| Portuguese Abstract: | Este trabalho objetiva investigar em qual estágio de institucionalização encontra-se o Instituto federal da Paraíba – IFPB, Campus João Pessoa, quanto à sustentabilidade organizacional. Para atingir seu objetivo geral, foram traçados três objetivos específicos, a saber: levantar o arcabouço normativo sobre sustentabilidade da Instituição; mapear as práticas e/ou ações relacionadas à sustentabilidade no contexto da Instituição; e analisar a percepção dos gestores quanto à conformação da sustentabilidade organizacional nas práticas e nas ações postas na Instituição. Para isso, o estudo baseia-se na teoria de Tolbert e Zucker (1998), que subdivide o processo de institucionalização em três fases: habitualização, objetificação e sedimentação. Quanto à metodologia, trata-se de uma pesquisa qualitativa, com fins descritivo e exploratório, e de estudo de caso. Os dados foram coletados por meio da análise documental e de entrevistas semiestruturadas. Para analisar os dados da pesquisa, recorreu-se à análise de conteúdo. No que se refere à verificação dos documentos legais e institucionais, constatou-se que houve proposição de ações que visam promover a integração entre as dimensões da sustentabilidade, pois o discurso do elaborador é o de criar um ambiente propício ao atendimento das demandas ambientais, sociais e econômicas. Verificou-se, ainda, no âmbito do Campus, que existem várias ações institucionais em prol da temática sustentabilidade e que essas ações estão sendo propostas para atender às três dimensões em certa consonância com o que está disposto nas diretrizes dos órgãos superiores. Referente à busca de evidências de isomorfismo e legitimação na inserção da sustentabilidade nas ações da Instituição, os resultados apontaram que, quanto à legitimidade da temática, é legítima tanto no pilar normativo quanto no regulativo. Quanto ao fenômeno do isomorfismo, verificou-se que o isomorfismo coercitivo se destacou pela pressão legal para a formação de projetos que visam ações sustentáveis na Instituição e que a pressão coercitiva oriunda de instituições legais do Ministério do Meio Ambiente (MMA) e do Ministério do Planejamento Orçamento e Gestão (MPOG) teve bastante impacto. No que é pertinente às análises do processo de institucionalização, o estudo apontou para as perspectivas de que a temática sustentabilidade, ainda que com certa dificuldade, é pré-institucionalizada nas ações do IFPB - Campus João Pessoa - e que a opção pela inserção da temática sustentabilidade nas ações da Instituição foi apontada como oriunda de uma exigência legal, motivada para atender ao que foi considerado o imperioso legal para a sustentabilidade. |
| Abstract: | This paper aims to analyze in which institutionalization stage is the IFPB - Campus João Pessoa as the Organizational Sustainability. In order to achieve the general objective of this study, three specific objectives were drawn: to build up the normative framework on sustainability of the institution; Map the practices and/or actions related to sustainability in the context of the institution; Analyze the managers' perception regarding the conformation of organizational sustainability in the practices and actions put in the institution. Data collection was done through documentary analysis and semi-structured interviews and the processing used was content analysis. Based on the analysis of the results regarding the verification of the legal and institutional documents, it was verified, from the analysis of these documents, the proposal of actions aiming at the integration between the dimensions of sustainability, since the discourse of the elaborator is to create a Environment conducive to meeting environmental, social and economic demands. It was verified, within the Campus, the existence of several institutional actions in favor of the sustainability theme and even though these actions are being proposed to meet the three dimensions in a certain consonance with what is disposed in the guidelines of the higher bodies. Regarding the search for evidence of isomorphism and legitimacy in the insertion of sustainability in the actions of the institution, it was seen that as to the legitimacy of the theme, it is legitimated both in the normative and in the regulative pillar. Related to the phenomenon of isomorphism, it was verified that the coercive isomorphism was highlighted by the legal pressure for the formation of projects that aim at sustainable actions in the institution, and that coercive pressure from legal institutions of the Ministry of the Environment (ME) and Ministry of Budget, Planning and Management (MBPM), had a lot of impact. Regarding the analysis of the institutionalization process, the study pointed to the prospects that the sustainability theme, although with some difficulty, is pre-institutionalized in the actions of the IFPB, Campus João Pessoa and that the option for insertion of the sustainability theme in the actions the institution was pointed out as coming from a legal requirement, motivated to attend to what was considered the legal imperative for sustainability. |
