    Panorama das pesquisas sobre o clima urbano no Brasil

    Global climate change raises discussions on issues related to the direction of scientific research being developed. In this context, the present study aims to provide an overview of scientific production on urban climate in Brazil between 2010 and 2023 and contribute to the debate in this field, considering the context of global climate change that affects cities and Brazilian society. Through a literature review using bibliometrics, data processing techniques with the statistical software R, and statistical analysis of scientific articles published in Geography journals, as well as dissertations and theses from Brazilian universities, it was possible to outline a scenario of studies on urban climate in Brazil. A total of 466 scientific articles published in 50 Geography journals were analyzed, along with 175 graduate research works (129 dissertations and 46 theses) defended between 2011 and 2022 in Brazilian Geography postgraduate programs on urban climate. Using tables, graphs, and maps, it was observed that most of the research on urban climate is concentrated in the Southeast region. Additionally, it was found that the Southeast region hosts most of the universities conducting research on this topic, followed by the Northeast region. Among the scientific articles, the most analyzed cities were Recife (PE), Presidente Prudente (SP), and Belém (PA), while dissertations and theses mainly focused on the cities of São Paulo (SP), Dourados (MS), and Fortaleza (CE). A trend of increasing research on urban climate was noted across all types of studies. The most researched subsystem was the Thermodynamic one in all types of research. It is expected that this dissertation can serve as a basis for the formulation of public policies that encourage new research in this field.

    Diagnóstico integrado da bacia hidrográfica do rio Jacu/PB-RN, Brasil: uso, ocupação e compartimentação Geoecológica

    Located in the Northeast Atlantic Hydrographic Region (NAHR), the Jacu River Hydrographic Basin (JRHB) occupies a total area of 2,842.5 km2, belonging to the states of Paraíba and Rio Grande do Norte. This interstate context has led to the JRHB not being included in an integrated manner, only partially, in the state reports on water resources; referring, specifically, to the parts that cover each state, which makes it impossible to know its potential, as well as, its limitations. Taking into account, the highlighted problems regarding the research area, this Mastering Dissertation has as its general objective to carry out an integrated diagnosis of the Jacu River Hydrographic Basin/PB-RN, Brazil; taking into account its forms of use and occupation, as well as, its natural support for the development of these human activities. Furthermore, this research has been developed based on the theoretical-methodological conception of Landscape Geoecology, which it has been systematized in the: organization and inventory phases, analysis, diagnosis, and proposal. In addition, the diagnosis of the JRHB has been carried out from two Geoecological perspectives: a) the historical-anthropogenic approach: where 18 classes of use and occupation were identified according to MapBiomas (2022), which were systematized according to level II of the SCUT (BIGS, 2013); and b) the structural approach: where it emphasizes the physical-geographic regionalization, which consists of the analysis and classification of the individual complexes of the Landscapes. Based on their morpho-sculptural domains, which correspond to their main geomorphological compartments, as well as, their forms of use and occupation, the geoecological units compartmentalized in the JRHB are: Planalto Cuités Unit (PCU); Bica Residual Massif Unit (BRMU); Piemonte Sertanejo Unit (PSU); Tabuleiro Canavieiro Unit (TCU), and the Planície of the Guaraíras and Aquiculture Unit (PGAU). Based on the data collected, the BHRJ has a total population of 177,038 inhabitants. In the agricultural sector, the production of temporary crops reaches approximately 929,031 tons, followed by 5,241 tons in permanent crops. In the raising of large, medium and small animals, the BHRJ has a quantity of 515,402 head. Regarding basic sanitation, the basin has an average of only 24% of its urban network with adequate sewage. Thus, according to its natural and socioeconomic aspects, the main potential of the basin is: Agriculture; Extractivism; Tourism; Ecotourism; Archaeology; Wind Energy Production; Mining; Civil Construction; Rainfall; Irrigation and Aquaculture. The main limitations are: Susceptibility to erosion; Water stress; Low water retention capacity; Soil salinization; Low soil fertility and risk of flooding of continental and coastal waters. In addition, the main environmental problems identified in the BHRJ were: Low sewage treatment rate; Deforestation of slopes; Soil erosion; Irregular occupation of river banks; Siltation; Pollution of water bodies. Therefore, these aspects guided the environmental planning proposals for the JRHB, in which, in total, 22 proposals are listed, 5 of which are general in nature, covering more comprehensive aspects. In summary, the others are distributed according to the basin zones, with the upper course having 6 proposals; the middle course having 7; and the lower course having 4.

    This work analyzes the thematic and aesthetic diversity of Pernambuco’s cinema that emerged from the 1990s onwards, focusing on the films Baile Perfumado (1996), Árido Movie (2005) and Acqua Movie (2019), directed by Lírio Ferreira. From the geographic perspective, the study investigates how narratives reframe the semi-arid region, exploring its symbolic, affective, and temporal dimensions through specific paths. These paths are referred to as escape routes, where the study reveals how the films offer multifaceted visions of the semiarid, addressing cultural, historical, and environmental issues. By connecting Cinema and Geography, the research challenges stereotypes, proposing the semi-arid as a complex narrative space, where metathemes present routes that expand interpretations and renew the imaginary of the region. The study explores aspects such as the construction of discourse and the cinematic semi-arid landscape, the challenge to traditional conceptions, and the contribution of visual narratives to a deeper geographical understanding of Brazil’s Northeast. For this purpose, the theoretical foundation employs various concepts and categories to examine cinema as a geographic device. Authors like Deleuze (2007) and Aumont (1994) discuss paradigms of films as means for constructing socio-spatial narratives and representations of reality. Cinema is also seen as a tool for understanding geographies (Claval, 2001; Costa, 2011; Gomes & Ribeiro, 2013) and as a relational space reflecting socio-spatial dynamic (Harvey, 2004, 2015). Landscape is analyzed as a cultural representation (Cosgrove, 1998), linked to social practices and subjective perceptions (Berque, 1998; Barbosa, 1999). In Brazil, cinema represents a form of resistance and cultural reinterpretation, especially in the Northeast and the semi-arid (Albuquerque Jr., 1999). Methodologically, representations are investigated through film analysis, where the films are initially deconstructed by describing the shots, sequences, frames, scenes, angles, sounds, and compositions. Subsequently, they are reconstructed based on an understanding of the deconstructed elements, integrating them into an approach that considers the interaction between cinematic and geographic spaces, examining landscapes, locations, narrative structures, discourses, and camera movements. As a result, we observe that the filmmaker transforms the northeastern semi-arid into a dynamic and vibrant universe of possibilities, subverting traditional images of poverty and desolation. His films reveal a constantly transforming landscape, where escape routes from aridity, with their harshness and fissures, function as mirrors of the lives and emotions intertwined within. Through visual poetics, Ferreira configures the landscape as a reflection of human experiences, inviting the audience to rethink the semi-arid not as a place of scarcity but as a territory of potential. The cinematic narratives indicate that the aridity of the semi-arid region emerges as a creative field and a dynamic narrative space. Throughout the journeys of characters like Benjamin Abrahão, Jonas, Cícero, and Duda, the semi-arid does not dissolve but reinvents itself, maintaining its identity while embodying an ambiguity between ruptures and continuities. The semi-arid, deeply connected to its historical roots, has emerged as a fertile space where aridity enhances resilience and transformative capacity, highlighting fundamental dynamics for the uniqueness of the region and its inhabitants.

    Este trabajo analiza el proceso de segregación y valorización del espacio urbano en Campina Grande - PB a través del análisis de una Zona Especial de Interés Social (ZEIS): Jardim Europa. La delimitación de las ZEIS es un instrumento de la política urbana brasileña propuesta para recuperar asentamientos precarios a través de la regularización de tierras, regulaciones sobre el uso y ocupación del suelo y la producción de viviendas de interés social considerando las especificidades de la ciudad y los asentamientos. Sin embargo, en el caso de Jardim Europa, lo que se observa son acciones de interés de los agentes inmobiliarios, intensificadas desde 2020, que no repercuten en la producción del espacio de acuerdo con el bienestar social. Por lo tanto, el trabajo discute la implementación de la política ZEIS, con atención a las prácticas en el espacio de los agentes de capital inmobiliario. Para esta discusión se realizaron reflexiones sobre la producción del espacio urbano y las acciones de los agentes productores de este espacio; segregación urbana; y apreciación de bienes raíces. Además, se realizó una investigación documental y de datos de campo, con registros fotográficos de Jardim Europa, se aplicaron cuestionarios a los vecinos de la zona y se realizaron entrevistas a representantes de autoridades públicas, movimientos sociales y el sector inmobiliario. Además, se recolectaron datos estadísticos del Censo Demográfico de la colección del Instituto Brasileño de Geografía y Estadística (IBGE), para calificar los análisis sobre la segregación y valorización del espacio urbano en Campina Grande. Los resultados alcanzados con la investigación destacan que las acciones del Estado no son consistentes con el derecho a la ciudad y la justicia espacial, especialmente en lo que respecta a las ZEIS, con la intensificación de la segregación socioespacial en Jardim Europa. Las acciones del Estado están alineadas con intereses privados, repercutiendo en la expansión urbana en función del lucro para los agentes de este capital. Así, en Jardim Europa, la producción del espacio de acuerdo con los principios de equidad y justicia social permanece inerte, contrariamente a las diversas metamorfosis en favor de intenciones hegemónicas.

    Áreas úmidas, serviços ecossistêmicos e trade-offs: avaliação dos macrohabitats costeiros do semiárido brasileiro

    On the northern coast of Rio Grande do Norte, coastal wetland macrohabitats have become one of the environments most exposed to human forces, mainly due to the expansion of economic activities. These, classified as artificial macrohabitats, cause direct and indirect interference in the provision of ecosystem services. Considering the environmental and socioeconomic importance of these wetlands, this thesis aims to evaluate coastal macrohabitats in the lower course of the Piancó-Piranhas-Açu River basin (RN/Brazil), based on the relationship between the provision of ecosystem services offered by natural and artificial macrohabitats, as well as the influence of this relationship on the different trade-offs of the area. To achieve this objective, the methodological procedures consisted of the following steps: 1) bibliographic survey; 2) use of geotechnologies for the characterization and spatialization of coastal macrohabitats; 3) application of multivariate statistics for sedimentological analysis of the different natural macrohabitats; 4) classification of ecosystem services under the theoretical and methodological support of the Common International Classification of Ecosystem Services (CICES); and 5) construction of the DPSIR (Driver–Pressure–State–Impact–Response) matrix to identify cause and effect indicators that influence the loss or change of services (trade-offs). In the lower reaches of the Piancó-Piranhas-Açu River basin, six coastal macrohabitats were identified: tidal channels, mangroves, apicum, lagoons, salt pans and shrimp farming. These are distributed heterogeneously, with sedimentological variability due to their location in periodically flooded areas, influenced by both marine and river dynamics. The main results indicated an increase of 8,185.4 ha in solar salt pans and 2,100 ha in shrimp farming over the 53 years analyzed, between 1968 and 2021. On the other hand, there was a reduction of 3,055.95 ha in apicum areas and 439 ha in mangrove forests in the same period, which reveals a growing occupation of artificial macrohabitats over natural macrohabitats of AUs. The identification of ecosystem services demonstrated that these natural environments have a high supply capacity, especially in the categories of provision, highlighting the collection of fish and crustaceans, and regulation/ maintenance, with the regulation of physical, chemical and biological conditions. The analysis of the DPSIR chain indicators observed that economic demands cause varied pressures on natural macrohabitats, so that the most evident impacts are changes in ecological functions and soil impermeability. These effects result in 11 trade-offs, three in the provision section and eight in the regulation/maintenance section, which highlights the need to assess the different uses and occupations in the landscape. To mitigate the damage, three responses were proposed: creation of priority areas; preparation of the Degraded Areas Recovery Plan; and environmental monitoring. These measures aim to resolve the impacts and promote sustainable use in the face of human dependence on ecosystem services. It is expected that the results achieved will contribute to local diagnosis and prognosis, encourage ongoing environmental education actions, as well as inspection and monitoring of water, soil and salinity in such wetlands.

    Centralidade, centros locais e turismo no Nordeste brasileiro: uma leitura além da hierarquia urbana

    Much of the research on Urban Centrality, especially in the context of interactions between cities, focuses on tertiary activities (in commerce and services) and follows a predominantly functional, economic, and hierarchical approach. The Central Place Theory, developed by Walter Christaller (in 1933), is one of the main theoretical references in this field of study. However, this theory presents limitations, such as analytical rigidity, disregard for the historicity of places, and the exclusion of other social, economic, cultural and political contents. This highlights the need for new research that integrates more complex dynamics and different horizons of analysis. Our thesis arises in this context, proposing another reading of interurban centrality, conceived and analyzed based on the relationship between society, space, and time (the process of space production); and the changes and complexity of more recent socio-spatial interactions, in a globalized scenario. Within this scope, we investigated this spatial phenomenon from Local Centers – in the municipalities of Cairu, in the state of Bahia; from Tibau do Sul in Rio Grande do Norte; and Jijoca de Jericoacoara in Ceará – and through Tourist Activities and Practices; and we aim to analyze, from a spatiotemporal perspective, how tourism influences the dynamics of interurban centrality in these centers. Methodologically, our thesis was developed based on three major procedural axes, namely: conceptual, theoretical and analytical readings and discussions on the key issues of the research; spatial and temporal analyses (geographical, historical and documentary research) on the places investigated; and empirical research. From this set of actions, we found that these municipalities occupy the lowest levels in Brazil's urban hierarchical system; at the same time, they are at the highest level in the national tourism categorization. The events that marked these areas, especially their central tourist destinations, created a set of materialities, practices and representations that position them as central points in the spatial plots (or interactions and connections). Although they do not have large commercial and service facilities, these spaces attract diverse, contiguous, inter-scalar and non-hierarchical flows, through their tourist content (attractions, infrastructures and simbols), establishing themselves as centralities. This fact reveals different possibilities of understanding and of apprehension about the importance of places (cities) or their centralities; it shows that this phenomenon can be studied from different perspectives, scales, and contents, broadening the horizons of analysis and discovery.

    Território, política e planejamento: as Transferências Voluntárias da União como estratégia de gestão do território

    Geographic phenomena can be understood through the analysis of territorial configuration and social relations. As a geographical phenomenon, Union Voluntary Transfers (TVU) contribute to the constitution of the territorial configuration, its scope reaching the national scale, with effects on the various national entities and entities, the projects and resources used materialize in the municipalities, with this, they enable infrastructures in various areas of public interest. The political relationship involved in the process of planning, defining and allocating resources is fundamental to understanding the topic. At the national level, resources are concentrated on the southeast-northeast axis. In Rio Grande do Norte, TVU, in the period from 2008 to 2022, totals 2.6% of all resources allocated by the Union to subnational entities. In the period analyzed, the state of RN brought together objects in the areas of urban infrastructure, health, education, social assistance, water infrastructure, security, technical assistance and culture. In the process related to TVU, the role of standards is fundamental, given the rules for distribution, release and use of resources. The thesis has the general objective of understanding the territorial configuration of the state of Rio Grande do Norte, based on the implications of the objects installed in the territory of Rio Grande do Norte resulting from the Voluntary Transfers of the Union (TVU). For the organization and analysis of the data, we present a geographic categorization, which considers the fixed fixed, circulating fixed and non-fixed categories of the set of TVU objects in the Rio Grande do Norte territory. The results of the research indicate that the Voluntary Transfers of the Union have their origin composed of territorialities and produce new territorialities, altering the logic between materiality and use of the territory since its distribution is not only different, but also selective and unequal, with the Union acting as a municipal agent, in the exercise of a territorial management strategy.

    Although the Northeast region has been widely studied in recent decades in terms of regional planning, gaps persist in understanding the relationship between infrastructures and public development policies. This research hypothesizes that there is an interdependent relationship between the Brazilian state planning model, with a focus on regional planning in the Northeast, and the territorial configuration of infrastructures. This relationship is characterized by mutual influence, where state planning conditions and enables the implementation of infrastructures in specific portions of the territory, while these infrastructures, as elemental structures of the territory, not only result from this planning but also play a role in the formulation, operationalization, and adaptation of planning instruments and public policies. The objective of this thesis is to analyze the interdependent relationship between the Brazilian state planning model, with a focus on regional planning in the Northeast, and the territorial configuration of infrastructures. The research argues that infrastructures are central elements in territorial configuration, playing a decisive role in the dynamics and fluidity of the territory, as well as in regional development To achieve this objective, the chapters of this thesis will address the development of detailed thematic cartography, which will support an overview of the territorial configuration of infrastructures in the Northeast region, in addition to a documentary analysis of the main policies, programs, and plans related to the infrastructure sectors. Additionally, the analysis will be supported by case studies, such as the Water Security Panel (PSH) and the São Francisco River Integration Project (PISF), which illustrate the interaction between infrastructures, the normative dimension of the territory, regional development policies, and the application of territorial intelligence. These elements highlight the importance of geospatial information on infrastructures for efficient territorial management.

    The issue of Public Security is one of the most distressing issues in our society and one of the most complex to resolve. The growth of crime and recurring security crises are part of the debate on violence in Brazil, and the role that public policies play in controlling it makes the issue one of the main political agendas in the country today. These public policies are constructed based on issuesthat involve different fields of knowledge and clashes of interests. In this sense, this research starts from the understanding of the territorial processes which involve policies that mobilize efforts to control crime, taking as a presupposition the active role of space in the social totality and its relationship with other instances, as fundamental elements for the analysis of public security. In this study, the relationship with the legal authority was emphasized. This is because the basis of public security policy is the political territory, understood as the jurisdiction of a State. Given this, the objective was to understand the relationship between Geography and Law based on the interface between the territorial and normative dimensions in Piauí's public security policy. To beacon our analyses, we sought support in the conception of used territory, regulated territory and territorial configuration, categories of analysis based on Milton Santos' theory of geographic space (1994). The theory of Situational Strategic Planning - SSP (MATUS, 2005) was also used to support discussions on the theoretical validity of the concept of territory in Piauí's security policy. The study of the normative dimension, as well as the way in which the concept of norm is constituted in the epistemological dimension of Law, was mediated by Boaventura de Sousa Santos (1988, 2014), Löic Wacquant (2007; 2008) and Sérgio Adorno (1999, 2006), among others. Regarding to methodological procedures, in addition to bibliographical research, a documentary survey was carried out specifically focused on the laws and regulations that regulate public safety in Piauí. Finally, a proposal for analytical cartography was also developed. It is concluded that the norm in the relationship between the use of territory and public security is presented in the legal dimension, the laws of the place and anomie. There is a cognitive conflict in the Piauí State Security Plan that denotes geographic blindness and the lack of strategic planning. From the analytical cartography presented, it was verified that the organization of security infrastructures in space is selective and reaffirms territorial exclusion and the formation of archipelagos of social and territorial inequalities in Piauí. It was also possible to see the need to strengthen the triad of planning, management and monitoring. Geographically, the close relationship between the use of territory and the norm in the planning and implementation of public security policies was evident. In this way, it can be stated that the territory and the interface with the normative dimension constitute a geographical heuristic angle that allows spatializing the phenomena of violence and thinking about them in conjunction with territorial qualities as a relevant factor in the search for policy development security systems that are more efficient and coherent with the reality of the territories.

    The relationship between political geography and accounting involves the analysis of how territorial space and power dynamics influence the distribution of financial resources during electoral periods. In this sense, the research aimed to analyze the importance of financial aspects in the majoritarian elections of the Brazilian Federative Units (UFs) in the 2014, 2018 and 2022 elections. Regarding the specific objectives, we sought to: identify the sources of fundraising for the majoritarian electoral campaigns of the UFs; analyze the composition of the expenditures of the majoritarian electoral campaigns of the UFs; and analyze the influence of independent and control variables on the success of the majoritarian electoral campaigns of the UFs. Our hypothesis is that the financial variable is a factor that influences electoral campaigns, enabling greater reach of voters and the electoral success of the candidates. Regarding the technical procedures, historical comparative analysis was adopted and the candidacies of those elected and not elected to the position of governor of the 27 UFs in the 2014, 2018 and 2022 elections were defined as the sample. The data collection was carried out through DivulgaCand (TSE). To verify the spatial behavior of the data through the location, interaction and representation of the phenomena, we used the open software Qgis version 3.32.0. The Logistic Regression (Logit) technique was used to construct the statistical model. As for the dependent variables, it was characterized as the candidates elected and not elected to the position of governor. For the independent variables, revenues and expenses, financial and non-financial, were used. As for the control variables, they were: reelection, gender, candidate's assets, IVS - infrastructure and per capita income. The results showed that the variable “total revenue” received by the candidates did not obtain a good level of significance, that is, it did not influence the case of the elected candidates. Likewise, the “financial income” variable did not obtain a good level of significance. Considering the “total expenditure” variable, it also did not obtain a good level of significance in the case of elected officials. However, the “financial expenditure” variable showed that the more they spend, the probability of being elected increases by 1%. Regarding the control variables, it can be identified that the “assets” of the candidates showed that the greater their resources, the greater the chance of success. Likewise, when a candidate seeks “reelection”, their chance ratio increases. In percentage terms, this increase represents a 15.14% greater chance of being elected. Regarding “gender”, it was identified that when the candidates are male, their chance ratio of success is greater. Regarding the “IVS - infrastructure dimension”, of the cities where the candidates lived during the election period, the higher this index, the greater their chance ratio of success. Likewise, the “per capita income” is also relevant, since the higher this indicator is in the states where candidates compete, the higher their chances of success increase by 1%. That said, the research hypothesis was answered, since we identified that the candidate who spends more has a 1% greater chance of success. Thus, the hypothesis tested was considered positive, together with the other variables. It is concluded that the proposed model provided sufficient support to analyze the importance of financial aspects in the majoritarian elections of the Brazilian states.
