Regulação em saúde na gestão municipal: um olhar sobre a cidade do Natal/RN, Brasil

O presente texto trata-se de um Trabalho de Conclusão de Curso (TCC), que se refere à temática Regulação em Saúde Pública. O objetivo deste trabalho é analisar como se dá a regulação em saúde no município de Natal/RN, compreendendo os desafios e as possibilidades. Metodologicamente, a pesquisa foi efetuada por meio dos seguintes métodos de coleta de dados: levantamento bibliográfico, pesquisa documental e análise de dados secundários. Considerando estes aspectos, é provável ponderar que a regulação em saúde no Brasil é fragmentada, levando à emergência de um conjunto de estruturas e instituições que focam partes destes elementos da regulação, originando muitas vezes duvidosas e falhas dada a ausência de uma visão mais dilatada e integradora. No município de Natal, não é diferente, o resultado que fala da regulação em Natal e o Plano Municipal de Saúde (2018-2021), com dados referentes a 2012-2016, dificultando uma compreensão atualizada do sistema de regulação no referido município.

This text is a Course Completion Work (TCC), which refers to the theme Regulation in Public Health. The objective of this work is to analyze how health regulation takes place in the city of Natal/RN, understanding the challenges and possibilities. Methodologically, the research was carried out through the following methods of data collection: bibliographic survey, documental research and analysis of secondary data. Considering these aspects, it is likely to consider that health regulation in Brazil is fragmented, leading to the emergence of a set of structures and institutions that focus on parts of these elements of regulation, often giving rise to dubious and flawed due to the absence of a more dilated and integrative vision. In the city of Natal, it is no different, the result that speaks of regulation in Natal and the Municipal Health Plan (2018-2021), with data referring to 2012-2016, making it difficult to have an updated understanding of the regulation system in that municipality.
