Thus, this thesis proposes to evaluate the Safeguard guidelines for the implementation of the Safeguard plans, of two assets registered as Cultural Heritage of Brazil, Festa de Sant’Ana (RN) and Maracatu de Baque Solto (PE) to verify if the plans addressed preservation, transmission and sustainability as essentials conditions for safeguarding said assets, provoking the matter of the research problem, as to how the Festa de Sant’Ana, the Maracatu Cambinda Brasileira and the State are implementing actions of the safeguard plan for the survival of the asset, and if they have warranty of such politic working. The methodological procedures used were: bibliographic, documentary and field research, with semi structured interviews, direct and participant observation. The conceptual framework adopted enabled the combination of multiple theoretical contributions, allowing the intertwining between theory and practice. It is a qualitative approach, designed as documentary study, to evaluate the safeguard plans guidelines of these two registered assets. We followed techniques of public policy evaluations, as in Weiss (1978), Stake (1999), Draibe (2001), Silva (2001), among others. As the studies of cultural policies evaluation in Brazil are recent, a few other authors focused on this topic were brought, such as Albino Rubim (2008) e Lia Calabre (2019). Given the complexity of our topic, other domain of knowledges were called upon to support the evaluation, such as the theoretical-methodological contributions of Social Sciences, with reflections on various categories such as culture, tradition, memory and immaterial patrimony, all funded by the discussion of several authors. The research is justified by its main purpose of contributing for the diffusion and preservation of cultural and immaterial heritage of RN and PE, deriving knowledge to next generations, and assuming the pretension of now intervering in the perceptions of the implementers of this preservationist policy in a particular reality, as the one focused in this research.
