This expansion has been driven by public policies and the ideals of sustainability. In this context, nature and geodiversity have become key elements in the creation of new tourism products, particularly in the Agreste Potiguar highlands and the Seridó Geopark. This study aimed to analyze the adherence of tourist municipalities in the Regional Governance Instances (IGR) of the Agreste Potiguar and Seridó to the sustainability principles outlined in the 2030 Agenda, with a focus on promoting local value. The methodology included bibliographic and documentary research, secondary data collection, questionnaires, interviews, and fieldwork. The results revealed an overall unsatisfactory performance regarding the Sustainable Development Goals (SDGs), with most indicators showing weaknesses. Although some environmental-related SDGs showed relatively better outcomes, all municipalities analyzed remain at a low level of sustainable development. The most critical indicators are found in the social, economic, and governance dimensions. In terms of local value, there is clear evidence that municipalities are adopting practices that promote culture and strengthen community identity, especially through handicrafts and gastronomy. The most consistent results were observed in the Seridó region. However, challenges remain, including limited product diversity, weak organizational structures, and infrastructure deficits. Located in the interior of the state, the city of Assú plays a central role in the Vale do Açu region, concentrating a variety of services and flows of people, capital, and information. Commercial activity is one of the main drivers of Assú’s economy, with a growing presence of modern commercial establishments in the city center, although traditional forms of commerce still persist. The incorporation of large national department stores into the city, alongside lower circuit activities, reflects the complexity of local economic dynamics. Thus, this research proposes to understand the emergence of the circuits of the urban economy in the city of Assú and their impact on spatial interactions, aiming to grasp the spatial arrangement of the city. To this end, analytical categories such as form, function, structure, and process are employed, along with the concepts of used territory and spatial interactions. The methodology adopted in this research is structured as follows: initially, a theoretical review was conducted, focusing on Milton Santos’s (1979) theory of urban economy circuits, complemented by authors such as Silveira (2007, 2013, 2015), Bicudo Júnior (2006), Montenegro (2012, 2013), and Cataia Silva (2013). Subsequently, field visits were carried out at the open-air market of Assú/RN, including the application of questionnaires to market vendors and systematic observation of urban flows. Secondary data were collected from institutions such as IBGE, Receita Federal, ABRAS, and SEBRAE. For the spatialization of information, thematic and flow maps were produced using QGIS 3.10 software. The results show that Assú holds regional centrality supported by the presence of upper circuit economic agents, especially banking institutions and retail chains, whose activities have attracted flows of consumers and capital from neighboring municipalities. Noteworthy is the role of the marginal upper circuit, composed of external capital, which is consolidated through the provision of credit, the subcontracting of local representatives, and technical and economic concentration. At the same time, there is a strong presence of the lower circuit, expressed through the open-air market and micro and small enterprises (MSEs), which play a fundamental role in absorbing labor and sustaining the daily urban economy, even under conditions of informality and precariousness. The analysis reveals that the two circuits interact in an interdependent, albeit asymmetric, manner, exposing forms of domination and spatial selectivity. The difficulties encountered in official regionalization lead to a mismatch between the norm (regional boundaries and non-articulated municipalities) and the form-content of tourism activity. Having observed this problem, this thesis proposes a methodology for the regionalization of tourist activity that includes, among other elements, a survey of tourist fixes and flows, seeking to identify the functional coherence between tourist sites in the constitution of tourist regions. The methodology was applied in the state of Rio Grande do Norte, where the form-content of tourist activity was observed and a new regionalization for tourism was proposed based on geographical criteria, i.e. the functional cohesion of tourist activity seen from the integration and spatial interaction between the elements of tourism. It is hoped that this research will contribute to advancing the discussion of tourism from a geographical/spatial perspective and that the proposal of the regionalization methodology will add new elements to the regional (tourism) debate. Accordingly, there is a distinctive character in SE that can be understood due to the search for new perspectives on work and income that arise within it. In adittion to analyse the use of the territory, we investigate the counter-hegemonic cooperation circle gestated from the relationships among the various actors involved. Our work is primarily based on bibliographic research by authors discussing the topic of SE, as well as documentary research, mainly on the Multi-Year Plans of the federal and state governments, and field research, a fundamental element of geographical research. This ammount of data is essential to examine not only the actual conditions of the analyzed solidarity enterprises but also the Solidarity Economy policy in Rio Grande do Norte. Our spatial scope is the territory of the state of RN, using the division by Mesoregions established by IBGE, analyzing enterprises in three out of the four mesoregions, and our temporal scope spans from 2003 to 2022, encompassing the beginning of the national public policy for Solidarity Economy and its discontinuation, as well as the state-level policy, to understand the path taken by Rio Grande do Norte in the operationalization and implementation of SE-oriented policies. Thus, we start with an analysis of the territory, understanding it as a whole, examining its processes and movements, considering not only the quantitative aspect of SE but also the qualitative aspect, as subjectivity allows us to capture the essence of processes and phenomena that are not only expressed through numbers. To effectively achieve our objectives and provide an analysis that comprehends the reality, we use typologies that indicate, for example, the need for financing, the allocation of surpluses, the organizational structure, the reasons for creation, the relationship of enterprises with other entities and social movements. These typologies, combined with fundamental points such as the institutionalization of SE public policy and the benefits derived from it in the analyzed SEEs, obtained through interviews with enterprises and institutional managers, allow for a general understanding of the materiality of the Solidarity Economy in Rio Grande do Norte. This set of information enables us not only to understand how cooperative and solidarity organization benefits the state's SEEs but also how these enterprises use the territory. Its emergence brought to the environmental and applied sciences the rescue of the importance of discussions about the potential and conservation of abiotic resources through geoconservation. In this context, we highlight coastal environments, which constitute fragile areas, since they are in transition situations between the continent, the sea and the atmosphere and present high rates of human occupation and consequently are exposed to various forms of land use. In this way, we highlight the need for geoconservation of priority sites of coastal geodiversity, taking into account their potential and the risks of degradation to which they are exposed. Geoheritage assessment methodologies are essential tools for thinking about strategies for geoconservation and environmental management. The general objective of this thesis is to contribute methodologically with the proposal of criteria that can help the evaluation of coastal geoheritage considering its potentialities, vulnerabilities and weaknesses from the specificities of coastal environments, making in this work an analysis of the coastal geodiversity of the municipalities of Raposa (MA) and Galinhos (RN). The methodological course of this research was based mainly on the collection of bibliographic and cartographic material on the themes and areas of study, field activities for data collection and application of an inventory form of the coastal sites identified in both areas, application of the methodology of quantification with the criteria proposed in this work and spatialization of quantification data from geoprocessing techniques. The analysis carried out in two study areas enabled the compression of coastal geodiversity in different geoenvironmental contexts and enabled the proposal of criteria that would contemplate different coastal realities. The municipalities of Raposa (MA) and Galinhos (RN) presented coastal sites of national and international relevance that are directly associated with the highest averages obtained in relation to the risk of degradation. Tourism in both areas was identified as a factor causing negative environmental impacts and responsible for the landscape conservation of the area, with geotourism being considered a tool that would bring gains in terms of use and conservation for both realities. Inserted in this context, the generation of wind energy in the state of Rio Grande do Norte, especially in the Mato Grande region, is inserted in the wind-electric production on a national scale, acquiring new space, not supplying energy and not emerging new forms of appropriation and use of the territory. Based on this, the present research aims to analyze the relationship between two territorial uses originating from the wind sector with the social vulnerability present in the Mato Grande do RN region. In general, the methodological paths provided characterize this research as qualitativequantitative in nature, with operational procedures grouped in three aspects: bibliographic research, documentary research and field study (YIN, 2016; GIL, 2008). Among the results obtained, we can emphasize the little wind interference in essential social assets, especially income and labor, as well as the limitation in the compensatory actions of the companies, causing a reduced social impact in the communities. However, the works that have discussed urbanization as a process that form cities and the rural and the urban as excluding are still frequent, thus reproducing some dichotomies that make it impossible to understand space as a totality. This dichotomous rural-urban conception generates territorial repercussions when considering the theoretical-methodological conceptions adopted by institutions and firms that work with planning. It is assumed that the urbanization of a certain portion of the territory is directly related to the uses and techniques that exist in it and, in this sense, when analyzing the reality of Rio Grande do Norte empirically, a rarefaction of urbanization in many areas. In addition, a process of capillarization of urban content throughout the territory is notorious, both in the countryside and in the city, but at different levels. The municipal government has attributed to the municipalities of Rio Grande do Norte a higher level of urbanization than they actually have, and in some cases has ignored the coexistence of rural content. The acceptance of a higher level of urbanization than the state actually presents, has served as a strategy to increase the profitability of the real estate sector. And, it has caused the land to become more expensive in different areas, the exclusion of rural workers from economic and social policies, and the precarious insertion in the territory of a considerable part of the population of Rio Grande do Norte. From this perspective, the general objective of this research is to analyze the different technical levels of urbanization of the territory in Rio Grande do Norte, considering the rural-urban complementarity, and the territorial repercussions of considering different areas of the same with a greater urbanization density than that they actually present. For this, an urbanization index was created based on the indicative elements of urbanization to measure its different technical levels. Field and documentary research, analysis of primary and secondary data and spatial descriptive analysis with classification of satellite images were also carried out, in order to identify the evolution of urbanization in Rio Grande do Norte over three pre-selected periods, as well as intra-municipal differences. With this, it can be seen that, despite the urban content having spread throughout the territory of Rio Grande do Norte, especially from the emergence of the technical scientific informational environment, which has been effective in the State, in fact, from the 1990s onwards, a large part of the municipalities of Rio Grande do Norte still present low technical density, and therefore, a rarefaction of urban content. The sea cliffs are important indicators of the environmental changes that occurred in the Quaternary period, and, because they are unique natural monuments, they were selected as the object of study of this thesis, which its general objective is to perform the typological classification of coastal cliffs in Rio Grande do Norte. The justification for carrying out this research is based on the premise that although some specific works have already been carried out on the RN’s cliffs, describing their environmental conditions, and reporting some problems related to the use and occupation of the soil, none of them dedicated themselves to conducting a classificatory analysis of this morphological feature. Thus, performing this work implies filling this gap. As for the social relevance of this research, it is in the identification of the environmental situation of the cliffs. They are landscape inheritances which safeguard the marks not only of physiographic and biological processes, however they are also the collective heritage of the people from Rio Grande do Norte. The relevance of identifying the environmental situation of the cliffs is in the fact that they are landscape elements of great scenic beauty, although, paradoxically, they have great environmental fragility, due to their genetic, stratigraphic, and morphological characteristics. In addition, the occupation of the coastal region of Rio Grande do Norte, similar to other Brazilian states, has been occurring irregularly. It does not respect the limits defined by the resolutions of the Conselho Nacional do Meio Ambiente (CONAMA). The resolutions were standardized in 2002, and define the use and occupation of coastal areas, particularly on escarpments with a slope greater than 45°. That said, this work starts from the hypothesis that the classification of potiguares cliffs can be carried out according to their natural characteristics and forms of use and occupation. In view of this, the qualitative methodology used was developed to be divided into three stages, namely: survey of data on the cliffs, in particular the RN; execution of field work; and elaboration of cartographic material. Having defined the cliff categories, their characterization was accomplished regarding the compliance or not with the environmental legislation that deals with the environmental conditions of use of these features to identify the resulting environmental impacts. The results indicate the existence of 5 (five) types of cliffs classified according to the shape of the escarpments (horizontal stratification, stratigraphic discontinuity, convex cliff, protruding cliff and irregular escarpment); and some subclasses defined based on the integration of criteria such as lithology, morphodynamic situation, vegetation cover and influence of climatic subtypes. Some other features were also identified, they were: a ruiniform feature supported by eolianites; abrasion terraces modeled on the Barreiras Formation; and arches made of ferruginous sandstones. However, the Agrarian Reform Policy that has been implemented in Brazil, and especially in Rio Grande do Norte, since 1985, presents a contradictory process that reflects the characteristics of the capitalist mode of production, reinforcing monopolization in the use of the territory. Our hypothesis is based on the assumption that the State's action directed towards the Agrarian Reform Policy does not take place outside the logic of the movement of capital, boosting, above all, processes of formal expropriation of labor from capital based on the subjection of land rent, in which capital dominates all sectors downstream and upstream of peasant production, as well as through real subordination, with the direct appropriation of the peasant labor force, extracting surplus value when carrying out ancillary work, subjecting them to a logic other than their way of life, in addition to the appropriation of absolute income, in view of the increased demand for land for expropriation purposes. In this sense, this thesis aims to analyze the contradictions derived from the stemming of the National Agrarian Reform Policy in Rio Grande do Norte, emphasizing the implications of the use and monopolization of the territory, and as this policy contributes to the expanded reproduction of capital, the from the process of peasant subordination. From a theoretical point of view, we rely on the concepts and categories anchored in the work of Professor Milton Santos, seeking to operationalize the analysis of geographic space through the concept of norm, territory and his notion of used territory, associated with the perspective of monopolization of the territory undertaken by Amin and Vergopoulus (1977) and Oliveira (1991, 2001, 2007), in addition to the forms of capital reproduction theorized by Martins (1981; 1996; 2000). In methodological terms, we collected and tabulated data from the land collection (2014) for the elaboration of graphs and cartographic products, in order to represent the analyzed settlements and the various themes researched in the field. We also conducted interviews with peasants farms in settled, in order to identify the conditions and circumstances of life, production, work and forms of subordination to capital, in addition to some managers of the INCRA Superintendence of Rio Grande do Norte (SR19), which enabled us to understand the actions of state management in the context of Agrarian Reform, as well as to raise the price of expropriations in the settlement processes. As a result, we found that the right to land, via agrarian reform, even representing an achievement for the peasant class, does not always enable its emancipation and social reproduction, due to the contradictory actions of the State in the implementation of the Agrarian Reform Policy, which have ensured the monopolization of the territory and peasant subordination to capital, in addition to little altering the land structure in Rio Grande do Norte, not breaking with the logic of the binomial Latifúndio / Minifúndio and that of the dynamics and agricultural use of the territory, given the infeasibility of peasant social reproduction of fully and autonomously.Doctoral Thesis Território, Estado e política de irrigação: uma leitura a partir das técnicas, normas e configurações espaciais no Rio Grande do Norte(2019-08-27) Silva, Rafael Pereira da; Azevedo, Francisco Fransualdo de; ; ; Suberviola, Enrique Viana; ; Locatel, Celso Donizete; ; Morais, Hugo Arruda de; ; Silva Filho, Raimundo Inácio da;The process of expansion of typically capitalist agriculture in the Brazilian countryside is summarily marked by actions engendered by the state, which have as their central axes credit policies, the stimulation of the adoption of technological packages, the delimitation and consolidation of areas specialized in commodity production, aiming at Brazil's increasing insertion in the international division of labor. Among the policies anchored in these guidelines, the Política Nacional de Irrigação (1979) should be highlighted, which had as one of its main developments the installation of public irrigation projects (irrigated perimeters), which constituted one of the main mechanisms for Northeast in the hall of modern agricultural activities, especially from the production of irrigated fruits. Based on these assumptions, this thesis aims to understand how in the current historical period the materialities and actions associated with the creation and dynamics of irrigated perimeters have been constituted as a (re) defining element in the agricultural uses of the potiguar territory. From the theoretical point of view the reflections undertaken here are aligned with the conceptual system proposed in Milton Santos' work, especially with the concepts of space, technique and norms, these imbricated the notion of used territory. Regarding the methodology used for the construction of this work, it is worth mentioning the effort to build matrices of events and norms associated with the reality under analysis, despite the elaboration of cartographic products through which the location of water engineering systems is presented and if spatializes the use of irrigation techniques. The field work carried out in the five existing irrigated perimeters in the state is also an important methodological strategy, because through this it was possible to observe the particularities and similarities between the different irrigation projects, although all result from the same policy. The reflections undertaken show that the use of irrigation systems has a punctual nature and selective character, attributes that become more acute as a result of irrigated agriculture being a densely standardized activity. Moreover, it is noteworthy that the implementation of public irrigation projects was able to produce fractions of the territory with structural similarities and distinctions as to the forms of appropriation and use of it, since the irrigated perimeters created in the 1970s, although dynamic and economically important. For the municipalities, today they are eminently used as shelter, being the place of residence, work and socialization of the families of DNOCS land settlers who, even with the irrigation disuse, remained in the plots and areas corresponding to the perimeters. In the Distrito Irrigado do Baixo-Açu, it is verified that the use of the territory is actually given as a resource, given the production and market logic that characterizes it, even though its production is basically intended to supply the local and regional market.
