Scarcity management gravitates both to the tangibility of natural resources and to the competencies and skills of production processes. Among decisional variables on how to optimize available resources include the issue of exogenous or endogenous technology for the economic growth strategy. It is in this context that is the effort of this research, focusing on the oil industry. In order to analyze economic perspectives of technological appropriation of product refining, exploratory research on the scientific-technological and market scenario of the sector was made.
