Master Thesis Percursos de uma formação: história, identidade e progresso da graduação em Saúde Coletiva da UFRN(Universidade Federal do Rio Grande do Norte, 2026-02-27) Silva Júnior, Roberto Campelo da; Almeida Júnior, José Jailson de; Carlos, Djailson José Delgado; http://lattes.cnpq.br/0404238457686085; https://orcid.org/0000-0001-7448-0703; http://lattes.cnpq.br/8768677759534396; http://lattes.cnpq.br/1365405022247081; Telles, Mauricio Wiering Pinto; https://orcid.org/0000-0002-5568-6877; http://lattes.cnpq.br/3146268167204989; Azevedo, Dulcian Medeiros de; http://lattes.cnpq.br/7071042889558651This dissertation reconstructs and analyzes the historical trajectory of the Public Health course at the Federal University of Rio Grande do Norte (UFRN), from its creation in 2008 to 2025, articulating documentary research and oral history based on references from the history of education, public health training, and discourse analysis. The research corpus includes the Course's Pedagogical Projects (2008, 2013, and 2025), minutes of the Collegiate Body and the Structuring Teaching Nucleus (NDE), institutional documents and records produced over almost two decades, as well as interviews with fifteen strategic subjects, six of whom are professors who served as course coordinators, in addition to course graduates. The methodological approach is qualitative, descriptive, and exploratory, based on documentary analysis (Cellard, 2008), thematic oral history (Thompson, 2000), and content analysis (Bardin, 2011). The results demonstrate that the creation of the course was marked by the Program to Support Restructuring and Expansion Plans of Federal Universities (REUNI), established in 2007, which boosted the expansion of course offerings and places in Higher Education, favoring the implementation of the undergraduate degree in Health Systems and Services Management, later consolidated as a Public Health course. The analysis identified three central historical moments: the foundational period (2008–2012); the cycle of identity and curricular expansion (2013–2019); and the phase of institutional maturity (2020–2025), marked by advances in consolidating the identity of the Bachelor of Public Health and in the recognition of the course in the local and national context. The participants' narratives highlight institutional disputes, structural challenges, pedagogical innovations, and the strategic role of training in strengthening the Unified Health System (SUS). It is concluded that the Public Health course at UFRN is the result of a complex historical process, strongly influenced by policies expanding public higher education and by transformations in the field of public health in Brazil. The combination of documentary analysis and oral history revealed fundamental subjective and institutional dimensions for understanding the history, identity, and progress of the undergraduate course in Public Health at UFRN.Master Thesis Avaliação de desempenho dos trabalhadores da saúde pública no Brasil: análise documental dos marcos normativos e regulamentares(Universidade Federal do Rio Grande do Norte, 2026-02-10) Souza, Renata Lígia Oliveira de; Castro, Janete Lima de; https://orcid.org/0000-0003-1823-9012; http://lattes.cnpq.br/9530544825874259; http://lattes.cnpq.br/1211397174486480; Macedo, Maurício Roberto Campelo de; http://lattes.cnpq.br/3673586188321966; Silva, Patricia Ferras Araújo da; http://lattes.cnpq.br/8318345211372433The performance evaluation of the workforce in the Unified Health System (SUS) is a field in constant tension between administrative control and professional development. Despite its strategic relevance for work management and institutional strengthening, state experiences lack studies. Given this, this dissertation aimed to analyze the regulations by which the Brazilian State Health Secretariats regulate the performance evaluation processes of their workers. This is a documentary, exploratory, and descriptive study with a complementary qualitative and quantitative approach, based on the analysis of public regulations available on the institutional websites of the 27 Brazilian states. The material was subjected to textual content analysis and the data was systematized in spreadsheets, with graphs generated using Excel and word clouds using Python scripts. The results reveal a heterogeneous and fragmented scenario, in which 21 states have formal regulations on performance evaluation, with a predominance of decrees and annual cycles. Three main trends were identified: competency-based, efficiency-centered, and hybrid models. Approaches focused on behavioral competencies, such as “teamwork” and “communication,” predominate, highlighting the search for alignment between performance and SUS values. However, the lack of methodological standardization and transparency in a significant portion of the experiences compromises the legitimacy and effectiveness of the evaluation process. It is concluded that the effectiveness of Human Performance Evaluation at Work (ADHT) does not stem solely from its normative existence, but from its ability to translate into consistent management and valuation practices. It is recommended that minimum national parameters be defined to ensure equity among workers without suppressing federal autonomy, strengthening performance evaluation as an instrument for the development and continuous improvement of work and health care.Master Thesis Qualificação profissional na gestão do SUS: uma análise da experiência formativa no mestrado profissional em gestão, trabalho, educação e saúde(Universidade Federal do Rio Grande do Norte, 2026-02-09) David, Mônica Daniele Brito; Souza, Dyego Leandro Bezerra de; http://lattes.cnpq.br/9953301230987878; http://lattes.cnpq.br/9953301230987878; http://lattes.cnpq.br/2833377051017290; Kluczynik, Caroline Evelin Nascimento; http://lattes.cnpq.br/9110613032951067; Silveira, Ana Daniela Silva da; https://orcid.org/0000-0001-7314-7693; http://lattes.cnpq.br/2723261181723326The professionalization of management represents a central challenge for the consolidation of the Unified Health System (SUS), with qualification in the field of Health Work and Education Management (GTES) being a fundamental strategy for its strengthening. This study aims to analyze the formative experience of graduates from the Professional Master's Program in Management, Work, Education, and Health (MPGTES) at the Federal University of Rio Grande do Norte, in order to understand the motivations, challenges, and the program's impact on their professional practices. To this end, qualitative research was conducted, utilizing a corpus of 24 semi-structured interviews with master’s students and graduates already published on the UFRN Observatory website, which were processed through Content analysis in the thematic modality.. The results reveal that the participants are professionals with extensive experience in the SUS. Despite the challenges of balancing multiple work shifts, they experienced a formative journey supported by a qualified faculty and a powerful network of collaboration and solidarity among peers. The main impact identified was a transformation of professional praxis, characterized by the development of a more critical and strategic perspective on work and the creation of intervention projects aimed at solving concrete problems within their services. It is concluded that the program proves to be an effective path for qualifying managers, promoting transformative learning that equips professionals and contributes directly to strengthening management capacity within the SUS.Master Thesis O trabalho dos agentes de combate às endemias no controle de arboviroses urbanas no Brasil(Universidade Federal do Rio Grande do Norte, 2025-12-09) Avendanho, Fernando Campos; Castro, Janete Lima de; https://orcid.org/0000-0003-1823-9012; http://lattes.cnpq.br/9530544825874259; http://lattes.cnpq.br/3981396494894322; Villar, Rosana Lucia Alves de; Moura, José Antonio deIntroduction: The work of Endemic Disease Control Agents in Brazil has its earliest records in the control of diseases such as yellow fever in a more organized manner at the beginning of the 20th century. At that time, Endemic Disease Control Agents were referred to as health police and worked in a specialized manner to control specific diseases. The increasing urbanization of the population and the resulting environmental imbalance, primarily due to unplanned urban growth, led to a significant rise in vector-borne diseases. There was a process of decentralization of vector control activities initiated by the 1988 Federal Constitution and its regulatory laws, and implemented in 2000, when actions carried out by the federal government became the responsibility of the municipalities. This change presented new challenges, as it required municipalities to organize themselves to undertake these vector control efforts and establish their own teams of Endemic Combat Agents. Objective: This dissertation aims to analyze the work of Endemic Disease Control Agents in controlling arboviruses in Brazil. Methodology: A literature search was conducted to map the scientific production addressing the work of Endemic Disease Control Agents. The results were analyzed using Bardin's theoretical framework, following the steps suggested by the author. Subsequently, analyses were performed characterizing each of the listed categories, accompanied by a description of the main points found. Results: The articles demonstrated the importance of Endemic Disease Control Agents, as well as highlighting the precarious working conditions of these agents in some locations. The articles also emphasized the recognition of Endemic Disease Control Agents as healthcare professionals, but some articles also showed that there is still a long way to go to achieve recognition, not only by other healthcare workers but also by the population they serve. It is noteworthy that there are several positive aspects, both regarding the perception that Endemic Disease Control Agents have of their own work and what other stakeholders consider regarding the importance of these professionals. However, there are several points to be improved, as there is a significant stigma surrounding the category, leading to frustration and lowering self-esteem. Final Considerations: The research identified challenges such as residents’ resistance to allowing home visits, agents’ mental health issues, and the low adherence to preventive guidelines. It also highlighted the lack of training, recognition, and professional appreciation, as well as gaps in integration with Primary Health Care. As its final product, the study developed an informational booklet to strengthen the public image of Endemic Disease Control Agents and promote social co-responsibility in combating arboviruses.Master Thesis Implantação do Núcleo de Educação Permanente em Saúde da Estrategia Saúde da Familia no Município de Vila Bela da Santíssima Trindade/MT(Universidade Federal do Rio Grande do Norte, 2025-12-15) Oliveira, Fabiana Limeira de; Telles, Maurício Wiering Pinto; https://orcid.org/0000-0002-5568-6877; http://lattes.cnpq.br/3146268167204989; http://lattes.cnpq.br/2242372088513771; Almeida Júnior, José Jailson de; https://orcid.org/0000-0001-7448-0703; http://lattes.cnpq.br/8768677759534396; Lima, Rafael Rodolfo Tomaz de; http://orcid.org/0000-0003-0647-5093; http://lattes.cnpq.br/2815060787835835Continuing Education in Health (CEH) is a fundamental strategy for the qualification of health professionals, valuing the work environment, strengthening teamwork, and expanding the capacity to address daily problems, contributing to the improvement of care provided to the population within the scope of Primary Health Care (PHC). This study aimed to qualify the Family Health Strategy (FHS) teams through CEH, strengthen collective work, and promote critical reflection among workers based on the problematization of their professional practices. The methodology adopted was an intervention project based on the four moments of Strategic Planning in Health (SPH), which developed the formation of a support group for the Continuing Education in Health Center (CEH), the holding of discussion groups, educational workshops, the creation of communication channels, and the evaluation and monitoring of the actions developed. The results evidenced were the strengthening of teamwork, the expansion of the capacity for critical analysis of daily practice, and the valuing of knowledge produced in the context of their own work. It is concluded that the use of PES proved to be adequate and effective for conducting the intervention process, enabling a critical reading of reality, the shared identification of problems, and the collective construction of viable strategies. The institutionalization of NEPS represents a strategic advance for the sustainability of EPS, strengthening the autonomy and co-responsibility of professionals and improving the quality of care offered to the population.Master Thesis Educação pelo trabalho e a integração ensino-serviço na gestão em saúde pública(Universidade Federal do Rio Grande do Norte, 2025-11-24) Luduvico, Maura Roberta Guilherme de Lima; Almeida Júnior, José Jailson de; https://orcid.org/0000-0001-7448-0703; http://lattes.cnpq.br/8768677759534396; http://lattes.cnpq.br/4512684892862311; Sobreira, Maura Vanessa Silva; http://lattes.cnpq.br/4231913524179274; Telles, Mauricio Wiering Pinto; https://orcid.org/0000-0002-5568-6877; http://lattes.cnpq.br/3146268167204989It is the responsability of the Public Health System (Sistema Único de Sáude – SUS) to finance the acquiring of Human Resources (RH) in order for attending health and improving the development of knowledge, so that Public Services that are part of Public Health System may serve as a field for the practice of teaching and research. The Ministry of Health has developed many strategies and policies aimed at adapting the training and qualification of workers in order to attend better the health needs of the community and the development of the Public Health System, through the Secretariat for Labor and Health Education Management (SGTES), which is responsible for creating The National Policy on Permanent Health Education (Política Nacional de Educação Permanente em Saúde – PNEPS). For reaching this goal is necessary to pay attention and integrate these four pillars – Teaching – Service – Management – Social Control. The Objective of this study was to analyze the integration of teaching and service in the professional training of academics in the regional context of State Health Management. An exploratory- descriptive study with a qualitative approach was conducted, using field research through very well structured interviews as a data collection strategy. The target audience included studants in supervised and extracurricular internships as well as course coordinators, nursing and phsycology internships coordinators from Trairi Faculty of Health Sciences (FACISA/UFRN), in addition to service preceptors, totaling 20 participants. The research was initiated after approval by the ethics and research Committee (CEP), according to CAAE Nº 83014524.0.0000.5568. The study had the purpose to understand how the State Department of Public Health (Secretaria de Estado da Saúde Pública – SESAP), which coordinates the management and healthcare network in the regions of the state, can influence the process of teaching and learning, with a commitment to make the state service available as a field of work for professionals under training or even students. Besides, the research also had the purpose to highlight the role of the V Regional Public Health Unit (V URSAP) as a support mechanism for the implementation of the State Policy for continuing education and strengthening of teaching- service integration, with a focus on the State Management of the SUS. The results indicated that internship´s carried out in the State Management enviroment a significant contribution to the training of the studants, by making them more prepared and confident towards their future professional practice within the SUS. It’s also important to signalize the potential of internships in Public Health Management scenarios, with the integration between teaching and service, according to the view of the actors involved into the process. It can afford the construction or revision of curricular proposals, with the purpose of training critical and reflective professionals in order to make them more familiar with the community health reality, therefore, enabling an understanding of the relevance of the organization, planning and execution of actions and services from the perspective of state and regional management.Master Thesis Percepção dos profissionais de Serviço Social sobre o processo de trabalho e sofrimento psíquico na abordagem ao luto em Fortaleza-CE(Universidade Federal do Rio Grande do Norte, 2025-10-30) Pereira, Márcia Andrade dos Santos; Macedo, Mauricio Roberto Campelo de; http://lattes.cnpq.br/3673586188321966; Almeida Júnior, José Jailson de; https://orcid.org/0000-0001-7448-0703; http://lattes.cnpq.br/8768677759534396; Silva, Patricia Ferras Araújo da; http://lattes.cnpq.br/8318345211372433The process of death and dying has been little studied among social service professionals. This study sought to understand the perceptions of social service professionals regarding their approach to bereaved family members and viable strategies for their development. It analyzed the work processes of these professionals; the possibilities of psychological distress and its relationship with work; and professional development regarding family grief. This is a single case study that used qualitative analysis methods and techniques with social workers from the Fortaleza Death Verification Service. Eleven semi-structured interviews were conducted with the professionals in the selected sample, and the analysis was guided by Grounded Theory (GT). The project was approved by a university Research Ethics Committee. The results demonstrate that the work of the social workers interviewed prioritizes welcoming, qualified listening, mediation, and guidance for families, albeit under a heavy emotional burden and precarious working conditions. The psychological distress inherent in this context can be collectively reinterpreted through peer cooperation, institutional appreciation, and the development of care protocols and continuing education projects. The conclusion is that valuing care and continuing education contributes to strengthening social services, reducing the psychological distress of these workers, and improving the quality of care provided to grieving families.Master Thesis Processos de comunicação de óbitos: limites e possibilidades para o fortalecimento da doação de tecidos no Rio Grande do Norte(Universidade Federal do Rio Grande do Norte, 2025-09-03) Rocha, Paula Fernanda de Carvalho Lopes; Costa, Maria Teresa Pires; https://orcid.org/0000-0001-9335-3937; http://lattes.cnpq.br/2406703224108111; http://lattes.cnpq.br/2878361081727147; Kluczynik, Caroline Evelin Nascimento; http://lattes.cnpq.br/9110613032951067; Lima, Rafael Rodolfo Tomaz de; http://orcid.org/0000-0003-0647-5093; http://lattes.cnpq.br/2815060787835835Organ and tissue donation for transplantation is a practice of great global relevance, grounded in technical and scientific protocols, regulatory frameworks, and social awareness strategies. However, the effectiveness of this process critically depends on the timely communication of death to the donation teams of the State Transplant Center, particularly to the Organ Procurement Organization, an essential step for family support and for obtaining authorization for donation, a prerogative legally granted to the next of kin. This study aimed to strengthen corneal donation in hospitals in Natal linked to the State Secretariat of Public Health, through the analysis of death communication processes. The mapping of these institutional flows was carried out in collaboration with the professionals involved and modeled using the Business Process Modeling Notation, through the Bizagi Modeler software. The graphical representation enabled the identification of procedural heterogeneity, intersectoral communication weaknesses, unclear professional roles, and lack of standardization, factors that compromise the effectiveness of notifications. This is a qualitative, applied, and exploratory study, in which semi-structured interviews and a focus group were used as data collection instruments, allowing the understanding of institutional specificities and the validation of a standardized communication flow according to institutional potentials and limitations. The technical procedures included action research, bibliographic, and documentary research, while data analysis followed the content analysis technique, encompassing the stages of coding, categorization, and interpretation. These steps favored the systematization and analytical consistency of the empirical material, supported by the NotebookLM (Google) artificial intelligence tool. It is concluded that the standardized communication flow, combined with the use of technological tools such as internal information systems and continuous professional training, constitutes a fundamental strategy to expand notifications and increase donations. These measures effectively contribute to reducing waiting lists for transplants and to improving hospital management, in alignment with public transplant policies in the state of Rio Grande do Norte.Master Thesis Violências no trabalho vivenciadas por profissionais dos serviços públicos de saúde: uma revisão escopo(Universidade Federal do Rio Grande do Norte, 2025-08-27) Figueirêdo, Sâmara Bridget Monteiro de; Vieira, Henry Walber Dantas; https://orcid.org/0000-0002-6194-6452; http://lattes.cnpq.br/3705501859728866; http://lattes.cnpq.br/1809952590589031; Almeida Júnior, José Jailson de; https://orcid.org/0000-0001-7448-0703; http://lattes.cnpq.br/8768677759534396; Lima, Rafael Rodolfo Tomaz de; http://orcid.org/0000-0003-0647-5093; http://lattes.cnpq.br/2815060787835835This dissertation investigates the forms of violence at work faced by professionals in the Unified Health System (SUS), its impacts on workers' health, and the gaps in scientific production on the subject. Based on a scoping review of 26 articles published between 2006 and 2023, the study found that 69.2% of the research was conducted in the South and Southeast regions, with 65.4% linked to the field of nursing, revealing epistemic inequalities and the underrepresentation of markers such as race, gender, and territoriality. The analysis revealed that 76% of the studies treat violence in a generic way, without linking it to structural determinants, and 80.8% lack explicit theoretical foundations, limiting critical analysis. The COVID-19 pandemic catalyzed publications (15.4% in 2020), but exposed the reactive nature of the research, which naturalizes violence as an “inevitable cost” of working in the SUS. The results point to three thematic axes: (1) violence against nurses, marked by moral harassment and underreporting; (2) vulnerability in the Family Health Strategy (ESF), associated with institutional precariousness and territorial risks; (3) psychosocial impacts, such as burnout and mental disorders, often psychologized. The results also point to a fragmentation of research networks and the invisibility of voices from the North/Northeast, reinforcing an epistemicide that silences peripheral experiences. It is concluded that addressing violence in the SUS requires breaking with models that naturalize illness, transforming the system into a space where caring does not mean getting sick. The study reinforces the urgency of alliances between academia, managers, and social movements to translate evidence into practices that value the dignity of health work.Master Thesis Descentralização das linhas de cuidados às pessoas que vivem com HIV/AIDS no estado do Amapá: o papel da educação permanente(Universidade Federal do Rio Grande do Norte, 2025-08-27) Costa, Maria Virgínia Moreira da; Dias, Maria Aparecida; https://orcid.org/0000-0003-3644-604X; http://lattes.cnpq.br/1131977255034974; http://lattes.cnpq.br/5676742297511563; Souza, Dyego Leandro Bezerra de; https://orcid.org/0000-0001-8426-3120; http://lattes.cnpq.br/9953301230987878; Silva, Patricia Ferras Araújo da; http://lattes.cnpq.br/8318345211372433HIV/Aids (HIV/AIDS) remain one of the main global public health challenges, with 39.9 million people living with the virus and 630,000 annual deaths. Given this scenario, UNAIDS' 95-95-95 target, which seeks to expand diagnosis, access to treatment, and viral suppression, is crucial. The decentralization of the Healthcare for People Living with HIV/AIDS has proven to be an essential alternative to ensure timely access to health services. In Amapá, there's an effort to strengthen Primary Health Care as the main gateway to care. However, only the municipalities of Macapá, Oiapoque, and Laranjal do Jari have implemented this decentralization. Continuing education emerges as an essential tool to qualify health professionals and consolidate this policy, considering the geographical and epidemiological particularities of the Amazon region. Our objeticve is analyze the impact of implementing continuing education strategies for professionals involved in the decentralization of HIV/Aids services in Amapá, focusing on strengthening interprofessional collaboration and improving their standards. The present study is characterized as exploratory-descriptive, with a qualitative approach, based on Bardin's content analysis (2016). The investigation was conducted in the municipalities of Macapá, Oiapoque, and Laranjal do Jari, locations where the decentralization of attendance for people living with HIV is implemented. Data collection was carried out using a semi-structured questionnaire, sent via Google Forms to 15 professionals and managers working in the aforementioned territories. The closed questions aimed to profile the participants, while the open questions sought to identify challenges, potentialities, and impacts of permanent Health Education in the context of decentralization, subsidizing formative proposals aligned with local demands. Additionally, a documentary analysis was performed on ministerial guidelines and state regulations relevant to the theme. The research strictly observed the ethical precepts applicable to studies with human beings, ensuring the secrecy and confidentiality of information, with approval from the ethics committee: CAAE: 82208424.7.0000.5537. Research findings showed that the decentralization of the Healthcare for People Living with HIV/AIDS has helped broaden access to diagnosis and treatment in the participating municipalities, reducing geographical barriers and strengthening care coverage. However, significant challenges persist, such as the scarcity of systematic training for health professionals, difficulties in interprofessional coordination, and structural weaknesses in decentralized services. In this scenario, permanent Health Education emerges as a fundamental strategy to qualify the performance of the workforce, aligning standards with the precepts of ministerial guidelines. Participants emphasize that the continuous provision of training, based on participatory methodologies, can help overcome existing gaps and strengthen the effectiveness of the line of care. The decentralization of the Healthcare for People Living with HIV/AIDS in the studied municipalities reveals significant advances in expanding access and territorialization of care. However, the identified challenges highlight the need for continuous investment in team qualification and service structuring. In this context, permanent Health Education emerges as a strategic pillar for strengthening interprofessional practices, contributing to the consolidation of a more resolute and equitable care network aligned with the guidelines of the Unified Health System.
