Gamification, understood as the use of game elements, mechanics, and dynamics in non-playful contexts, has stood out as an active methodology capable of promoting engagement, motivation, and participation in different educational environments, including school libraries. Within this context, this research investigated how gamification can be applied as a strategy to foster the development of information literacy among elementary school students, understood as the ability to locate, access, evaluate, and critically use information in different media and situations. The overall objective was to evaluate the application of the Gamification Design Model for the Development of Information Literacy (MDGCoInfo) in the creation and implementation of gamified activities developed in a school library, culminating in the development of a practical guide to support librarians interested in adopting this approach in their work contexts. Methodologically, this is an applied, qualitative, and exploratory study conducted through action research, involving a literature review, documentary research, application of the adopted design model, participant observation, and use of the TRAILS tool to assess information literacy skills. The study was conducted at the NEI-CAp/UFRN Sector Library with 18 fifth-year students, selected based on age criteria, afternoon class availability, and logistical conditions for carrying out the activities. Based on the skills outlined in the National Common Core Curriculum and international information literacy benchmarks, two gamified activities were developed. The first, “Find the card,” sought to foster reading skills, textual interpretation, and the location of information sources in the physical collection. The second, “Do you know RN?”, was aimed at developing digital search skills, critical evaluation of information, and understanding of historical and geographical aspects of the state. The activities were carried out in the library environment and evaluated through satisfaction surveys and the TRAILS tool. The results, combined with the researcher's observations, indicated good student receptivity, demonstration of interest during the stages of the activities, and evidence of strengthened information skills related to searching, selecting, and analyzing information. The findings suggest that gamification can contribute to making the learning process more active and meaningful, strengthening the interaction between the library, classroom, and curriculum, especially when supported by a structured design aligned with clear pedagogical objectives. As a product of this research, the Gamification Guide for School Libraries was developed, which brings together theoretical foundations, practical guidelines, the model used, and two complete activities that can be replicated or adapted in different contexts. It is hoped that the guide will contribute to expanding the use of gamification in libraries and stimulate the creation of new projects aimed at developing information literacy among students in basic education.

Recognizing the library as a political device is fundamental for advancing as a theoretical and professional field, with a view to humanizing our society, which is unjust and unequal. Taking into account the invisibility of popular and community libraries and their role in social transformation, while also verifying the epistemological gaps that such libraries present, we seek to relate these issues to counter-colonial thought, as a way to reclaim and strengthen the social commitment of librarians, along with an expansion of their practices and discourses allied to ancestral knowledge, thus creating what we are calling a counter-colonial library. It is worth noting that the premises of the counter-colonial library arose from reading the thought of Antônio Bispo dos Santos (Nêgo Bispo) and Davi Kopenawa. Furthermore, they were created from the so-called germinating words, which form the four cells of this experience: confluence, sharing, involvement, and biointeraction – these premises give rise to a series of products and services that can be provided by libraries in general. This work has the general objective of systematizing counter-colonial principles applicable to libraries, synthesizing them in a primer intended to guide their social and political action. The specific objectives are: a) to map, in the critical literature of Library Science, elements that characterize popular and community libraries as practices for confronting informational inequalities; b) to systematize principles of counter-coloniality relevant to library practice in any context; c) Based on the analysis carried out, we proposed conceptual and practical guidelines for the promotion of counter-colonial libraries, presented in the form of an informative booklet. The method we used to develop this work was a bibliographic survey, analyzing and problematizing the texts we retrieved about traditional public libraries, popular and community libraries, and counter-colonial thought. At the same time, mobilizing discussions about epistemological plurality, which is fundamental to this work because it provokes a dialogue between academia and non-academic knowledge, we brought in critical discussions from the philosopher Paul Feyerabend. Furthermore, based on the findings and the need to discuss this emerging theme, we created an informative booklet that discusses and organizes the foundations of what a counter-colonial library would be, presenting library products and services based on this paradigm, whose target audience includes: library managers, librarians, professors and students of Library Science courses, and related audiences (literary mediators, classroom teachers, cultural agents and activists).

Information management systems are essential for the functioning of libraries. In addition to supporting various library activities, they aim to provide users with access to the information potentially contained in the catalog. Therefore, it is known that systems undergo updates and require periodic evaluations to verify whether or not they meet the demands of the information unit. Thus, the question addressed by this research is: what technical and functional guidelines can be proposed for the evaluation of information management systems in university libraries? The overall objective of the study is to propose guidelines for the evaluation of information management systems in university libraries. With this in mind, BookWeb, the system used in the libraries belonging to Faculdades Nova Esperança, the locus of this research, will be analyzed, identifying the details of its operation. From a methodological point of view, the research is bibliographic and exploratory in nature, consulting national and international databases to construct the theoretical framework, in addition to the action research technique to obtain information from the functioning of BookWeb, aligning theory and practice. This involves qualitative and thematic analysis, after applying questionnaires to librarians, identifying gaps, aiming at improvements and supporting the construction of evaluation guidelines for library information management systems, which is the final product. On the other hand, there was a lack of recent literature on system evaluation, in addition to gaps found in the functioning of the BookWeb system. In summary, we believe in the potential of the proposed evaluation for library management, resulting in efficient improvements and meeting the information needs of the community.

Considering the high number of syphilis cases reported in Brazil in recent years andtherelevance of studies on health information, this research analyzes the informational behaviorof people diagnosed with syphilis and investigates the barriers faced in the process of seekinginformation on prevention, treatment and management of the disease, as well as the strategiesadopted to deal with these barriers, in order to support the development of an educationalbrochure for users served at IMT-RN. The specific objectives are: to identify the mainsourcesand channels used by users diagnosed with syphilis in the search for informationonprevention, treatment and management of the disease; to analyze the challenges facedbythese users in seeking, understanding and using information about the disease; to examinetherole of health professionals and services in mediating, offering and circulating informationrelated to syphilis; to develop recommendations to improve access to, understandingof, anduse of information about syphilis at IMT-RN, supporting the development of an educationalbrochure aimed at users served by the institution. This analysis is conductedfromtheperspective of information behavior studies in Information Science and its intersectionswiththe health field. It is an applied research study with a qualitative approach, whosedatacollection was carried out through bibliographic research and interviews. Thesampleconsisted of people treated at the Institute of Tropical Medicine of Rio Grande do Norte, withdifferent sociodemographic profiles, including elderly people, pregnant women, cisgenderwomen and men, and transgender people. Data analysis followed the CollectiveSubjectDiscourse (CSD) method. The results highlight information gaps, where filling thesegapsishindered by barriers related to the search, access, and use of information, organizedintothreeinterrelated dimensions. In the emotional dimension, barriers such as fear, guilt, shame, andstigma inhibit engagement in the active search for information. In the social dimension, structural factors – such as gender determinants, low education levels, and digital exclusion–limit access to, interpretation of, and use of information. Furthermore, the infodemicactsasan aggravating factor, undermining trust in sources and hindering the identificationof reliableinformation. Given these findings, it becomes necessary to consider these particularitiesandadapt health communication to promote greater accessibility and social inclusion. Inthissense, the informational product developed in this work consists of a set of educational brochurescreated with simplified language and resources that favor the understanding anduseofinformation by the largest possible number of people, including illiterate elderlypeople, pregnant women, adult men, and transgender women. The results of this study highlight the difficulties in accessing, using, and understanding information by the different profiles served. These results provide support and contribute to the development of more inclusive materials.

Information Management in the public sector aims to ensure that information is managed effectively, in order to promote quality governance, considering its strategic and operational dimensions. To this end, it utilizes information flow analysis, which aims to contribute to providing a quality service, as it allows for an evaluative study of the stages of the information process, identifying obstacles and proposing suggestions for improvement in the development of activities. Thus, this study has the general objective of analyzing the information flow of the simplified selection process for substitute/temporary professors in federal higher education, with a view to identifying opportunities for optimization in light of the principles of Information Management. To achieve this, a methodology characterized as applied research of a qualitative nature is used, classified in terms of means as participatory action research, considering the participation of the researcher and the subjects involved in the analyzed context, and in terms of ends as descriptive, exploratory, and interventional research. The methodological approach adopted in this research was monographic, and non-probabilistic convenience sampling was chosen, using semi-structured interviews. The results indicate that, although a mapped workflow exists in the institution, it is outdated and not disseminated through official channels, and that fragmented communication between the sectors involved, coupled with short deadlines, excessive bureaucracy, and insufficient institutional planning, are some of the bottlenecks in the organizational processes. However, it is observed that the use of the Job Bank/SIGRH module, in addition to formal communication via emails and official letters, as well as the use of a guidance manual for requesting vacancies, represents good practices that contribute to greater efficiency in the process. Therefore, this research presents an optimized information flow aimed at filling the gaps identified during the research, in order to optimize the processes involved in the processing of vacancies in the simplified selection process for substitute/temporary professors in federal higher education at the Federal University of Rio Grande do Norte.

Open Science constitutes a new paradigm for producing and communicating scientific knowledge, guided by principles of transparency, collaboration, reproducibility, and increased social impact of research. Considering the need to equip health professionals to operate within this ecosystem, this study aimed to define the characteristics of an Open Science Competency Development Program designed for medical, medical physics, and multiprofessional residents at the Liga Norte Riograndense Contra o Câncer. This is a mixed-methods study, exploratory, descriptive, and propositional in nature, based on a literature review and the application of a semi-structured questionnaire to identify residents’ knowledge, perceptions, and practices related to Open Science. Twenty-five residents participated in the study. The results indicate that, although most participants report possessing basic or intermediate knowledge on the topic, significant gaps remain regarding essential concepts, practices, and tools—particularly in the use of repositories, preregistration, open licenses, and responsible data-sharing procedures. Lack of knowledge about these elements was identified as the main barrier to adopting open practices, despite unanimous agreement that Open Science contributes to improving research quality. The most frequently suggested initiative to promote its adoption was the provision of training, for which 96% of participants expressed interest, preferably in an asynchronous online format. Based on these findings, the Open Science Competency Development Program was designed, consisting of a course structure, structured teaching plans and a prototype of an online course hosted on Google Classroom. The program may be incorporated by the institution as part of the residency curriculum or offered as supplemental training, and it also represents a replicable model for other health institutions seeking to strengthen practices aligned with Open Science.

This research investigates how mapping the most frequently requested utilitarian information at the Federal University of Rio Grande do Norte (UFRN) can support improvements in the content available on the institutional portal, contributing to the optimization of services provided by the Administrative Office of the Rector’s Office. Its overall objective is to develop a frequently asked questions (FAQ) guide aimed at improving the organization and availability of UFRN’s institutional information. The rationale for the study lies in the need to enhance the management of utilitarian information within the institution, promoting greater user autonomy and optimizing access to fragmented information or information not covered on the various institutional websites. Methodologically, this is a qualitative, exploratory, and applied study, conducted through a monographic procedure and supported by documentary analysis, participant observation, and the examination of informational demands addressed to the Administrative Office of the Rector’s Office. The results reveal that UFRN’s informational structure is characterized by dispersion, fragmentation, and a lack of standardization, factors that hinder users’ access to institutional content and contribute to a culture of informational dependency. The systematic mapping process made it possible to identify the most sought-after topics and revealed gaps in institutional portals, guiding the systematization of 99 questions and answers organized into an FAQ guide. It is concluded that the adoption of content curation strategies and utilitarian information management enables the structuring of more accessible institutional content, contributes to the reduction of recurring demands, and enhances institutional communication, particularly within the scope of the Administrative Office of the Rector’s Office. The study contributes to Information Science by proposing practices applicable to the context of public university administration.

The information society presents information as a central resource and the intensive use of digital technologies, which drive social, economic, and scientific innovation but also generate challenges such as information overload and the need for efficient organizational processes. In this context, the research highlights the problem of dispersion and lack of standardization of internal processes in organizations, proposing solutions that strengthen information management. The study aims to implement a website prototype, with visual resources, to facilitate the understanding of organizational processes and access to information by employees of Pan Agency, a company that provides advertising and marketing services. It is characterized as social research, applied, exploratory, and descriptive in nature, adopting the inductive method, quantitative and qualitative approaches, and the technical procedure Design Science Research. Data collection employed documentary research, semi-structured interviews, focus groups, and questionnaires. The results show that, although some processes were already digitally recorded, the information remained dispersed and poorly standardized, leading employees to rely on informal consultations. They also reveal a preference for visual and sequential content, such as flowcharts, videos, and tutorials. Based on this evidence, Pan Colab was developed, a website designed to integrate, organize, and provide access to processes and strategic documents using multimedia resources. The solution demonstrated potential to strengthen information management, support organizational learning, reduce rework, and facilitate the dissemination of internal processes. It is a replicable proposal, especially in small and medium-sized organizations seeking to consolidate informational practices aligned with process management, contributing to greater clarity, integration, and operational efficiency.

The management of digital collections redefines practices, policies, and processes in university libraries by requiring collection development models capable of responding to the growing complexity of contemporary academic environments. In this context, the dissertation critically analyzes the integration of digital books into the bibliographic collection of the Library System of the Federal University of Rio Grande do Norte (SISBI/UFRN), with emphasis on selection processes, licensing models, technological weaknesses, and operational challenges that affect the relevance and sustainability of the collection. It assumes that the institution lacks a consolidated digital collection development policy articulated with objective criteria and a governance structure capable of guiding strategic decisions. The research addresses the following guiding question: how does the strategic management of digital collections influence the relevance, use, and sustainability of the SISBI/UFRN collection, and which guidelines can optimize this process? To this end, it adopts a mixed-methods approach, involving documentary analysis (policies, contracts, reports, and acquisition records), a case study, and clinical interviews with managers and technical staff from key sectors. The results show that the incorporation of digital books into SISBI/UFRN occurs in an episodic and reactive manner, characterized by sporadic purchases and the absence of systematic planning, as well as limitations such as lack of interoperability between systems, dependence on vendors for usage metrics, gaps in digital preservation, and underutilization of the collection by the academic community. The research proposes guidelines structured around six axes— governance, participatory selection criteria, budget and hybrid acquisition models, infrastructure and digital preservation, mediation and pedagogical integration, and accessibility—capable of guiding the formulation of a robust institutional policy for digital collections. It concludes that the consolidation of hybrid collections within SISBI/UFRN requires continuous strategic planning, strengthened governance, pedagogical integration, and investment in technological infrastructure to ensure a balance between expanded access, informational quality, and operational efficiency. The study contributes to the improvement of digital collection management in Brazilian university libraries by providing support to overcome structural challenges such as policy fragmentation, budget constraints, and technological obsolescence.

This study aims to propose improvements to the Base de Dados Pesquisas Arquivísticas (PAB) and enhance its support for research and scientific output in the field. Initially conceived with limited human resources and technological infrastructure, PAB expanded its scope to include archivists, resulting in a substantial increase in the volume of indexed research. This expansion exposed several challenges, such as slow processing, disappearance of records, and a lack of internal filtering mechanisms. The database was built using the WordPress platform, which is more suited to conventional websites than to scientific digital environments. This is a qualitative, exploratory, and descriptive study, supported by the comparative method. Data collection involved questionnaires administered to PAB managers and collaborators, as well as a comparative analysis (benchmarking) with the Base de Dados em Ciência da Informação (BRAPCI) and the Bielefeld Academic Search Engine (BASE). The questionnaires captured perceptions regarding PAB’s functioning and receptiveness to migration, while the comparative analysis provided evidence for proposing enhancements. Among the findings, the study recommends migrating PAB to the DSpace platform, now in its planning phase, in addition to adopting the Dublin Core metadata standard. As a practical contribution, an implementation and maintenance guide for scientific databases was developed. Future studies are encouraged to expand research on scientific databases in Information Science, explore Artificial Intelligence integration, and assess the DSpace migration through case studies to measure gains in usability and efficiency.

Population aging and the growing presence of institutions on social media bring to light how older adults access, understand, and engage with scientific content in these environments. This dissertation aimed to suggest the Appreciative Inquiry of Action-in-Action Method as a strategic consulting model for engaging older adults with scientific content on the digital social media platforms of the Instituto do Envelhecer/UFRN. The research is justified by the need to recognize this audience as active interlocutors, to identify barriers to comprehension and navigation, and to transform perceptions into applicable institutional communication guidelines. The study is grounded in the fields of scientific communication, articulated with the Appreciative Inquiry of Action-in-Action. A qualitative approach was adopted in three complementary phases: diagnosis and sensitive listening to participating older adults through a questionnaire with open-ended questions, development of an Organizational Consulting Guide for Digital Engagement based on the collected narratives and on the appreciative stages of Discovery, Dream, Design, and Destiny, and creation of support tools for the practical application of the method by the team. Data analysis was conducted through meaning analysis, associated with the principles of the Appreciative Inquiry of Action-in-Action, which enabled an understanding of frequent difficulties and recognition of the conditions that favor participation. The results showed a willingness to interact when the digital environment provides clarity, predictability, and recognition of the older audience, and they indicated paths for adjusting content, format, and publication routines. As a technical product, an Organizational Consulting Guide for Digital Engagement was delivered, containing operational guidelines and accompanied by support tools that detail procedures and materials for daily use. Together, these elements contribute to enhancing institutional scientific communication, expanding the engagement of older adults, and strengthening a culture of inclusive and collaborative communication.

The global scenario of environmental degradation and the growing risk of natural resource depletion highlight the need for strategies that reconcile human development with environmental preservation, promoting sustainability. In this context, information emerges as a key resource for supporting the planning, monitoring, and evaluation of sustainable actions, as well as for informing decision-making and encouraging social participation.Information Management plays a central role in organizing and disseminating information, ensuring its efficient use and supporting decision-making processes. Closely associated with this concept, informational sustainability reinforces the importance of producing and using information in alignment with the principles of sustainable development. In the Brazilian public sector, Sustainable Logistics Plans (PLS) were established as strategic tools to promote sustainable practices within organizations. At the Federal University of Rio Grande do Norte (UFRN), the monitoring of the PLS revealed challenges related to communication, integration, and effectiveness, suggesting weaknesses in the management of informational flow. In this context, the present study aimed to propose an informational flow model based on informational sustainability for the PLS monitoring process at UFRN. The research adopted a qualitative, exploratory, and descriptive case study approach, grounded in document analysis, direct observation, and interviews with members of UFRN’s PLS Management Committee. Additionally, a literature review was conducted using sources such as the Brazilian Digital Library of Theses and Dissertations, Information Science databases, the CAPES Journal Portal, Google Scholar, and books to support the theoretical foundation. Data analysis was carried out using the content analysis technique. The findings revealed that the informational flow of PLS monitoring at UFRN encompasses the stages of identifying informational needs, collection, processing, analysis, organization, storage, retrieval, dissemination, follow-up, and use. However, it also presents weaknesses and informational barriers related to communication efficiency, terminology, reading and comprehension capacity, time constraints, technology, and work overload. Furthermore, the study identified Information Management practices that align with the aspects of informational sustainability. The main contribution of this research lies in the proposal of a continuous and feedback-oriented informational flow model, grounded in the stages described by Dutra and Barbosa (2020) and in the principles of informational sustainability, with a focus on overcoming the diagnosed weaknesses. Among the proposed improvements, the study highlights the implementation of a new module within UFRN’s Integrated Management Systems, capable of automating data collection and processing, integrating records from different systems, standardizing presentation formats, issuing automatic alerts, promoting transparency, and strengthening communication and social engagement. Additionally, the research recommends offering training programs on the PLS to both the academic community and managers to enhance their understanding of the plan and its relevance. It is expected that these considerations will contribute to consolidating a more standardized, integrated, and sustainable informational flow, capable of expanding the reach of PLS actions and serving as a reference for other public institutions.

Understanding how the perceptions of faculty researchers at the Federal University of Rio Grande do Norte's Technology Center influence their scientific publishing practices was the central objective of this study, particularly regarding the choice between publishing in open or restricted access. Based on the premise that Open Science represents a paradigmatic shift in the production, sharing, and dissemination of knowledge, the research investigated how these researchers understand and relate to this movement. A case study method was adopted, combining scientometric analysis of the scientific production of a stratified sample of faculty and the administration of a structured questionnaire to representatives of the Center's 12 departments, which offers 15 undergraduate programs and 14 graduate programs. The results demonstrated that most faculty researchers demonstrate familiarity with concepts linked to Open Science and that most publications (59.8%) occur in Open Access journals. Statistical analysis indicated no significant association between positive perceptions of Open Science and the effective adoption of open access practices, revealing the influence of institutional, disciplinary, and academic evaluation factors on these decisions. The study identified barriers such as lack of incentives, technical difficulties, and fear of data exposure, and presented guidelines for creating an institutional action plan that includes training, integration of academic systems with repositories, review of faculty evaluation criteria, and encouragement of open publishing. The research contributes to understanding the dynamics underlying the adoption of Open Science in Brazilian public institutions, providing insights for more effective policies aligned with the democratization of scientific knowledge.

Digital communication in public educational institutions faces significant challenges related to information organization, communicational clarity, and meeting the needs of diverse audiences. This research proposes an integrated approach for content reorganization in institutional portals, exemplified by the IFRN Portal, based on the articulation of three theoretical pillars: Digital Public Communication, Information Hierarchy, and Plain Language. The general objective is to develop specific guidelines for improving User Experience on the IFRN Portal, considering the informational needs of four identified profiles: External Community, Faculty, Technical Staff, and Students. The methodology adopts an integrated qualitative approach, combining documentary analysis focused on informational needs, benchmarking, and applied product development. The theoretical framework articulates contributions from Information Science, Communication, and Interaction Design to demonstrate how the hierarchical organization of information, based on criteria of order, priority, and sequencing, can be integrated with principles of communicational simplification and the responsibilities of digital public communication. The results include an integrated conceptual model that demonstrates the synergies among the three theoretical pillars, a detailed methodological specification for investigating and implementing improvements, and the development of a technical guide with practical guidelines for content reorganization. The theoretical contributions lie in the synthesis of domains traditionally treated in isolation, offering an institutional communication model that simultaneously considers technical efficiency, communicational clarity, and democratic responsibility. The methodological contributions include an applied research approach that balances academic rigor with practical relevance, demonstrating how different methods can be combined to address complex institutional communication problems. The practical contributions consist of implementable guidelines that translate academic knowledge into concrete recommendations for improving institutional portals, including technical specifications and implementation procedures. The research demonstrates that excellence in digital institutional communication requires an integrated consideration of technical, communicational, and democratic aspects, offering a replicable model for other institutions within the Federal Network. Future perspectives include a research agenda encompassing implementation studies, experimental validation, generalization to other contexts, and the development of public policies for democratic digital communication.

The growing development and accessibility of Digital Information and Communication Technologies have driven the production and dissemination of information, increasing its importance for contemporary organizations and attracting the attention of managers, professionals, and researchers. In the context of public institutions, efficient information management becomes essential for service delivery to society and informed decisionmaking. At the Federal University of Rio Grande do Norte (UFRN), a lack of standardization in the informational flow and information management on the Instagram profiles linked to the Office of Human Resources (PROGESP) was identified, which led to the question of how the establishment of planned and aligned information management guidelines could strengthen communication with civil servants. This study, with a qualitative approach, applied nature, and descriptive and exploratory objectives, employed the case study method to investigate PROGESP/UFRN's communication through Instagram. The specific objectives were: to understand the existing informational flow up to the publication on PROGESP/UFRN’s Instagram pages; to assess the perception of managers regarding information management on these profiles; and to analyze how other Federal Universities in the Northeast use Instagram for human resource management. Data were collected through semi-structured interviews with Instagram page managers and PROGESP administrators, as well as systematic observation of Instagram pages from other federal universities. The data analysis was conducted using Content Analysis. The main results highlight the need for a more structured informational flow and clear guidelines for page management, aiming to optimize communication with UFRN staff through this channel. The study culminated in the proposal of practical guidelines focused on standardizing and strengthening PROGESP’s communication on Instagram, contributing to information management and providing support for the strategic use of social media in public institutions.

In their audits, public administration oversight bodies have paid special attention to the level of maturity of risk management adopted by each institution. According to data from the 2024 Governance, Sustainability, and Innovation Index, prepared by the Federal Court of Auditors, only five of the twenty federal universities in northeastern Brazil have reached the enhanced stage of risk management, with the others divided between the insignificant, initial, and intermediate stages. The diagnosis of a low level of maturity of risk management in these institutions justifies the investigation of new tools and methodologies that can contribute to improving the management of this process, such as knowledge management practices and knowledge-based risk management. In this context, the research problem is to investigate how knowledgebased risk management can contribute to improving the risk management process in federal universities in northeastern Brazil. In view of this, the general objective is to analyze the possible contributions of knowledge-based risk management in improving the risk management process in federal universities in northeastern Brazil. This macro objective is achieved through the following specific objectives: a) verifying the characteristics and benefits of the components of the KBRM structure in the institutions; b) identifying the institutions that adhere most to KBRM, based on the perception of their employees; c) analyzing the strengths and weaknesses of risk management in federal universities in northeastern Brazil; and d) proposing recommendations that contribute to improving risk management in federal universities in northeastern Brazil. This is an applied research with a qualitative and quantitative approach. Regarding the objectives, it is characterized as exploratory and descriptive. Regarding the research techniques, the investigation is carried out through bibliographic research and the application of a questionnaire. Data analysis was carried out using descriptive statistics and content analysis techniques. The results obtained highlight weaknesses in the risk management process, such as reduced staff, absence of a system to manage risks, lack of training, lack of knowledge about knowledge management, among others. In view of this, it was possible to classify the institutions that adhere most to knowledge-based risk management and compare the results with the index prepared by the Federal Court of Auditors. It was found that the institutions that obtained the highest averages in the classification presented are those that have the greatest maturity in risk management. In view of this, it is concluded that it is feasible to integrate the KM process with the RM process. Among the recommendations presented is the institutionalization of the Knowledge-Based Risk Management Plan. This is a guidance instrument for implementing knowledge-based risk management in universities, with a practical and simplified methodology.

Since the emergence of Knowledge Management (KM), it has been possible to construct and refine many different concepts, theoretical and empirical models, and strategic impacts across various organizational contexts. Whether in the private, public, or Third Sector, the results depend on an organization’s ability to make use of knowledge—both organizational and individual. For this reason, the creative potential of Civil Society Organizations represents a fertile and viable environment for KM. Taking advantage of this niche, the present dissertation aims to develop a portfolio of Knowledge Management practices and tools, combining those already experienced by the managers and collaborators of Casa Durval Paiva in their work activities—whether formally or informally—with new suggestions that can be formalized and implemented within the institution. Specifically, it proposes to analyze the understanding of KM among managers and collaborators; to identify and describe the KM practices and tools experienced by them throughout their administrative and operational activities; and to assess their degree of formality. This study is characterized as a single case study, based on a quantitative-qualitative research approach and grounded in the Structuralist Method. For data collection, questionnaires were applied to 84 collaborators from the institution under study, resulting in 42 responses, which were analyzed using Simple Descriptive Statistics. In addition, interviews were conducted with 7 managers from the organization, and the content was analyzed using Bardin’s Content Analysis, supported by ATLAS.ti software to apply the three categories proposed by Batista and Quandt. The data collection instruments were developed based on the model by Batista and Quandt, which includes 41 KM practices and tools, divided into three typologies: people, processes, and technologies. As a result of this study, it was found that managers and collaborators have a partial understanding of the KM concept, make informal use of its practices and tools, and fail to implement other highly promising ones that could contribute to the institution’s performance. There is potential for the institutionalization of Knowledge Management at Casa Durval Paiva through the adoption of practices and tools that ensure the acquisition, use, and dissemination of knowledge among all actors involved. Finally, it is suggested that further studies be conducted to monitor the implementation process of the practices and tools proposed in the portfolio.

The constant transformations in digital technologies have played a fundamental role in mediating communication, especially through the use of social media. In this context, Instagram stands out as one of the most widely used platforms in Brazil, also impacting public institutions, such as Public Libraries, which have incorporated it into their communication practices. Given this scenario, the focus of this research is the Câmara Cascudo State Library, which, after remaining closed for nine years, was reopened in a context marked by the intensive use of social media, requiring the library to incorporate these tools in fulfilling its informational and communicational functions. Accordingly, the research problem arises from the concern regarding how the Instagram profile of the Câmara Cascudo State Library can socially contribute to the everyday lives of informational subjects. The main objective of this study is to understand the informational practices of the users of the Câmara Cascudo State Library in relation to Instagram, in order to propose improvements to the library's institutional presence on the platform. The specific objectives are: to characterize the posts published by the Câmara Cascudo State Library on Instagram to understand follower engagement; to identify the informational practices of users in relation to their everyday use of Instagram; to investigate the perceptions of informational subjects about the contribution of the library's institutional profile as an informational tool; and finally, to propose strategies to enhance the Instagram presence of the Câmara Cascudo State Library, strengthening its influence and social contribution to its informational community. The relevance of this study lies in the capacity of social media to influence informational services, especially in Public Libraries seeking modernization and continued relevance in the digital environment. The methodology adopted is grounded in an ethnographic approach, using ethnography to understand, from the experiences and perspectives of the interviewees, the informational dynamics in the digital context. Interviews were conducted with eleven individuals at the Câmara Cascudo State Library itself. Based on content analysis, it was observed that the participants mainly perceive Instagram as a space for leisure. By following the library's profile, they show interest in content that combines entertainment and information. It was also found that more than half of the interviewees did not previously follow the library's profile but expressed various thematic interests, which led to the identification of the following user profiles: reader profile; educational profile; informational profile; critical profile; work profile; and everyday life profile. As a final outcome, the research proposes guidelines for the strategic use of Instagram by the Câmara Cascudo State Library, aiming to strengthen communication between the institution and its community, promote democratic access to information, and expand the library's social reach in the digital environment.

Access to public information is a fundamental right of every citizen, and active transparency is one of the primary means of ensuring this right. Active transparency involves the proactive disclosure of public information, without the need for formal requests. One of the strategies to promote it is the Open Data Policy, which encourages the availability of public data in open and freely usable formats. In this context, budgetary, financial, and accounting information stands out in public administration due to its relevance to society. This study aimed to evaluate the relationship between the elements of informational culture at PROAD/UFRN and its contribution to the active transparency of budgetary, financial, and accounting information, with a focus on compliance with the open data policy. Methodologically, this constitutes na applies, qualitative, exploratory, and inductive research study employing case study methodology. Data collection involved bibliographic research, documentary analysis, as well as interviews, analyzed through documentary and content analysis, following Bardin's approach. The theoretical framework development occurred from August 2023 through June 2024, documentary data collection took place from June to October 2024, and interview data was gathered between November 5 and December 3, 2024. The content analysis categorization process yielded these final categories: PDA responsibilities of pro-rectorates and administrative units; information behaviors that enhance the institution's information environment; improvement of staff information behaviors; and identification of the institution's information culture. The results indicate the existence of a culture of active transparency at PROAD/UFRN, although there is potential for strengthening, particularly regarding to inducing the provision of information in open format on the Open Data Portal. Informational behaviors at PROAD were identified that could contribute more significantly to the effectiveness of UFRN's Open Data Policy, but improvements are still needed. There is an informational culture oriented toward active transparency, but this culture can be enhanced in terms of open data itself. It is concluded that it is necessary to strengthen the informational culture at PROAD/UFRN, particularly in promoting the availability of open data, as a way to enhance the effectiveness of active transparency. As a contribution, an intervention is proposed to improve PROAD's informational culture and the active transparency of budgetary, financial, and accounting information in open data format. These recommendations include: suggesting creation of new open datasets; providing step-by-step guidance for generating this data; developing simplified terms for technical concept translation/description; and proposing improvements to strengthen information culture - the latter formulated as a 5W2H action plan.

(Universidade Federal do Rio Grande do Norte, 2025-03-31) Rêgo, Ricardo Pereira do; Moreira, Luciana de Albuquerque; http://lattes.cnpq.br/9461909998413307; https://orcid.org/0009-0002-8355-8298; http://lattes.cnpq.br/4610654223761485; Silva, Ilaydiany Cristina Oliveira da; Macêdo Neto, Miguel Cabral de
Concerns about risk prevention and the promotion of safe environments, central themes in the field of Occupational Safety, have been progressively incorporated into the mission and objectives of modern organizations. Within federal universities, the dissemination of information is essential to creating a safe environment for the academic community, and it is up to managers to ensure that everyone is aware of best practices and prepared to act appropriately in emergency situations. In this sense, the analysis of information behavior is an important aspect for a better understanding of how the challenges inherent to safety are faced in Brazilian public higher education institutions. Information behavior is related to the various ways in which individuals interact with information, indicating how they appropriate, process and use it when necessary. Thus, this research aimed to analyze the information behavior of employees regarding occupational safety, focusing specifically on preventive practices concerning the maintenance of one of the main protective equipment, fire extinguishers, within the Center for Exact and Earth Sciences (CCET) of the Federal University of Rio Grande do Norte. The research was characterized as a descriptive study in which the case study was adopted as a technical procedure and had as participants the technical-administrative staff of the CCET - UFRN who perform activities related to safety management. Data collection was carried out through documentary analysis, observation and application of a questionnaire with closed and open questions based on the Wilson model. The results indicate that most of the employees have data on the safety and handling of fire extinguishers. However, there are numerous needs that encourage the search for more information on how to act, with informational behavior characterized by the use of strategies based on the analysis of the context, risks, type of fire and characteristics of the extinguishers available from the consultation of sources such as the internet and institutional channels, as well as the support of close colleagues. As a product of this research, it is proposed to develop a technological device, the prototype of an application for the management of fire extinguishers, to be used as a tool in the optimization of the safety management process in work contexts.
