    The technical-scientific-informational environment has been shaped by the efforts of countries to stand out in the field of Science, Technology, and Innovation, with patent grants emerging as a means to ensure the commercial exploitation of their creations. In Brazil’s Northeast Region, this process is marked by significant territorial implications and the persistence of socio-spatial inequalities. This dissertation aims to understand how higher education and research institutions in the Northeast use the territory to foster technological innovation, taking patent production from 1990 to 2023 as its reference. Grounded in Milton Santos’ theory of geographic space and the concept of the Territorial Innovation System, the research proposes the hypothesis that a STI exists in the region, in which public institutions are the main actors. These institutions function not only as geographic fixities and technical objects that generate knowledge flows but also as key players in forming strategic partnerships that enhance regional innovation capacity. However, this system reflects a dialectical dynamic between technological advancement and the persistence of inequalities. The methodological procedures are structured into five stages: bibliographic and documentary review; collection of secondary data from governmental and institutional sources; analysis of innovation policies and regulatory documents; collection of primary data through fieldwork, questionnaires, and interviews; and the production of visual materials such as maps and graphs. The findings reveal a selective use of the Northeastern territory, with patenting activities concentrated in public universities located in cities with a denser innovation technosphere. Despite existing inequalities, the STI nordestino demonstrates relevant outcomes, expressed in patent grants, the contributions of local researchers, and the formation of cooperative networks.

    Geographic phenomena can be understood through the analysis of territorial configuration and social relations. As a geographical phenomenon, Union Voluntary Transfers (TVU) contribute to the constitution of the territorial configuration, its scope reaching the national scale, with effects on the various national entities and entities, the projects and resources used materialize in the municipalities, with this, they enable infrastructures in various areas of public interest. The political relationship involved in the process of planning, defining and allocating resources is fundamental to understanding the topic. At the national level, resources are concentrated on the southeast-northeast axis. In Rio Grande do Norte, TVU, in the period from 2008 to 2022, totals 2.6% of all resources allocated by the Union to subnational entities. In the period analyzed, the state of RN brought together objects in the areas of urban infrastructure, health, education, social assistance, water infrastructure, security, technical assistance and culture. In the process related to TVU, the role of standards is fundamental, given the rules for distribution, release and use of resources. The thesis has the general objective of understanding the territorial configuration of the state of Rio Grande do Norte, based on the implications of the objects installed in the territory of Rio Grande do Norte resulting from the Voluntary Transfers of the Union (TVU). For the organization and analysis of the data, we present a geographic categorization, which considers the fixed fixed, circulating fixed and non-fixed categories of the set of TVU objects in the Rio Grande do Norte territory. The results of the research indicate that the Voluntary Transfers of the Union have their origin composed of territorialities and produce new territorialities, altering the logic between materiality and use of the territory since its distribution is not only different, but also selective and unequal, with the Union acting as a municipal agent, in the exercise of a territorial management strategy.

    Korean Pop Music, better known as K-Pop, is a musical style that had its ascendancy in the 1990s, brought by Hallyu or Korean Wave. The identity of a group of people who socially perform a certain musical genre – in this case K-Pop – reverberates directly in the territories in which they experience their experience. The general objective of this research is to analyze how the K-Pop phenomenon is territorialized in the city of Natal, Rio Grande do Norte, given the identity relationship of the K-Pop scene in urban space. The methodology is structured on a theoretical basis, in which I understand the concept of territory that is worked on by authors such as Souza (2000) and Silva (2013), cyberspace by Silva (2013), sociality with Maffesoli (1998) and Lemos (2002), identity developed by Hall (2005) and Crozat (2016), corporeality with Santos (1996) and Dozena (2016) and music scene with Vasconcellos (2011); and methodological procedures, which is divided into moments: in the first moment of developing the dissertation, bibliographic research was carried out. Afterwards, there was immersion in the field, from the perspective of participant observation, when I started to follow the spaces where K-Pop fan groups socialize in Natal, including parks, squares and events focused on Korean music - with greater emphasis on for events related to Asian culture. Semi-structured interviews were carried out based on a set of questions that guided data collection. In parallel, the netnography methodology was carried out, with the aim of understanding the territorial demarcations exercised by the K-Popper music scene in the digital space. These moments assumed a central role in the research, since there was contact and collection of empirical data related to the phenomenon, seeking to obtain information about individuals and the community in a profound way. In a third moment, the collected data was analyzed, dialoguing directly with the chosen theories and concepts. In the first chapter of the development entitled “The flourishing of Korean pop: The genesis of K-Pop and its diffusion in Brazil”, I seek to present the structuring of the musical style in South Korea, as well as the beginning of the spatialization process in Brazil and the main Korean music events in the country. In the second chapter called “In the virtual environment, style flourishes: relationships between cyberspace and k-poppers in Rio Grande do Norte”, the main digital spaces used by fans of South Korean music and the main relationships established by members of the musical community that reside in Christmas. The last chapter of the development “The capital of Rio Grande do Norte and its many faces: socio-spatial dimensions of K-Pop in Natal”, discusses the main relationships established by K-poppers in the city of Natal, as well as the identity relationships promoted by the group.

    By territorial policy it is understood that in which seizes the territory as a fundamental element and the totality as a founding principle. This doctorate in Geography’s conclusive paper defends the thesis that there are no territorial policies in Brazil. Starts with the hypothesis that in Brazil there is only one way of thinking the relation between public policies and territory: the territory is always thought from public policies. It is thought to refute those public policies in the territory rather than thinking the public policies based on its demands and problems. It is proven that the territory is only a rethorical adjective in the Brazilian Federal Government official documents. Based on the Miltonian geographical perspective and on the Matusian strategical perspective as theoretical principles, it is analyzed the federal government public policies that mention the territory and it is demonstrated that there is a generalized territorial rethoric, proving the inverted thought of the relation between public policies and territory, cause of the situational blindness eminently geographical of the entire governmental planning structure of Brazilian federalism. It can be concluded that there are no territorial policies in Brazil. The origin of this result has to be with the theoretical and practical miscomprehension regarding the place(s), there where these policies take place. It is urgent the formulation of a brazilian territorial policy.

    Relação solo, clima e uso agrícola no território do Rio Grande do Norte

    In the last decades, there was an incorporation of technical contents in the agrarian systems of Rio Grande do Norte, aiming to expand the production of fruit growing. Despite the technical implementation, agricultural activities still depend on the natural factors of the land to satisfy their needs, especially in areas that have low insertion of these contents. Thus, it is important to understand how environmental aspects are spatialized within the territory and the importance of these aspects for the physiological processes of each species. From this reasoning, we start from the analysis of three cultures grown in the state: pineapple, banana and cashew, chosen for the economic importance of each one in the territory of Rio the state and for their technical differences used in their development. Thus, the central objective of this research is to analyze the spatialization of pineapple, banana and cashew crops in the territory, taking into account the relationship of environmental characteristics with edaphic factors, as well as the potential for expansion of these crops, from existing land stocks and techniques incorporated in the territory. To achieve this objective, a literature review was carried out associated with the use of secondary data, to understand the spatialization of environmental aspects and selected crops and generate the mapping of land stock areas in geomorphological units where crops are already practiced. Primary data collections were also carried out, such as soil samples in the field and physical and chemical analyzes in the laboratory. This data, used and generated, through statistical procedures, enabled the creation and application of an index called Environmental Quality Index for Agriculture (IQAPA in Portuguese), with the purpose of classifying land stocks for agricultural suitability. As a result, it was found that the selected land stock areas correspond to a total area of 7,782,493 km², which are susceptible to the practices of the crops highlighted in the research. Of this total, for the pineapple crop, 82.89% were classified as excellent and 17.11% were classified as good. For the banana crop, 0.51% were classified as regular, 98.48% as good and 1.01% as excellent. For cashew, 10.85% of the lands are classified as regular, 78.22% as good and 10.93% as excellent. Such information makes it possible to subsidize agricultural development programs for Rio Grande do Norte, providing the best use of suitable land and regional development.

    The spatial circuit of textile production expresses capillarity throughout practically the entire national territory. In terms of spatial distribution of the activity, the Concentrated Region stands out, which, as suggested by the nomenclature itself, has the highest technical density and concentration of firms, followed by the Northeast region. In this one, the topology of the textile space circuit presents peculiarities, especially after the remarkable proliferation that occurred, especially in the last two decades - noting, however, that this expansion is not recent and carries marks arising from the shocks faced throughout its historical evolution. -space. Thus, the work on screen analyzes the spatial circuit of textile production in the Brazilian Northeast, from its productive specializations and the contradictions expressed by the corporate use of the territory, in terms of the dimensions of technique, capital and work. In view of the problematization outlined in this thesis, it is conjectured that this productive spatial circuit, in the established cut, materializes through territorial specializations that are coordinated by a corporate use of an extraverted character, whose control is exercised externally by devices of appropriation of the process of circulation of capital, as well as the alienation of the production process. These devices of capital accumulation conform to forms and norms, among which the technical-informational densities, fiscal and financial mechanisms, as well as the expropriation and exploitation of the workforce stand out. For the delimitation of the object and achievement of the specific objectives, the techniques and methodological procedures of bibliographic, documentary and field research were established. The theoretical framework permeates a general discussion about geographic space as a totality and the approach of productive spatial circuits from the point of view of a political economy of the territory in Santos (2008a, 2008b, 2012a, 2012c), Moraes (1984), Marx (2011) , 2017), Harvey (2013) and Castillo and Frederico (2010); as well as based on the categories of socio-spatial training and territorial division of labor (SANTOS, 1977b, 2005, 2008e, 2012a; SERENI, 2013; BARRIOS, 2014, GOLDENSTEIN; SEABRA, 2011; RIBEIRO, 2003; SILVEIRA, 2010b) to reflect on the development of the northeastern region (ANDRADE 1970, 1981a and 1988; ARAÚJO, 2002; OLIVEIRA, 1977). In the historical-spatial contextualization built, three periods of evolution of the Northeastern textile activity were identified: the agrarian roots of the spatial circuit of textile production; the gestation of “internal domination”; and the peripheral insertion to the informational technical-scientific environment. The methodology and analysis used resulted in a typology and a topology of textile subcircuits, whose spatial overlap conforms to sixteen productive territorial specializations, distributed in certain points or patches of the Brazilian Northeast. Finally, the flows entangled by the Northeastern textile production from its main spaces of circulation were problematized, correlating them to the circles of cooperation in space and to complementary circuits.

    Access to land, linked to changes in the land and to political and productive structure in the countryside, is a prime condition for providing peasant social reproduction. However, the Agrarian Reform Policy that has been implemented in Brazil, and especially in Rio Grande do Norte, since 1985, presents a contradictory process that reflects the characteristics of the capitalist mode of production, reinforcing monopolization in the use of the territory. Our hypothesis is based on the assumption that the State's action directed towards the Agrarian Reform Policy does not take place outside the logic of the movement of capital, boosting, above all, processes of formal expropriation of labor from capital based on the subjection of land rent, in which capital dominates all sectors downstream and upstream of peasant production, as well as through real subordination, with the direct appropriation of the peasant labor force, extracting surplus value when carrying out ancillary work, subjecting them to a logic other than their way of life, in addition to the appropriation of absolute income, in view of the increased demand for land for expropriation purposes. In this sense, this thesis aims to analyze the contradictions derived from the stemming of the National Agrarian Reform Policy in Rio Grande do Norte, emphasizing the implications of the use and monopolization of the territory, and as this policy contributes to the expanded reproduction of capital, the from the process of peasant subordination. From a theoretical point of view, we rely on the concepts and categories anchored in the work of Professor Milton Santos, seeking to operationalize the analysis of geographic space through the concept of norm, territory and his notion of used territory, associated with the perspective of monopolization of the territory undertaken by Amin and Vergopoulus (1977) and Oliveira (1991, 2001, 2007), in addition to the forms of capital reproduction theorized by Martins (1981; 1996; 2000). In methodological terms, we collected and tabulated data from the land collection (2014) for the elaboration of graphs and cartographic products, in order to represent the analyzed settlements and the various themes researched in the field. We also conducted interviews with peasants farms in settled, in order to identify the conditions and circumstances of life, production, work and forms of subordination to capital, in addition to some managers of the INCRA Superintendence of Rio Grande do Norte (SR19), which enabled us to understand the actions of state management in the context of Agrarian Reform, as well as to raise the price of expropriations in the settlement processes. As a result, we found that the right to land, via agrarian reform, even representing an achievement for the peasant class, does not always enable its emancipation and social reproduction, due to the contradictory actions of the State in the implementation of the Agrarian Reform Policy, which have ensured the monopolization of the territory and peasant subordination to capital, in addition to little altering the land structure in Rio Grande do Norte, not breaking with the logic of the binomial Latifúndio / Minifúndio and that of the dynamics and agricultural use of the territory, given the infeasibility of peasant social reproduction of fully and autonomously.

    Território, técnica e eletrificação: as novas configurações do circuito espacial de produção de energia elétrica no estado do Rio Grande do Norte, Nordeste do Brasil

    The current expansion of the informational-scientific-technical environment has generated a crescent demand for mega-scale electric energy production, especially from unconventional renewable sources such as wind, solar and biomass energy. The search for new sources occurs since the 1970 decade, due to the international energetic geopolitics reorganization triggered by the following reasons: 1) the oil shocks and its negative impacts on the economies of importing countries of the Organisation for Economic Co-operation and Development (OECD); 2) private and public investments to the discovery and advancement of new electric energy transmission and generation technologies; 3) socio-environmental risks involving the use of some traditional sources like thermonuclear energy; 4) the emergence of environmental questions and its transformation in market business. In this sense, new regions have been specializing in energy production by using renewable energetic potential available in their environment and became important niches of surplus-value extraction. In Brazil, a country that has its energy matrix predominantly based in the hydraulic source, the execution of electric energy generation projects based on the use of wind energy has made the subspaces of its national territory, historically demanding for electricity, to also become providers like the case of the Rio Grande do Norte state. In recent years, the abundant wind potential available in the aforementioned state has attracted international and national investors, resulting in an increase of its installed electric capacity from 17 MW in 2003 to 4.491 MW in 2018, of which 85,8% are produced by the wind source. This capacity, when converted to generation, reversed the historical position of this state in the Northeastern subsystem of the Brazilian National Interconnected System (SIN), going from importer-consumer to producer-consumer-exporter. Currently, the state is self-sufficient in electric energy, exporting (on average) 64,3% of its produced surplus of which 58,9% are wind energy. In this new setting context, the state’s electric material base was amplified and renovated via the installation of new generating units, substations, transmission lines, among other items. Furthermore, the studies of Energy Geography performed by Max Sorre (1948; 1967), Pierre George (1952) and Gerald Manners (1964), inspired the objective of this study, which is to comprehend the new settings of electric energy production in the state of Rio Grande do Norte by the corporate use of its territory for the wind energy subcircuit. Consequently, the spatial circuit of production theory, based on the Marxian intellectual tradition and on the thinking of geographer Milton Santos. The obtained results conducted the ratification of the thesis that the wind energy subcircuit implementation in Rio Grande do Norte has occurred from the productive, normative and technical expansion of the national electric macrosystem in the state, and of its oligopolization, foreignization and financialization, resulted from the merger and concentration of capital and the electric sector denationalization via processes of company and domestic assets acquisition by big international economic groups which majorly controls the generation, distribution and commercialization segments of energy. Those groups are also taking control of the transmission segment. Finally, the conclusion is that a process of expansion of national spaces in the international economy, once observed by professor Milton Santos in Brazil, is now happening in the geographical environment of Rio Grande do Norte through electric energy.

    Território, Estado e política de irrigação: uma leitura a partir das técnicas, normas e configurações espaciais no Rio Grande do Norte

    The process of expansion of typically capitalist agriculture in the Brazilian countryside is summarily marked by actions engendered by the state, which have as their central axes credit policies, the stimulation of the adoption of technological packages, the delimitation and consolidation of areas specialized in commodity production, aiming at Brazil's increasing insertion in the international division of labor. Among the policies anchored in these guidelines, the Política Nacional de Irrigação (1979) should be highlighted, which had as one of its main developments the installation of public irrigation projects (irrigated perimeters), which constituted one of the main mechanisms for Northeast in the hall of modern agricultural activities, especially from the production of irrigated fruits. Based on these assumptions, this thesis aims to understand how in the current historical period the materialities and actions associated with the creation and dynamics of irrigated perimeters have been constituted as a (re) defining element in the agricultural uses of the potiguar territory. From the theoretical point of view the reflections undertaken here are aligned with the conceptual system proposed in Milton Santos' work, especially with the concepts of space, technique and norms, these imbricated the notion of used territory. Regarding the methodology used for the construction of this work, it is worth mentioning the effort to build matrices of events and norms associated with the reality under analysis, despite the elaboration of cartographic products through which the location of water engineering systems is presented and if spatializes the use of irrigation techniques. The field work carried out in the five existing irrigated perimeters in the state is also an important methodological strategy, because through this it was possible to observe the particularities and similarities between the different irrigation projects, although all result from the same policy. The reflections undertaken show that the use of irrigation systems has a punctual nature and selective character, attributes that become more acute as a result of irrigated agriculture being a densely standardized activity. Moreover, it is noteworthy that the implementation of public irrigation projects was able to produce fractions of the territory with structural similarities and distinctions as to the forms of appropriation and use of it, since the irrigated perimeters created in the 1970s, although dynamic and economically important. For the municipalities, today they are eminently used as shelter, being the place of residence, work and socialization of the families of DNOCS land settlers who, even with the irrigation disuse, remained in the plots and areas corresponding to the perimeters. In the Distrito Irrigado do Baixo-Açu, it is verified that the use of the territory is actually given as a resource, given the production and market logic that characterizes it, even though its production is basically intended to supply the local and regional market.
