From this perspective, it was traditionally understood as a discipline through which experts in urban phenomena joined forces with public authorities to draw up plans for the orderly growth of human settlements. Social dynamics and the rhythms of capital have never followed these guidelines to the letter. This thesis investigates the potential of Tactical Urbanism and geopoetics, which, through the creativity of city dwellers, have become strategic tools for a new paradigm of urban and regional planning in the city of Natal, Rio Grande do Norte. Based on a critique of hegemonic planning models, which are often technocratic and disconnected from lived realities, the research explores how creative spatial practices, geopoetic actions and tactical interventions emerge in the urban fabric, challenging dominant logics and proposing new ways of inhabiting and producing space. A theoretical-methodological approach is adopted that articulates the theory of territorialities to analyze power relations and the symbolic production of space – Tactical urbanism is an emerging approach within urban studies, characterized by temporary geopoetic interventions, low-cost artistic territorial occupations guided by citizen participation, with the aim of reconfiguring the use and meaning of urban spaces. Inspired by practices of urban activism, participatory design and spatial experimentation, tactical urbanism proposes a practical critique of traditional planning, while revealing possibilities for reappropriating public space through local and creative actions. In the Latin American context, and particularly in Brazilian cities, these practices take on unique contours, expressing themselves as forms of resistance, everyday invention and the construction of new urban imaginaries. In the absence of sanitation, lighting, paving and other basic human needs, how can we demand social and aesthetic vocation from public space? In the face of the imminent urban and environmental chaos at the beginning of the 21st century, some actions have emerged from the hands of citizens seeking cooperation and solidarity, in an attempt to meet urgent demands. More than that, to implement initiatives that rescue urban creativity, coexistence, community life and respect for differences. A socio-urban reconsideration is needed, regarding the importance of the production of the city, through the potentialities arising from the creativity of individuals as a tool for transforming their territories. This would probably lead technicians and managers to develop urban plans and public policies that are less fragmented and more strategic, since space and its territories cannot be reduced to just a location, social relations of property ownership and exchange value – since they represent a series of multiplicities of psycho-socio-material concerns. Urbanism, architecture and territories are physical locations, pieces of movable property and at the same time an existential freedom and a mental expression of the creative being and in the city that individuals and collectives inhabit creatively as poets. The objective of the research for the doctoral thesis is to analyze the new uses and creative occupations of used territories, through the creative spatial practices and tactical urbanisms of local public actors, such as graffiti artists, interventionists in artistic occupations, body-art, creative place makers, practitioners of happenings, circus artists and the most diverse actors and areas of urban art that contribute to the renewal, urban animation and with a new way of executing creative, strategic, socially fair and even more humanistic urban planning in the intra-urban space of Natal in contemporary times.
