It is upon this historical terrain that the study aims to analyze the ideopolitical tendencies of the Federal Executive and Legislative branches between 2019 and 2025, seeking to identify the direction of ongoing actions concerning mental health care in Brazil. Historically, mental health care in the country has been permeated by profound contradictions, and the advances achieved tend to occur slowly and are almost always followed by setbacks. The open veins of mental health in Brazil are expressed in the limited attempts to break with the asylumbased, manicomial logic—attempts that, although they advance in legal texts and policy proposals, fail to materialize in concrete reality. This process has intensified in recent years through the dialectical relationship between the Psychiatric Reform and the Psychiatric Counter-Reform. Within this context, an expanding shadow can be observed in the obscurantism of conservative and religious foundations, made evident by the proliferation of Therapeutic Communities and their growing role in disputes over public funding and policy strengthening. These communities increasingly configure themselves as new manicomial institutions reproducing old practices.In order to establish feasible conditions for the development of this research, the study adopts the method of critical-dialectical materialism, grounded in the Marxist theoretical assumption that analysis must begin from concrete reality in order to apprehend social phenomena. The theoretical-methodological trajectory of the dissertation follows a mixed design, integrating qualitative and quantitative approaches. Accordingly, the research involved a literature review and documentary analysis of governmental instruments from the administrations of Jair Messias Bolsonaro and Luiz Inácio Lula da Silva, specifically through their respective Multi-Year Plans (Plano Plurianual – PPA) for the 2020–2023 and 2024–2027 periods. In addition, the study included the mapping and analysis of Bills under consideration in the National Congress between 2019 and 2025 that address mental health care. Based on the articulation between the theoretical framework and the analyzed data, the findings indicate that the fragility of mental health care in Brazil reflects the competing political projects within the broader terrain of class struggle. Despite political and partisan variations within institutions of power, the manicomial logic remains operative. Even in periods more favorable to progressive agendas, the manicomial capitalist order persists, disputing legitimacy, state recognition, and funding for asylum-based practices directed at people experiencing psychological distress. It is based on the understanding that such production is marked by theoretical-methodological tensions, adopting as an analytical key the socio-historical determinations of the interaction between Social Work, the Marxist tradition, and the relationship with sexual diversity. To this end, the study examines the historicity of debates on sexual diversity within Social Work, graduate-level knowledge production in the field, and the main theoretical-methodological trends present in these studies. Grounded in historical-dialectical materialism, sexual diversity is understood as an expression of human diversity and, therefore, inseparable from the structural determinations of capitalist sociability. Methodologically, the research is characterized as a bibliographic and documentary study of both quantitative and qualitative nature, using data collected from the Plataforma Sucupira. The main results indicate a mapping of 72 studies (54 master’s theses and 18 doctoral dissertations) in Social Work and Social Policy graduate programs. Regionally, Brazil’s Northeast leads production, accounting for 40.3% of the total. The analysis identifies four predominant thematic axes: (I) Public Policies, Human Rights, and Social Movements; (II) Conservatism and LGBTphobia; (III) Labor, Class, and Social Relations of Oppression; and (IV) Professional Education and Knowledge Production. Three theoretical-methodological trends were identified in studies on sexual diversity: historical-critical Marxist, subjectivist postmodern, and eclectic-conciliatory. The research reveals significant theoretical-methodological tension between works grounded in the Marxist tradition—linking sexual diversity to class struggle and social totality—and studies adopting other perspectives. The latter tend to focus on fragmented, subjectivist, and identity-based dimensions, often detached from the structural determinations of the system of Capital. The study concludes that sexual diversity must be understood as an ontological component of social being. Strengthening this debate requires reaffirming the perspective of totality in order to confront political-critical emptying and ensure alignment with Social Work’s Professional Ethical-Political Project toward human emancipation.Master Thesis O que uma casa limpa esconde? Domestic work in Brazil has historically been marked by advances and setbacks in the realization of labor and social security rights. Thus, with the dynamics of work mediated by applications, websites, and social networks, domestic work also reflects a reconfiguration of the forms of exploitation, control, and precarization of labor. By articulating historical and structural dimensions with the voices of the workers themselves, this study sought to contribute to the production of critical knowledge committed to the visibility and appreciation of the struggles of Black women who have historically sustained, in an invisible manner, social reproduction in Brazil. In this sense, by shedding light on the ways in which these workers are incorporated into the platform-based labor market and its impacts, the research aimed to highlight the effects of precarization, false autonomy, and the erosion of labor and social security rights. These transformations were examined in light of a critical analysis grounded in the historical-dialectical materialist method. The research was developed using a qualitative approach, supported by bibliographic analysis and field research. In the field research, two semi-structured interviews were conducted. The first was with the Finance Secretary of the National Federation of Domestic Workers (FENATRAD), Ms. Chirlene dos Santos Brito. The trade union representative has been a domestic worker since the age of eight and has an extensive trajectory of activism within the category. Based on this interview, the study analyzed the challenges imposed by platformization on labor and on the political organization of domestic workers—particularly daily cleaners—as well as the ways in which FENATRAD has been building strategies to confront this reality, including articulations between domestic workers, the feminist movement, and the Black movement. The second interview was conducted with a worker who has been selling her labor through the GetNinjas platform for over a year. In her account, she raised issues related to transportation and food costs, as well as the configuration of the working day and the remuneration received for the work performed. The results of the study made it possible to analyze how the company/platform extracts surplus value from workers through its modus operandi, considering that although workers are paid directly from the personal income of those who hire them, the mediation of digital platforms transforms the labor dynamic. This transformation allows companies to insert themselves into the process and generate profit by structuring these labor relations within the logic of capital. Based on this reality, the main objective of this dissertation is to analyze, based on the knowledge produced by Social Work, the characteristics of the political-pedagogical dimension of the work of social workers who work in Student Assistance Policy at Federal Universities in the Northeast Region, in the period between 2016 and 2024. This scope is achieved through the specific objectives outlined below: to investigate the development of knowledge production in Social Work with regard to student assistance, focusing on the Northeast Region; to identify, in the sample investigated, the occurrence of elements that relate the work of social workers in student assistance policy and educational praxis; and analyzing the professional duties and competencies of social workers in Student Assistance Policy. To this end, knowledge produced by the professional category is taken from graduate programs in Social Work at federal universities in the Northeast Region of Brazil and from the work of events in the category, such as ENPESS and CBAS, during the period stipulated for the research. A qualitative bibliographic and documentary research is undertaken as a course of action. The research is guided by historical-dialectical materialism and uses its categories as the main basis for interpreting the phenomena expressed in the textual productions. The IRaMuTeQ software emerges as an essential resource for identifying and synthesizing the situation at hand. Its purpose was to examine the actions of these multilateral hegemonic apparatuses (WB/WHO) and their recommendations as instruments of imperialist capital in the context of the ultraneoliberal offensive against Brazil’s Health Policy, particularly the expressions of the counter-reform process in the formulation of Primary Health Care (PHC). The premise adopted is that the treatment given to PHC — being the main gateway for access to SUS services — reflects the overall direction of the health policy itself. Accordingly, our analysis focused on WB/WHO documents addressing guidelines for PHC formulation. This inquiry required drawing on the foundations of Critical Social Theory as the basis for a literature review and documentary analysis, both considered appropriate for revealing the offensive against Brazilian health policy, especially PHC, within the context of the contemporary crisis of capitalist accumulation, highlighting the new configurations of imperialism and its relationship with dependent countries. Our thesis argues that in dependent economies, such as Brazil’s, the health policies guided by the WB/WHO produce harmful implications that directly affect the living conditions of the working class. These implications reinforce processes of overexploitation and expropriation that translate into the erosion of social and labor rights, with strong offensives against the implementation of SUS principles — particularly between 2016 and 2022, during the ultraneoliberal administrations of Michel Temer and Jair Bolsonaro. We found that the Temer and Bolsonaro governments were marked by measures aimed at implementing counter-reforms in management and care models, especially changes in PHC financing aligned with the goal of reducing health expenditures. These measures produced a regression in PHC formulation, reducing it to Universal Coverage and integrating it into a broader project of widespread commodification of public health services as a response to the crisis of capital accumulation. This process combined defunding and spending cuts in SUS’s public network with extensive privatization of the system through contractual arrangements, including new forms of contracting such as Social Organizations (OS), Public-Private Partnerships (PPP), and the Brazilian Hospital Services Company (EBSERH), thereby privatizing the management of the public health network through various models of purchasing private services. Within this framework, we were able to demonstrate that the defunding, privatization, targeting, and selectivity present in WB/WHO guidelines focusing on PHC constitute part of a broader process of capitalist restoration aimed at opening new spaces for the expanded reproduction of capital through the appropriation of public funds, at both national and international levels. This analysis also considers the socio-historical aspects of the use of psychoactive substances and the harm reduction strategy, which is understood as a perspective aligned with the principles of ethics, the defense of human rights, and care in freedom - core values of the collective health paradigm and the anti-asylum movement, which guide the development of this project. Accordingly, the general objective is to analyze the harm reduction strategy within public policies for people experiencing homelessness who face problems related to the use of psychoactive substances in the city of Natal/RN. To achieve this, the following specific objectives were established: 1) To identify the social and historical foundations for the existence of the homeless population and its particularities in the city of Natal/RN; 2) To investigate the impact of the prohibitionist perspective on the development and implementation of policies aimed at users of psychoactive substances; 3) To analyze the intersectoral actions of public policies, problematizing harm reduction trends in their social, economic, and health dimensions when accessing social rights. The methodological approach consisted of conducting a mixed-methods study, combining quantitative and qualitative aspects through bibliographic and documentary research. To this end, content analysis was employed to interpret information found in studies and surveys on the homeless population and on drug use, as well as in normative instruments related to the theme. Guided by a broadened perspective of health, the research identifies the effects of social determinants on the potential harms caused by the use of psychoactive substances, understanding them as expressions of the structural inequalities that affect the homeless population. In this sense, the concept of harm reduction is expanded beyond health-based interventions, being articulated with a critique of the prohibitionist model and the punitive logic that disproportionately impacts Black and impoverished individuals. The theoretical-methodological perspective that informs the study is based on critical social theory, specifically historical-dialectical materialism. In order to achieve this goal, we look at the Marxian theory of crises, trying to update its seminal formulations and bring them into line with the debate in the Marxist tradition. We start from the assumption that the strengthening of entrepreneurship in contemporary capitalism has an umbilical link with the capitalist crisis, the specifics of which refer to the outbreak of the 2008 crisis in the US and its worldwide repercussions, with worse repercussions in peripheral economy countries, such as Brazil. This crisis, as a concentrated manifestation of capitalist contradictions, has shown, since the first decade after 2008, that its vital character is anchored in capital's ability to develop counter-tendency mechanisms that can somehow intervene at the limits of capital, mitigating its most visible impacts. One of these mechanisms is the reduction of capital's costs with the reproduction of the workforce, by destroying and undermining possibilities of access to regulated work, restoring to the order of the day what Marx and Engels called the reserve industrial army. As far as our research subject is concerned, we have taken individual micro-entrepreneurs (MEIs), who predominantly work in the sphere of the circulation of goods and services, as a representation of the EIR. By transforming themselves from an individual into a legal entity, these workers leave the official statistics of informality and unemployment. Beyond the invisible threads that link the MEI to capitalist production, this type of work reveals itself as a counter-tendency mechanism of the crisis and, therefore, functional to capitalist (re)production, based on the state's actions in guaranteeing the legal conditions for the potential exploitation of the workforce and the concealment of the determinations of value. Methodologically, the thesis comprises theoretical research, of a qualitative nature, with exploratory investigation of bibliographic and documentary sources, as well as the use of secondary data collected throughout the research in the main institutions that promote entrepreneurship in Brazil and in the world, namely, the Global Entrepreneurship Monitor (GEM), the Entrepreneur Portal and Data SEBRAE, as well as statistical data present in the Reports of the Institute of Applied Economic Research (IPEA), the Inter-Union Department of Statistics and Socioeconomic Studies (DIESSE) and IBGE/PNAD, as well as studies and documents from international organizations that inspired the creation of the Individual Microentrepreneur Program (PMEI) in 2008. En esta dirección, se toma como referencia el Programa Bolsa Família (PBF), teniendo en cuenta su construcción y relevância en la realidade, considerándolo como uma de las principales iniciativas del gobierno para enfretar la pobreza en el país, pero que incorpora complejos contradictorios propios del contexto de su formulación. Se nota que el programa lleva rasgos conservadores que están en consonancia con la ascensión del proyecto neoliberal llevado a cabo a partir de la década de 1990, justo después de las conquistas promulgadas por la Constitución Federal de 1988. Tales aspectos traen al centro de las discusiones el fortalecimiento de las tendencias familistas en el seno de las politicas sociales, convirtiendo el PBF en un campo interesante de análisis de esas dinámicas contradictorias propias del capital. It considers undergraduate courses offered between 2010 and 2022, situating them within the historical context of the Brazilian agrarian question and the emergence of Rural Education (Educação do Campo) as a public policy linked to social struggles. The research is premised on the understanding that the Brazilian countryside is characterized by profound structural inequalities resulting from the extreme exploitation of labor, land concentration, wealth, and political power. This generates a historical condition of marginalization for the impoverished rural population, such that the struggle for land articulates with other struggles for social rights, including access to quality education. To comprehend this experience within the context of Rio Grande do Norte, the study reconstructs the Program's trajectory in the state and the challenges it has faced in the 21st century, particularly those related to funding and the continuity of ruraloriented educational policies. Employing a mixed-methods approach, this study combines a literature review, documentary analysis, and empirical research conducted with alumni from two PRONERA undergraduate courses offered by UFRN during the studied period. This empirical component includes the application of questionnaires and semi-structured interviews. The analysis is organized around the three axes guiding the Program's objectives: access to education, quality of training, and contribution to the development of settlements. It seeks to highlight advances, limitations, and potentialities based on the perceptions and trajectories of the involved subjects. The research, of a qualitative nature, was carried out from a materialist-historical approach, with a Marxist basis, and did not have its methodological path to bibliographical and documental research, whose starting point is the analysis of precariousness through outsourcing in the process of work developed in contemporary capitalism. When analyzing the process of precariousness through outsourcing, we identify that its roots emerge from the work process of capitalism, in which the workforce is seen as a mere component of market relations under the sigma of merchandise. However, as a reflection of the structural crisis, which brought with it societal transformations, precariousness becomes transversal in labor relations in Brazil, with outsourcing as its most expressive face, permeated by the intensification of work with the imposition of unachievable goals, extension of working hours and discrimination of outsourced workers among direct contractors. Bringing the investigation to the public service in Brazil, it was apprehended that outsourcing enters the state area in the 1960s, by Decree Law No. 200/1967, with a view to reducing expenses, however it was in the course of the 1990s that this process obtained a more expressive dissemination, under the guidelines established by the Master Plan for the Reform of the Brazilian State of 1995. Following the logic of cost reduction, the Brazilian Federal Universities adopt the logic of outsourcing the middle activities, and the Federal University of Rio Grande do Norte (UFRN) is not exempt from this logic, having the current contract, with the company SAFE, of 1,006 workers, of which 497 are directed to cleaning and conservation of environments, to the detriment of the 2,539 with a statutory relationship. Among the impacts of the outsourcing process, working hours above 40 hours per week were identified, the largest number being male, wage delays, moral harassment and lack of essential rights.
