    A relação entre justiça e Paideia: uma leitura a partir da República de Platão

    The present work analyzes the relationship between justice and paideia in Plato's Republic, drawing on Books I, II, III, IV, and VII. The study proceeds from the hypothesis of a triadic structure: first, the aporia of justice in Books I and II, which exposes the inadequacy of traditional definitions and the need for a theory of soul-formation; second, the educational process of the guardians in Books II, III, and VII, in which mousiké, gymnastiké, and dialectic establish the ethical and psychological conditions for justice; and third, the realization of this relationship in Books IV and VII, by defining justice as the hierarchical harmony of the soul's parts and periagogé as the philosophical culmination of the formative process. Methodologically, the work brings together the immanent analysis of Platonic texts, the historical-philosophical contextualization of Greek paideia, and critical engagement with commentators such as Werner Jaeger, Nicholas Pappas, Hans-Georg Gadamer, Karl Popper, and Hannah Arendt. It is argued that, in Plato, justice is neither a natural given nor a mere convention, but the outcome of a formative process that transforms human nature, one that can only be stabilized within the polis through the philosopher-ruler, the supreme product of an integral paideia. The work further shows that periagogé does not break with the preceding educational stages, but preserves and elevates them, converting justice from habit into knowledge and from obedience into understanding. The critiques put forward by Popper regarding the alleged totalitarianism of the Republic, and by Arendt concerning the subordination of political action to contemplation, are answered through resources internal to the dialogue itself, by characterizing the kallipolis as a normative model rather than an immediate political program, and by grounding the ruler's legitimacy in the absence of any desire for power.

    Municipalismo ambiental: capacidade institucional e responsabilidade na gestão de resíduos sólidos urbanos a partir do seridó potiguar

    The present article analyzes the National Solid Waste Policy (PNRS) through the lens of environmental municipalism, highlighting the institutional capacity of municipalities in the management of urban solid waste and their responsibility for its implementation, with emphasis on the Mesoregion of Seridó Potiguar. The discussion begins with the context of population concentration in urban areas, the intensification of consumerist practices, and the consequent increase in waste generation—elements that reinforce the urgency of implementing effective public policies. The PNRS assigns municipalities a central role in executing waste management actions; however, challenges persist, such as insufficient financial resources, technical fragility, inadequate final disposal, and difficulties in the preparation and implementation of Municipal Integrated Solid Waste Management Plans (PMGIRS). To achieve this result, the methodology applied was deductive, combined with explanatory and doctrinal bibliographic research, based on data from the Brazilian Institute of Geography and Statistics (IBGE) and documents from the Intermunicipal Solid Waste Plan of Seridó. The analysis demonstrates that the full effectiveness of the PNRS depends on the responsibility of local managers in its application and on the observance of institutional limitations.

    Reforma do licenciamento ambiental eólico: recalibração da resolução CONAMA Nº 462/2014

    This article conducts a critical analysis of the CONAMA Resolution No. 462/2014, which regulates the environmental licensing of wind farms in Brazil, in light of the constitutional principles of precaution and prevention. The study identifies structural gaps in the regulation, especially concerning the assessment of cumulative and synergistic environmental impacts in regions with high wind density, such as the Northeast. It is highlighted that the simplified license (RSL), applied to undertakings up to 10 (ten) megawatts (MW), weakens the aforementioned principles by waiving the Environmental Impact Study (EIA) and the Environmental Impact Report (RIMA), without considering the cumulative effects of wind complexes, which can be severe and irreversible for local fauna, flora, and communities. The research employs a qualitative and bibliographic methodology, with a detailed analysis of the Resolution in contrast with constitutional mandates and jurisprudence of the Federal Supreme Court (FSC). A normative recalibration of the Resolution is proposed, including the expansion of the mandatory nature of the EIA/RIMA, the establishment of objective criteria for cumulative assessment, the creation of a Cumulative Impacts Database (BDIC) managed by the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA), as well as the implementation of integrated studies on impacts to migratory fauna. It is concluded that the proactive reform of the Resolution is a constitutional imperative to harmonize the energy transition with effective environmental protection.
