Ocupar e criar poder popular: uma análise a cerca da participação social do Movimento de Luta nos Bairros, Vilas e Favelas - MLB no município de Natal/RN

Abstract

This dissertation is dedicated to the study of the social participation of the Fight Movement in the Neighborhoods, Villages and Favelas - MLB in the city of Natal / RN for the right to decent housing, as a human, individual and collective right, highlighting historical aspects of the achievements of the movement, emphasizes laws and struggles that have permeated the incorporation of housing in the roll of economic and social rights. The question of research is to what extent the social participation of MLB members has constituted a qualitative differential in the struggle for housing within the municipality of Natal ?. The general scope of the study consists of Analyzing the social participation of the members of the MLB inserted in the occupation March 8 in the municipality of Natal / RN. The methodology of the research was the bibliographical and documentary study with support in institutional documents of the Housing Department of the Municipality of Natal / RN and documents produced by the MLB during that occupation, highlighting: minutes, records about the mobilizations, as well as news stories in the local media. Regarding the problem approach, the research is qualitative. The results reveal that the insertion of the MLB in the municipality of Natal, contributed decisively to give visibility to the struggle for housing and housing as a social issue, in organizing and printing social and political direction through social participation processes and occupations, among them the occupation March 8, which has contributed to important achievements of the MLB target population, in addition to access to housing, as access to information and critical analysis, is also a key element in MLB actions, enabling the interlocutors with the organs with the families that make up the movement, drawing the attention of the RN population. It is concluded that the social participation of the MLB in the capital of the state has represented the differential in terms of organization and social participation in the local reality articulates the national struggles. Being a counter-hegemonic movement, when countering the historical assistencialista and clientelista that has marked the implementation of the housing policy in the RN. In this sense, it calls into question the relations of favor and progress in the perspective of strengthening and recognition of the members of the occupation March 8 as collective subjects of rights.
