    A inserção da educação a distância no ensino superior do Brasil: diretrizes e marcos regulatórios

    This article aims to critically review the regulatory frameworks that guided the institutionalization of distance education (DE) course offerings in higher education institutions in Brazil, taking as a reference 50 (fifty) documents which were analyzed for the research titled Expansion of Higher Education pos-LDB 96. The need for systematization of DE, legitimated by this Act (LDB-96), proved to be part of the guidelines of international agencies as a strategy for expansion of higher education and that the first initiatives of the Brazilian government were associated with the use of technology in education. A contextualized analysis of regulatory frameworks showed, initially, the quantitative and massified explosion of DE, without the state having proper instruments for its effective regulation. From 2005, new regulatory acts and the creation of the Open University of Brazil seek to maintain this expansion without losing quality.

    Do papel atribuído ao papel exercido: a política de formação continuada de alfabetizadores em municípios cearenses

    The paper is about the role played by the municipalities in the literacy teacher continuing education policies. It is a research conducted in Ceará municipalities, Brazil, having the period between 2003 and 2006 as a contextual sample. The study brings the notion of intergovernmental relations and cooperative mechanisms as theoretical and central tools and, through interrelated stages of bibliographical and document analysis as well as fieldwork, it is carried out the analysis of the interrelation between the municipal policies and the policies developed by the Federal and/or State Government for literacy teacher continuing education. The research reveals that in the field of the realities examined taking care of the literacy teacher continuing education policies is not an exclusive municipal role, but it is a common competence of the federated entities within the Brazilian cooperative federalism.

    Politícas públicas no Brasil: o desafio de garantir os direitos da infância

    The article talks about the challenge of the construction of public policies for the child in the age group from 0 to 6 years old in Brazil, in the perspective of the right guarantees. One can presuppose that to comprehend the development of these policies, it is necessary to analyze the historical route of its assistance, possibilities and limits. It is also important to consider the contradictory relationships of power present in society, and its influence in the building of the conception of child and childhood that are very far to be neutral words, so they are policies. In this point of view, this work analyzes the arrangement of the current policies of assistance to children, making clear the shape as they were reorganized by the neo liberal policies and set of instructions of international organizations. The studies show that, instead of public and universal policies, programs and actions are introduced based on the focus in the fight against poverty, made with low costs and questionable quality.

    Política de formação de professores: variação do locus de formação e a experiência do CEFET-RN

    The present article discusses the directives of the policies of the initial teachers’ formation introduced in Brazil in the 1990’s. These directives have brought new directions and demands, both to the formation institutions and to teachers’ formation. This work analyzes the enlargement and the variation of the formation locus, a topic criticized by the teaching educators for enabling different and flexible models which have taken to a more technical and instrumental formation to the detriment of a theoretical and practical solid formation. In a general way, the study reveals that the CEFET’s use as a space of teachers’ formation has given priority to the quantitative aspects, the optimization of the resources and the instrumentation of the educators’ formation, even though under the speech of the quality of the educational process. Differently, the operationalization of this policy at CEFET-RN has favored a formative model, which has joined research, extension and teaching, guaranteeing the specificity of a solid formation, as well as the articulation between theory and practice and the sense of investigation, necessary characteristics to the formation of a devoted educator with the quality of public education.

    Gestão educativa gerencial: superação do modelo burocrático?

    The study discusses the changes in public management and their impacts on the educational field from the adoption of the flexible model production. It is based on the assumption that the changes incontemporary societies were influenced by the need to reorganize the capital that, in crisis, tried to overcome the Taylor/Ford production model, by implementing a more agile, more flexible one to meet the current demands of the market. For the implementation of the new public management, the Latin American countries started to use strategies based on the business model and the criteria of efficiency, effectiveness and productivity. This new management paradigm advocated replacing the bureaucratic model of management by a decentralized model, with focus on customer service. These guidelines have a broad impact on the educational management and were disseminated by international organizations. Studies show that the management model has been unable to overcome the bureaucratic model of management that existed within the school, which is found in the transformation of a bureaucratic flexibility, consistent with the new model of production.

    Federalismo e educação no Brasil: subsídios para o debate

    This article discusses federalism, seeking to understand their conceptual frameworks as well as its setting in Brazil and the implications for the field of education. We conclude, in the last years, that, particularly after the 1988 Federal Constitution, there is a reconfiguration of Brazilian federalism with the insertion of the municipality as a federated entity and autonomy to think out their education systems. The standards and implemented programs approved seek to consolidate the regime of collaboration among federal agencies for the field of education. However, the Brazilian federalism, over the years, has not fulfilled, satisfactorily, its redistributive and supplementary function, so we observed conditions that differentiated offers at all educational levels.

    Contratualização no ensino superior: um estudo à luz da nova gestão pública

    Current article discusses management forms of educational policies for higher education system focusing on the management contract used by the Program for the Support of Restructuring and Expansion Plans of Brazilian Federal Universities (REUNI). It is foregrounded on the analysis that educational policies must consider the historical contexts in which they were created and implemented, and which have lately been marked by sociopolitical and technological changes leading to reforms in the national States, with repercussions on the educational field. The bibliographical and documental study, developing a contextualized interpretation of the subject, shows that the adoption of a new management model, based on the theoretical frameworks of the new public management with business principles, has brought a new configuration to the management of the public universities where the management contract is the main operationalization instrument. The REUNI program, by adopting an organization model based on this paradigm, aimed at the efficiency and efficacy of the services, changed the organizational form of the universities, giving priority to a commercial-like relationship rather than insisting on its social function and its concern for citizenship training

    Administração gerencial: a nova configuração da gestão da educação na América Latina

    The article analyzes the configuration of educational management being implemented in Latin America. It argues that the recommendations of the Principal Project of Education (PPE) and the Regional Project of Education for Latin America and the Caribbean (PRELAC-2002) have influenced educational management, as they brought into place modern decentralized practices to overcome more centralized paradigms. The evaluation of these experiences reveals an increasing option for decentralized management perspectives and institutional spaces to mediate the relationships between State and civil society, by adopting public management practices close to the managerial models of the private sector
