It is presented as a bibliographic, documentary, and field research, guided by the method of historical materialism, based on the analysis of the following categories: conservatism, families, and Social Work. The field research was developed through semi-structured interviews with 05 (five) social workers, regarding the development of social work with families, especially the strategies used by professionals for the development of this work and how they activate the instrumentality of Social Work. It presupposes that due to an unfavorable political context, historically conservative, there is a tendency for social work with families, developed by social workers in the target services of the research, not to align with the ethical-political project of Social Work and not to advance beyond the determinations of the technical manuals of Social Assistance Policy, which contributes to the reinforcement of professional conservatism. The analysis of the collected data allowed identifying that the professionals participating in the research have knowledge of what social work with families is, as well as what is established in the norms, manuals, and guidelines of PAIF. However, the objective reality of work precarization and policy weakening hinders the development of social work with families, as established in the documents of Social Assistance, as well as creates barriers to the materialization of the ethical-political project of Social Work. The central object was to problematize social participation as a collective strategy adopted by social workers working in the Emergency Care Units (UPAs) and in other institutions that make up the Urgency and Emergency Network (RUE) of the Municipal Health Secretary of Natal/RN (SMS/Natal) to confront COVID-19 in the reality of Natal/RN. The general objective was to map and give visibility to the main strategies and mediations adopted by social workers in the UPAs of the municipality of Natal in the context of the COVID-19 pandemic that articulated with instances of social participation and social control of the social security system, and also articulated with social and popular movements; Systematize and give visibility to the main demands and respective responses that required articulation with the Municipal Health Council of Natal (CMS/Natal), as collective subjects of rights as a condition to enhance the effectiveness of health as a right of all and duty of the State; reflect on the challenges faced by social workers in the UPAS of Natal. Based on the critical social theory, the methodological procedures used were: literature review, document analysis and field research through the focus group methodology, whose information collection was preceded by free and informed consent of the participants. We verified that the articulations made by social workers with the CMS/Natal and the Movement of the Homeless Population (MPOPR/RN), concomitantly, resulted in joint action with the Council of Social Assistance of Natal (CMAS/Natal), conquering the structuring of institutional responses of collective order, especially the construction of service protocols with a view to integral attention to the population that uses the SUS, among which is the speed of services for funeral and burial assistance as a citizenship right. It can be concluded that the experience of articulation of the Social Service team of UPA Oeste with the instances of social control and with MPOPR/RN was fundamental to ensure effective intersectoral articulation between SUS, SUAS and the System of Rights Assurance, including the Public Ministry, Judiciary, registry offices, This resulted in the implementation of flows, routines, and protocols capable of overcoming the mere adoption of case-by-case responses, advancing toward institutionalized responses of a collective order covering all citizens in the same situation. To this end, it is based on critical social theory, as a methodological subsidy to base the research carried out. The study has a qualitative character, using the following techniques as methodological path: bibliographic review around the central categories of the research, which permeated the entire research process; analysis of documents available on the internet, with the objective of capturing and analyzing the speeches of women inserted in Civil Engineering, in different segments and finally, the semi-structured interview technique, with previously established questions with three women with training in Civil Engineering currently inserted as professors at the Department of Civil and Environmental Engineering – DECAM/UFRN. The study shows that women have historically been removed from different spheres of the public sphere and destined, for a long time, to activities in the private sphere, which is aggravated in capitalist/racist/patriarchal society. It points out that education is one of the spaces historically denied to women and that women's work is marked by exclusion and devaluation, both in the productive and reproductive spheres, spheres also marked by exploitation of class and race. He points out that activities socially considered masculine ruled out, for many years, the presence of women, which is the case of Civil Engineering. The data show that, nowadays, the number of female civil engineers has had a significant increase, both in training and in professional activities in various professional segments, which does not mean that oppression and exploitation, based on gender, in these spaces, are dissipated. The data collected in the field research show aspects of the patriarchy present in the daily life of women civil engineers, highlighting the marks left by moral and sexual harassment within the spaces of performance and also in daily situations, outside the work space. Since the mid-2000s, reforms in education policy have configured a process of opening to private capital in the supply of undergraduate and graduate courses, resulting in the growth of private Higher Education Institutions (HEIs) to the detriment of public HEIs. This research is anchored in the historical-critical-dialectical materialism method, of a quantiqualitative nature. The State of the Art was used as a research technique. The research sample included 10 Graduate Programs in Social Work, two from each region of the country, as well as the journal Temporalis, an important vehicle for the diffusion of scientific production in Social Work. For the selection of the materials analyzed, the time frame from 2007 to 2021 and the following descriptors were considered: mercantilization, higher education and Social Service, education policy. Based on these criteria, 19 dissertations, 09 theses, and 05 articles were selected for content analysis. The study also contemplated bibliographic analysis of critical authors who develop reflections about the structural crisis of capital, the configurations of Brazilian education, the mercantilization of higher education, and discussions pertinent to Social Service. Documents were also analyzed, such as: the Law of Directives and Bases of National Education (LDB) of 1996, the Census of Higher Education from 2017 to 2020, the Map of Higher Education in Brazil 2022, the quadrennial report of the Coordination for the Improvement of Higher Education Personnel (CAPES) of 2017, and the Social Service Area Document of 2019. From the study it was possible to analyze about the socioeconomic and political determinants of the structural crisis of capital, the socio-historical aspects of the Brazilian particularity, the deepening of mercantilization through the expansion of higher education in private Higher Education Institutions (HEIs) (face-to-face or distance learning), the theoretical-critical maturation and the recognition of Social Work as an area of knowledge production. The results of this study revealed: the critical-dialectical historical materialism as a method of investigation object of analysis, the strengthening of the hegemonic strategic social direction and of the ethical-political project of Social Service, the ethical-political commitment to the struggle in defense of the interests of the working class, of the democratic principles and, of the policy of public, free and quality education. The work is methodologically based on the historicaldialectical materialism method. Its general objective is to analyze the expansion and irregular offering of extension and/or free courses and its implications on Social Work undergraduate courses in the Northeast region. As specific objectives were approached the process of commodification of Graduate Education in Brazil and its particularity in professional training in Social Work; characterization and analysis of extension and/or free courses offered in Social Work in the Northeast region; apprehension and evaluation of the position of the CFESS-CRESS set and the actions and strategies developed against the illegal offer of extension and/or free courses. It's about a documentary research based on the orientation of the Federal Council of Social Work (CFESS) "Extension and/or free courses illegally offered as undergraduate courses in Social Work"; as well as in reports about irregular courses, legal process, and the opinion of the Ministry of Education (MEC). Initially, the work carried out a bibliographical survey about the structural crisis from 1970 on, the productive restructuring, flexible accumulation, and its implications for social policies. Next, discussed education in the capitalist sociability and the placement of this right as merchandise, as well as a mechanism to train the labor force for the system itself. As far as the Brazilian reality is concerned, the expansion of Graduate Education from Fernando Henrique Cardoso's government (1995-2002) to Jair Messias Bolsonaro's (2019-), especially focused on the private sector and the expansion of vacancies through DL. It also analyzed the impact of this market perspective on Social Work, professional training, and the precariousness of teaching. From the study it was possible to conclude that there is a maneuver to offer extension and/or free courses in an illegal way that reaches other areas of knowledge such as Pedagogy. It was identified the majority presence of irregular Social Work courses in the Northeast region. It was noticed yet the formation of an educational market geared towards fake degrees and the ease of its execution through DL. The study on trends aims to identify and problematize changes and continuities in relation to a certain process/object, since the information collected at different times about a same object is not identical, they represent the movement of reality and how these mediate the social phenomenon studied, from this point of view, signaling trends in the referred production. The attempt was to question which theoretical-methodological perspectives have been structuring this production, as well as which references, central categories, conceptions, types of research and results of these investigations. The two programs that make up the research universe were researched, namely: PPGSS at the Federal University of Rio Grande do Norte and the Postgraduate Program in Social Rights and Social Service at the State University of Rio Grande do Norte. The totality of dissertations of master with the theme of socio-educational measures found in the Digital Bank of Dissertations and Theses of CAPES were analyzed. To this end, a standard reading form was prepared for each work so that the information relevant to the intended analysis could be extracted from their content and the possibility of performing triangulations between the data and perform a quali-quantitative approach, in this way, apprehending the trends of the debate on socio-educational measures in the production of the aforementioned Postgraduate Programs. The analyzes of the collected material were carried out from the theoretical-methodological perspective of historical-dialectical materialism, therefore, considering the categories of totality, contradiction and mediation. About the material collected, we found that UFRN productions are registered between the years 2004 to 2013 and those referring to UERN, to the years 2017 and 2019, with a greater number of defenses in the first Program, which is justified by the fact that the PPGSS of the UFRN is older in relation to PPGDSSS of UERN. In relation to the results, we identified that all productions approach a critical aspect about the theme of socio-educational measures, the adolescent who committed an infraction and the reduction of the criminal age, denoting an important ethical-political position in the works. On the other hand, we verified a weakness in the theoretical-methodological rigor in most of the productions, in which the gaps regarding the debate on the theory-method unit are evident, especially in the older dissertations. Thus, we have as a trend in the set of productions analyzed a deepening of the debate on the research object specifically - and correlated with the social and strategic direction of the profession - however, regarding the treatment of the intrinsic relationship between theory and method, we identified significant gaps.Master Thesis Determinação social da saúde e Serviço Social: concepções que norteiam o trabalho do/a Assistente Social no atual contexto do SUS(2019-08-30) Carvalho, Giliane Alves de; Costa, Maria Dalva Horácio da; ; ; Rocha, Marcia Maria de Sá; ; Vasconcelos, Kathleen Elane Leal;This research seeks to reflect the incorporation of the Perspective of Social Determination of Health (PDSS) by the Social Work (SSO), problematizing its appropriation in the theoreticalpractical mediations, based on evidence of its incorporation in the social record, considered the most used technical-operative instrument in the social worker‘s daily routine. Rescues the issues surrounding the process of distancing or appropriation of the PDSS in the theoretical debate of the SSO and reflects on the ideopolitical perspective of health policy in Brazil, which hegemonizes and guides the content of the social file used in the UFRN hospital network, seeking to analyze the capacity of this instrument to apprehend the real living conditions of the SUS user population. It is a qualitative research combining bibliographical and documentary research. We start from the premise that the PDSS expresses the struggle for health as a right in the context of the class struggle, as a formulation of the Brazilian Health Reform Project (PRSB) and is linked to a social transformation project, which has a strong affinity with the leadership of the SSO Political Ethical Project (PEP). The bibliographic research revealed that the notion of Social Determination has been used by health professionals and also by social workers as a synonym of the conceptual model of Social Determinants of Health (SDH) as disseminated by the World Health Organization (WHO), resulting in a theoretical-conceptual distancing that rebounds in the theoretical-practical mediations, without achieving effective understanding of the concept of Social Determination formulated by the MRSB. This fact is expressed in the academic production, which presents few initiatives of approximation with the ideopolitical tensions of the PDSS, which in the current context of counter-reform tends to reflect in the field of instrumentality, which in turn focuses on the most used technical-operative instrumental in daily life professional. The set of analysis, and particularly the questions formulated in the social file that forms the basis of the social interviews conducted by the social workers in the UFRN hospital network, reveals strong indications of the hegemony of the concept of SDH in general restricted to the notion of associated intersectorality as an attributed activity SSO within the framework of the hegemonic biomedical model. From the theoretical point of view we identified the existence of organic links between PDSS and PEP, explained in the centrality of the social issue for the professional exercise and training, present in the Code of Professional Ethics, in the Parameters for acting in Health, in the guiding axes of the present training 1996 Curriculum Guidelines. Despite this close theoretical affinity, it has not translated into a real incorporation of the profession into the PDSS, therefore not using its technical-political potential and theoretical-critical legacy to give visibility to the actions already taken in this direction, which would allow recognizing the importance of the SSO but also make criticisms of its limits. In that perspective, the present study is fruit of a field research and bibliographical with the general objective of analyzing how he/she has if developed the (the) social worker's professional exercise in the Basic Attention of the Politics of Health in the municipal district of Christmas / RN, with views to contribute for the discussion of doing professional and the importance of the ethical-political project as element norteador and indispensable for the Social Service. The empiric data were collected starting from interviews semiestruturadas with full social workers / the in the basic attention of Christmas. Like this, they were interviewed / the social workers of USF, UBS, director / the one of Sanitary District, director / the one of unit of health, NASF and Clinics in the Street. The data of the collection were analyzed starting from the technique of content analysis and the exposed results in the chapter three of the dissertation. The results demonstrate the fragility of the work conditions in which are the social workers, fruit of difficulties lived by the politics of health in general, and that affect the professionals for if they insert in work processes already defined for the employers and for they have the social politics as main field of performance. Another interesting point revealed in the study is the confusion / imprecision that the subject of research do when referring the competences and private attributions of the Social Service, mainly on that last one for they be inserted in teams multiprofissionais and interdisciplinary. In that perspective it is of extreme importance problematize the theme that prays if it presents, therefore it is the production of the knowledge concerning the professional exercise, in times of regression of rights and invigoration of the neoconservadorismo, that it allows we look each other at the directions that the profession has been taking and to reiterate the need of the defense of doing professional orientated by the critical professional project. For this, the research method used is based on historical-dialectical materialism, whose essence considers aspects of history and socioeconomic conjuncture which is part of the group to be studied, as well as the temporary and contradictory dynamics of reality and its multiple peculiarities. The methodology adopted is based on documentary and field research, through which we seek the theoretical-methodological contribution in the discussions on Work, Social Policies and Social Work, also performing eight (8) semi-structured interviews with caseworkers from the units mentioned. In view of the four administrative regions of Natal/RN, which are: south, west, east and north, and that there are eleven SARC and four SRCSA distributed among them, we looked for include at least one SARC and one SRCSA per region, thus contemplating the interview with a caseworker in each of the institutions. With the support of the information obtained and as a product of the content analysis, we understand, therefore, some tendencies that we can synthesize through the opposition of what has been supported by the Unified Social Assistance System (USAS) and what has in fact been materialized in the professional practice, in a paradox about which the Brazilian social assistance policy is established, since it is still easily observable the recurrent picture of work precarization in this area. This precariousness, which affects not only the material conditions of work, but also the quality of the services offered to users, as well as the health of workers, increasingly subjected to the processes of illness and abusive acts present in labor relations. Conservative thought, strengthened by neoliberal ideology, has penetrated into all spheres of social life and strengthens social relations, individualism, fragmentation, intolerance, chauvinism, racism, homophobia and hatred among social classes. These changes also impacted, and directly, the professional formation in Social Work, demanding from the profession, a rigorous treatment theoretical-methodological, ethical-political and technical-operative in the face of the ongoing conservative offensive, dismantling of higher education and greater action of professional entities in the defense of public education and quality. Based on the understanding of feminism as a strategic element for the strengthening of training and professional practice, of a category composed mainly of women and that has as expressive demand, working women, this work aimed to analyze the advances, contradictions and rebuttals the discussion of gender and feminism in vocational training in Social Work. The locus of the research were four institutions of higher education of the state of Rio Grande do Norte, namely: Universidade Federal Rio Grande do Norte (UFRN), Universidade do Estado do Rio Grande do Norte (UERN), Universidade Potiguar (UNP) e Centro Universitário do Rio Grande do Norte (UNI-RN). We conducted semi-structured interviews with eight students and eight teachers from higher education institutions, totaling sixteen people interviewed. The research is based on the dialectical historical materialist method based on quantitative-qualitative approach and bibliographic research. In addition, we use documentary analysis based on the pedagogical projects and the curricular grades of the courses As a result of the research, we consider that the discussion of gender and feminism is essential for Social Work and contributes significantly to the quality of professional training. The political articulation with the feminist movement and with the social movements, favor and qualify this discussion. However, the lightening and dismantling of higher education can directly interfere in the formative process, especially in private institutions, impairing the contribution of gender and feminism in the formation process. Finally, it is considered that the struggle for quality education, secular, socially referenced, and feminist is a challenge for Social Work in times of conservative thinking.
