopting open practices, despite unanimous agreement that Open Science contributes to improving research quality. The most frequently suggested initiative to promote its adoption was the provision of training, for which 96% of participants expressed interest, preferably in an asynchronous online format. Based on these findings, the Open Science Competency Development Program was designed, consisting of a course structure, structured teaching plans and a prototype of an online course hosted on Google Classroom. The program may be incorporated by the institution as part of the residency curriculum or offered as supplemental training, and it also represents a replicable model for other health institutions seeking to strengthen practices aligned with Open Science.

    The document presents a flow modeling proposal for the electronic registration process of incoming students through the Unified Selection System (SiSU), based on the Information Ecology perspective. The analysis is structured across the three environments proposed by Davenport (1998): external, organizational, and informational. The primary focus lies on the informational environment, detailing its six essential components: information strategy, information policy, information culture and behavior, information staff, management processes, and information architecture. The product aims to establish collaborative guidelines for the production, use, and sharing of academic data, highlighting the importance of staff training and informational behavior in managing workflow.
