    Política de morte: a "guerra às drogas" e os fundamentos ideológicos do genocídio negro no Brasil

    The object of analysis in this study was the ideological foundations that permeate prohibitionist drug policy in Brazil and in Rio Grande do Norte (RN). The general objective was to analyze the relationship between the historical use of psychoactive substances and prohibitionism as an expression of structural racism in Brazil. The specific objectives were to analyze the ideological foundations underlying prohibitionist drug policy as an expression of conservatism and its consequences in Brazilian society and in RN; to examine data regarding violence and incarceration of the Black population in light of Brazilian drug policy; and to historically analyze the consequences of the “war on drugs” policy in Brazil. The investigation process was guided by a holistic perspective to grasp social relations, contributing to a critical reflection on the reality studied. The research had a quantitative and qualitative focus, with data gathered through literature review and document analysis. Among the findings, we identified that the side effects of psychoactive substance use, since the colonial period, are determined based on moral and hegemonically racist values, without scientific foundation, and that behind the “war on drugs” lies a “politics of death” that uses the prohibitionist discourse to justify mass incarceration, criminalization, and the death of Black people. Furthermore, in Brazil, bolsonarism strengthens the ideological dissemination of multiple strategies of criminalization, segregation, and increased violence, in favor of maintaining capitalism. In the context of Rio Grande do Norte, a state of latent public insecurity, we criticize the oligarchies that contribute to the suffering of the Black population in the face of structural racism. We conclude with the assertion that fighting against the “war on drugs” is fighting against Black genocide, which requires the strengthening of the anti-capitalist struggle.

    The purpose of this dissertation is to analyze the expressions of the dialectic between the “cultural issue” and the consubstantiality present in the life and work of singer-songwriter Dona Ivone Lara. We discuss popular culture as one of the main sources of struggle and resistance to capitalism, in a society where culture reproduces the ways of life and expressions of social classes’ artistic production. Through it, ideas and principles are directed towards legitimizing and strengthening the interests of the dominant classes. Especially in countries with dependent capitalism, the contradictions present in popular culture can express the interests of the subaltern classes, while also expressing elements of the dominant culture. In Brazil, samba is the musical genre that stands out in terms of its artistic representation of the way of life and interests of the working class, since it comes into being in the midst of a dialectical process that involves the foundations of the country's socio-economic, political and cultural formation, interwoven with the particular social relations of gender, race and class of a peripheral capitalism in a territory marked by colonial relations. In this way, through bibliographical and documentary research, with an exploratory bias and qualitative approach, we will analyze the socio-historical determinations of capitalist development in the formation of the Brazilian “cultural issue”. Using the historical-dialectical materialist method, we will look for manifestations of these elements in the artist's work, from a perspective of social totality, considering her artistic-cultural praxis as a form of counter-hegemonic cultural production representative of a specific way of life of the working class in Brazil. We have therefore carried out a study of how the determinants of Brazil's economic and social formation influence the development of a “cultural issue” in the country, expressed intensely in the production of samba, especially in the work of Dona Ivone Lara.

    This dissertation aims to analyze the positions of the reactionary right in Brazil regarding human rights during the historical period from 2018 to 2022. The context we address is marked by the rise of Bolsonarism in the national political scene as a conservative reaction to the organic crisis that has affected the country over the past decade. In a tone contrary to the global scenario, characterized by the structural crisis of capital (Mészáros, 2002) and the rise of neoliberalism, which has impacted the crisis of left-wing forces, Brazil saw a leftwing presidential victory by the Workers’ Party (PT), resulting from alliances with centrist and right-wing sectors in an attempt at conciliation. However, this logic was completely undermined by the 2014 presidential elections, in which Dilma Rousseff's re-election opened the door for a resurgence of a resentful right with new expressions. What followed was shaped by electoral defeats suffered by political parties and left-wing segments, as well as the expansion of the right's influence in the state apparatus from 2018, with Jair Messias Bolsonaro, then affiliated with the Social Liberal Party (PSL), becoming president of the country. This project is grounded in a critical-dialectical analysis method, which seeks to unveil the contradictions of reality in its permanent motion. Accordingly, we engage in a theoretical-political discussion on the reactionary right in the country and its new strategies, as well as the challenges this scenario poses to the implementation of human rights policies in Brazil. For data collection, production, and analysis, we conduct documentary and budgetary analysis to support our investigation of the programs and projects of the Ministry of Human Rights and their restructuring throughout this historical process, using the 20162019 and 2020-2023 Multi-Year Plans. In our research, we encountered a scenario of chronic dismantling of policies related to human rights, both in the development of actions and in budget allocation, since their implementation as a ministerial axis. This dismantling is exacerbated by the strengthening of the political power of the reactionary right. As we highlight in this study, despite being forged with new elements, what is known as the new right is, in fact, the extreme expression of a new reactionary and resentful right. Theoretical production on the inflections of this reactionary right, particularly at its peak during the Bolsonaro administration concerning human rights, is indispensable for Social Work in the theoretical, political, and budgetary fields. Knowledge production is a crucial tool for understanding reality, especially in grasping the profound impacts of ultraconservatism and its influence on policies aimed at women, families, and human rights.

    The conservative offensive consolidated through the 2016 parliamentary coup in Brazil, the rise of Bolsonaro (PL) to the presidency in 2018, and the construction of Bolsonarism, has impacted the various dimensions of social life. Its repercussions can be identified in the various retractions of rights that the working class has experienced in recent years, as well as through the resurgence of expressions of violence that materialize the processes of exploitation/oppression in different forms, such as through the increase in the genocide of the black population, femicide and hate crimes against the LGBTI+ population. For people who direct their affective-sexual life outside of cisheterosexuality, sociocultural and historical elements, based on the structure of capitalist, racist and cisheteropatriarchal society, deepen the scenario of violence and violation of rights, which, associated with the advancement of the neoliberal-conservative project, accentuate the processes of psychological suffering of these individuals, since there is a reality of prejudice, discrimination, death, fear, dehumanization and oppression. In this sense, we aim with this dissertation to analyze the implications of the conservative offensive and the reproduction of violence, in the context of Brazilian capitalist, racist and cisheteropatriarchal society, for the mental health of the LGBTI+ population. As specific objectives, we seek to understand the process of conservative offensive orchestrated by the rise of Bolsonarism in Brazil and its consequences for the LGBTI+ population; to identify the expressions of violence against LGBTI+ people, the main violating agents and their relationship with the processes of psychological suffering; to investigate the relationship between the living and existence conditions of the LGBTI+ population and the production of psychological suffering; and to analyze the impacts of LGBTIphobic violence on the mental health of these individuals. To this end, anchored in historical-dialectical materialism, we present a quantitative-qualitative study, in which we resorted to bibliographic and documentary research and semi-structured interviews, which were conducted with users of the Municipal LGBT Citizenship Center of Natal/RN. Regarding the documentary analysis, we used data from the Reports on Violent Deaths of LGBTI+ and the Dossier on Deaths and Violence against LGBTI+, produced, respectively, by the Gay Group of Bahia and the Observatory of Deaths and Violence against LGBTI+ in Brazil, with the time frame from 2018 to 2023. In view of this, we learned that the conservative offensive, by propagating hate speech, violence and revitalizing a political agenda of setbacks, delegitimizes sexual and gender diversity, aspects that, based on the material bases of this sociability, impact not only the reproduction of LGBTIphobic violence, but also the subjectivity of these individuals, since these are dimensions that are conditioned by the objective conditions that shape social relations. It is noted, therefore, that this scenario produces suffering forged in the constant violations of rights, requiring that the fight for mental health be not dissociated from the horizon of overcoming this sociability.

    The dissertation currently under development was based on the critical-dialectical method, utilizing bibliographic and qualitative research, focusing on actions to combat workplace moral harassment carried out by the Federal University of Rio Grande do Norte (UFRN) from 2018 to 2023. The selected time frame was chosen as a contemporary reference point. Through a prior analysis of work, its origins, and its transformations over time, it was possible to develop a discussion about the changes that have occurred, the precarization of work, and the influence of capital. Subsequently, an analysis was conducted on moral harassment, its meaning, concepts, and its consequences for workers' health, as well as the legislation applicable to UFRN and Brazil regarding this form of violence. Finally, a study was carried out on the most recent actions developed by the university aimed at combating or preventing moral harassment in the workplace. Eight training sessions and several studies on related topics conducted by UFRN were identified. The quantitative analysis revealed the limited number of actions carried out during the studied period. Conversely, a brief study of the university’s Ombudsman Office was conducted, highlighting significant records related to reports of moral harassment. All data and studies produced through this research reveal that, despite being a public educational institution, UFRN could combat this form of violence more effectively, which must be brought to light. Above all, understanding the issue and mandating training on the subject, along with campaigns, effective public policies, and enforcement measures, could be among the various ways to address moral harassment in the workplace.

    This dissertation aims to analyze how Francophone Materialist Feminism (FMF) and its lesbian perspective, radical lesbianism, can contribute to a critique of conservative thinking in Brazil. Particularly in the last decade in Brazil, we have seen the reorganization of conservative and religious fundamentalist groups in favour of advancing the historical processes of patriarchal domination, exploitation and oppression, reflected in the naturalization of women's subordination and the strengthening of the political regime of heterosexuality. However, these processes had already been identified and confronted by the feminist and lesbian political agenda in France since the 1970s, when the FMF was developed around the analyses of Christine Delphy, Colette Guillaumin, Nicole Claude-Mathieu, Monique Wittig, among others. Responsible for formulating a radical materialist critique of patriarchy and heterosexuality, these authors remain fundamental for analyzing the impacts of the domination of women by men in multiple historical contexts. In this way, this paper (I) studies how conservatism contributes to the naturalization of the domination of women in Brazil over the last decade; (II) reviews the work of the FMF, with emphasis on the analysis of the theoretical foundations around the appropriation of women and anti-naturalism; and (III) analyses the particularities of the lesbian perspective, which contributes to feminism by criticizing compulsory heterosexuality. Methodologically, we used a qualitative analysis, with a bibliographical and documentary approach, of materialist and lesbian feminists in France, as well as authors who work on the conservative phenomenon in Brazil. In addition, we used the materialist feminist perspective in dialogue with the critical-dialectical method of the Marxist tradition, which allowed us to make important mediations in view of the particularities of the contexts analyzed, and to conclude that this is a fundamental perspective for confronting the advance of conservatism and the domination of women in contemporary Brazil.

    The main objective of this work is to analyze the relationship between sexuality and disability, based on the proposition of the disability’s veil as a concept. Based on the results and on the readings discussions on sexuality; social model of disability and conceptual differences between sexual and reproductive rights as fundamental human rights are made. In addition to situating the historical path of women with disabilities as a political subject, the work also analyzes the connection between sexuality and bodie’s control, proposing the concept of 'veil of disability' as part of the process of apprehending the way in which sexuality is subtracted from people with disabilities, especially women, deepening relationships of violence and oppression.

    This work has as objective to reflect about the insertion of the women in the City Council of Natal in the period from 1988 to 2004. We focused our discussion in the context of the politics of quota that has with objective to decrease the frame of inequalities existent between women and men in the politics, besides of to analyze which the determinants responsible for the women's sub-representation. The research still consists of an analysis of the councilor’s women profile and how they were seen in that space of power. We analyzed our study object in a gender Vision, since this is related intrinsically the social relationships and the relationships of power. The women, for a long time, they were excluded of the participation in the public life, being just seen as mere expectants. This research is informed mainly by studies which discuss the Gender (Scott, 1990), (Perrot, 1988), (Badinter, 1995), (Bruschini, 2002). We also analyzed the power, politics in the vision of Marx (1996), Foucault (1982) and (Arendt, 2001). We tried to analyze the women’s presence in the spaces public and private, showing your conflicts and contradictions faced in the society, focalizing the political character of the women's inclusion in the spaces in that are inserted. The instrument of collection of data was the semi-structured questionnaire, descriptive and analytical - criticai. The analyses of the interviews show to the sub-representation of women over the years as a determining factor for these women continue in the invisibility. The women were interviewed councillora ex- bounded from 1988 to 2004. The conclusion the one that we arrived is that this sub-representation has as decisive the patriarchal system that prevailed for a long time in our society and still dominates and affects women in all areas of your life. This becomes more serious in the capitalist society in which prevail the interests of those that it stops the produced wealth.

    The Social Assistance Policy – PNAS is a social right enshrined in the Brazilian Federal Constitution and, as a public policy, it must serve those who need it, providing Services, Programs, Projects and Benefits. It is also a privileged socio-occupational space for the Social Work professional practice. Considering, Brazil's current situation, despite the intensification of the capital crisis, Social Assistance faces challenges for materialization, that passes through funding to the services provided in the day-to-day activities of the social assistance equipment, responsible for its operationalization throughout the country. In the case of Natal-RN, there have been important modifications since the public tender held in 2016 - a year that coincides with the new type of coup and the consequences for the situation until 2022, which also involves the destruction of social protection mechanisms by extreme far right governments at national and local level. Thus, we were concerned to unveil this reality based on an understanding about Brazilian state, which, given its class protagonism and its impositions - crossed and mediated by metamorphoses in the world of work, permanent fiscal adjustment and social deprotection - demand the need to grasp the ideopolitical determinations that cross, affect and profile the daily work in Basic Social Protection – SUAS, Natal – RN. In this sense, the thesis general goal is to analyze the impacts of the PNAS ideopolitical guidelines on the Basic Social Protection in Natal – RN. The specific goals are to analyze the socio-economic determinants of Brazil's post-coup situation and their impact on the Social Assistance Policy; to investigate the socio-historical processes of the Social Assistance Policy in Natal and to identify the tendencies imposed to the PSB and how they reverberate in the SUAS consolidation in Natal-RN. We opted for the historical-dialectical materialist theoreticalmethodological framework, to capture, in the reality movement, the contradictions and mediations that interrelates the object from perspective of totality. Like this, we proceed a qualitative, bibliographical and documentary approach. In addition to the Social Work critical references, the notes and technical guidelines, legislation, reports extracted from electronic systems, the SUAS WEB database and the day-to-day experience of professional practice in SUAS, constitute the research environment. As a result of this research, we pointed ideopolitical tendencies that highlight the alignment at the local level with national guidelines on how to manage the Social Assistance Policy; the ideopolitical option to dismantle the composition of the SUAS in the municipality and the exhaustion of the workforce that culminates in dismantling and “suffocation” as characteristics of the PSB in Natal-RN, persisting the need to defend the consolidation of Social Assistance in the potiguar capital.

    Precarização do trabalho e desvirtuamento da Assistência social: a realidade de trabalhadores(as) do SUAS no interior do Rio Grande do Norte/RN

    This thesis aimed to analyze how the precariousness of work in contemporary capitalism is configured in the Brazilian Social Assistance Policy. In this sense, we seek to understand the main impacts on the working conditions and relations of those who work in this social policy in the Western Seridó region of Rio Grande do Norte (RN). Some themes were highlighted for this analysis, such as: the mutations in the world of work, contractual relationships, the sociosexual and racial division of labor, and the repercussions of the precariousness of work in the face of the health crisis, installed with Covid-19. Methodologically, the analyses constructed in this study were based on the investigation of the concrete determinations of the objective, through field, documentary and bibliographic research. Three variables were central to the unveiling of the phenomenon studied: the groupings by municipalities in the referred region, the professional categories of higher education (Social Work, Psychology and Pedagogy) and the differentiation of contractual employment relationships in the SUAS. As a central result, it was possible to identify that the intensification of the precariousness of work (which affects, for example, the fragility of contractual employment relationships) triggered, in the particularity of the Seridó Norte-rio-grandense, what we call the distortion of Social Assistance. In view of this, it was possible to identify the sharpening of illnesses (stress, anxiety), as a result of the working conditions and relationships that these professionals are inserted in the SUAS in the Seridó Potiguar region; as well as dissatisfaction with the performance of the activities and, consequently, the absence of conditions to perform them; the lack of structure that allows professional secrecy; the (over) work overload of SUAS workers in relation to the care of unpaid reproductive work. Finally, we conclude that the workers who work in the contractual employment relationships, in the commissioned modality, are the ones who experience the scenarios of greater intensification of the precariousness of work, emphasizing that this portion of workers is mostly composed of social workers.
