Thus, realizing what and how urban planners and policymakers have done to mitigate greenhouse emissions and adapt to the effects of climate change are important in the context of building cities that are less risk-prone and more sustainable. In this sense, the main objective of our master's thesis is to understand how urban planning can contribute to the construction of climate adaptation capacity in the cities of Natal and Curitiba. To that end, the methodological procedures, following the guidelines of an interdisciplinary research, present a qualitative approach, making use of a set of methods, namely: documentary research and secondary data; Case Study; field research, with the application of semi-structured interviews as a data collection instrument; and content analysis with the help of QSR NVivoR version 11 software for Windows. The field research of this dissertation occurred in approximately one year, more specifically, between August 2017 and August 2018. The results and discussion of this research, following the specific objectives proposed, i. analyze territorial planning instruments that incorporate public policies or risk management actions in the urban planning of Natal and Curitiba; ii. analyze the connections of the current master plans of the studied cities with the environmental and climatic issues; and iii. investigate whether Natal and Curitiba are seeking to build a potential for adaptation to the effects of climate change.
