    Os mangaeiros nas feiras-livres do Natal: desvendando os saberes da tradição

    This study it approaches the cultural activity of the mangaeiros, investigating the knowing of tradition from data collected in empirical research in four free markets of the City of the Christmas (Alecrim, Carrasco, Cidade da Esperança, Rocas). The research calls attention for the presence, in these free markets, of the knowing of the tradition. It was looked, therefore, to understand which the directions that the mangaeiros attribute its activities developed in the daily one of the free markets of this city. The methodology prioritizes the etnografia, photos, half-structuralized application of questionnaires and interviews. The theoretical base consists of reflections of authors as Clifford Geertz, Gerd Bornheim, Cláudio Luiz di Stasi, Robert Cardoso Oliveira, Luis of the Cascudo Chamber among others.

    Uma análise do processo político-econômico venezuelano do governo bolivariano de Hugo Chávez (1999-2013)

    The purpose of this study is to analyze the Venezuelan political process known as the Bolivarian Revolution and, through it, to evaluate the government of Hugo Chavez (1999-2013). From this perspective, this study provides an overview of Venezuelan history before Hugo Chavez exercised power, analyzing the main moments that were important until his arrival in the government: "Pacto de Punto Fijo" and "Caracazo". This research tries to understand, through a qualitative and bibliographical analysis, the articulations between the different fractions of classes in the power block that expresses the government of Hugo Chavez, since these articulations generate specific effects in the State apparatus and public policies - especially in social policies. The analysis of the power bloc is based on an assumption based on the context of the deepening of the capitalist world crisis - since 2008 - and the consequences of falling commodity prices, which affected the main source of Venezuelan income : the oil. We assume that Venezuela would be in front of a "boliburguesia". In this, we defend the idea that the hegemony of the block in power continues being of the petroleum rentier sector and that the Venezuelan government could be Bonapartist or Cesarean. Moreover, we argue that there is no road to socialism in Chavista Venezuela because private bourgeois property is not questioned. Thus, we consider that this research is based on an analysis of the bloc in power during the Chávez administration, which allows us to identify elements based on economic aspects established in Venezuela, which are not only internal but also external.

    Avaliação da política de regularização fundiária de territórios quilombolas no Estado do Piauí: o caso da Comunidade Contente

    The right of property of quilombola communities was only formally recognized a century after the abolition of slavery in Brazil, with the edition of article 68 of the Transitional Constitutional Provisions Act - ADCT of the Federal Constitution of 1988. The objective of this research was to evaluate the implementation of the public policy of land regularization of quilombola territories in the state of Piauí, from 2004 to 2017, based on the case study of the titling process of the Contente Community, located in the municipality of Paulistana - PI. We analyze the context of the implementation process of this public policy, identifying the factors that interfere in the achievement of the established objectives, based on Bourdieu's concept of life trajectory (1996). The methodological procedures used were a review of the literature on the evaluation of public policies and the quilombola theme, relating them to the policy of land regularization and the agrarian question of Brazil, as well as a conceptual discussion on quilombos, ethnic identity and territoriality; documentary research on said policy and its implementation in the case studied; in field research, direct observation and semi-structured interviews with technical implementers and managers, representatives of the quilombola social movement and residents of Quilombo Contente. Despite the legal-institutional progress with the publication of Decree 4887/2003 and the Brasil Quilombola Program (2004), which allowed the structuring of a specific sector in the Regional Superintendence of Incra in Piauí, implying better qualification of the demands and improvement of the actions to regularize quilombola territories, and with the creation of State Law 5.595/2006 that for a given period has made titling processes on state lands faster, the results are still not satisfactory in the face of growing demand. Prevalence of delays and discontinuities in actions motivated mainly by the budget constraints of the last decade and the complexity of the federal legislation of quilombos land regularization. The implementation difficulties favor the increase of conflicts in the field with the advance of economic agents and the clashes faced in the parliament with the so-called "ruralist group", as it occurs in the Content Community, which during the titration process experiences a series of violations of rights guaranteed to the traditional populations before the installation of Transnordestina Railroad.

    A trajetória da lei do Registro do Patrimônio Vivo do RN – RPV (2007–2017): uma avaliação de implementação

    L'évaluation de la recherche scientifique et des documents officiels est reconnue comme un instrument intégral de gestion publique et d'amélioration des politiques publiques, notamment depuis les années 1990. Cette recherche est proposée précisément, à la lumière d'une réflexion sur les politiques publiques de la culture , pour évaluer la trajectoire de la loi du Enregistrement du patrimoine vivant dans la RN − RPV, qui accorde des subventions à vie à des groupes artistiques ou des artistes qui, avec plus de 20 ans d'expérience, possèdent des connaissances pertinentes pour la production et la préservation de la culture populaire, provoquer l'émergence du problème de la recherche: qu'est-ce qui a entravé ou facilité la mise en œuvre du programme du Registre du Patrimoine Vivant dans la RN? Le cadre conceptuel adopté permet la combinaison de multiples contributions théoriques, permettant l'imbrication entre la théorie et la pratique. Il s'agit d'une approche qualitative, présentée comme une étude documentaire pour évaluer la trajectoire de la loi RPV−RN, entre 2007 et 2017, suivant quelques techniques d'évaluation de trajectoire dans Gussi (2008) et l'évaluation des politiques publiques, Figueiredo et Figueiredo (1986), Stake (1999), Draibe (2001), Silva (2001), entre autres. Compte tenu de la complexité du sujet, d'autres domaines de la connaissance ont également été invités à appuyer l'analyse, comme le soutien théorique et méthodologique des sciences sociales, avec des reflets dans diverses catégories, telles que la conception de la trajectoire de Bourdieu (2003), à l'objectivation de les relations entre les agents et les forces présentes sur le terrain, ainsi que d'autres catégories dans la formulation de la loi, comme la culture, la tradition, la mémoire et le patrimoine immatériel, ont guidé les réflexions de plusieurs auteurs. La recherche se justifie par son plus grand but de contribuer à la diffusion et à la préservation du patrimoine culturel immatériel dans RN, les connaissances découlant pour les générations futures, et même en supposant que le prétexte de ne pas interférer dans les voies de la perception de la mise en œuvre de cette politique préservationniste une réalité notamment à la lumière de cette évaluation. Les conclusions que nous arrivons guide pour comprendre les déterminations et les contradictions présentes dans la mise en œuvre du RPV−RN, montrent la signification de son essence pour la construction de la connaissance.

    A cidade como um livro aberto: caligrafias urbanas nas ruas de Natal/RN

    This dissertation aims to investigate the contemporary city from the phenomenon of "Urban Art", specifically the segments - graffiti and pixo -, in the city of Natal. Based on the proposal to think "the city as an open book", to articulate the theoretical concepts with the artistic experimentation in which the researcher is inserted, the surface of the city is thought in this context as material of scientific analysis while dense narrative description. For this purpose, three main concepts are explored; or of minor literature (DELEUZE, GUATTARI, 1977); the sharing of the sensitive (RANCIÈRE, 2005); and heterotopia (Foucault, 2013). In this sense, the research chains the intellectual exercise with the poetic sensibility, to perceive and to think the urban writings. Thus, the purpose of the work is to highlight the narratives enunciated by these practices, questioning how they re-signify urban space in aesthetic and political terms, insofar as they challenge the architecture of the city.

    Artesãos online: parcerias virtuais e hardware livre

    The present text brings the results of a research about handmade synthesizer builders and the knowledge connections and exchanges that they establish through websites and online forums. Synthesizers are electronic devices that produce sound through the modulation of electric currents. Since the 1990 decade, there has been a diffusion of the practice of building such instruments in an artisanal way, based on information obtained online. Many builders offer free synthesizer design project and, through exchanges of opinions and suggestions, improve their knowledge and the technology used. We sought to observe the way in which technological knowledge is developed through partnerships mediated by virtual platforms, as well as bringing the fluidity of the associations established through the internet and the various connections between machines and human beings in this practice.

    O ensino da sociologia na perspectiva dos professores de sociologia do ensino médio em Natal/RN

    Sociology arrived in Brazil in the middle of 1924 and 1925, having its first chair (professorial chair), in the Normal Schools as an auxiliary discipline of Pedagogy. It was institutionalized in 1930 in the Brazilian academic environment with the creation of the Free School of Sociology and Politics of São Paulo in 1933. Since then, the discipline of Sociology has faced several difficulties to be part of the curricular structure of High School. With the changes and reforms that have taken place in the Brazilian political scene throughout history, the discipline of Sociology in the educational space is now compulsory, sometimes it is optional, which ends up influencing teaching in elementary schools in our country. In this context, we have recourse to the social representation of teachers who teach the discipline of Sociology to analyze the teaching of this subject in public and private secondary schools in the city of Natal / RN. As a research instrument, a questionnaire was applied qualitatively and quantitatively with structured questions and open questions. In the analysis of the interviews, the Collective Subject Discourse (DSC) technique, proposed by Lefevre & Lefevre (2010), was used through the QualiQuantsoft program. The results obtained demonstrate the realities faced by sociology professors, both in public schools and private high schools, when we come across situations that have been occurring throughout the history of social sciences and that remain the same, such as teachers of other disciplines teaching classes in Sociology in a superficial way, the struggle for the valorization and permanence of the discipline in the curriculum of High School and the retrogression that Sociology is once again passing in the educational political scenario, relegating it to an optional discipline as measured provisional Regulation 746/2016. Finally, it was verified that the struggle of Sociology to maintain itself in the curricular matrix of the Secondary School is consolidated through its professors licensed that seek recognition when promoting the teaching-learning quality of the discipline.

    Pesquisa agropecuária estadual e desenvolvimento institucional: a experiência da Emparn, no Rio Grande do Norte

    O presente trabalho estuda a organização estadual de pesquisa agropecuária Emparn, com foco na mudança organizacional ocorrida em 1995, quando, entre os desdobramentos dessa mudança, voltou-se para as atividades de transferência de tecnologia para a agricultura familiar. Objetiva analisar a contribuição dessa organização nas atividades de transferência de tecnologia frente aos desafios tecnológicos e de inovação voltados para a agricultura familiar. Para consecução dos objetivos foi adotado o seguinte percurso metodológico: a priori realizou-se um levantamento bibliográfico referente à temática, e, na pesquisa de campo, foi utilizada a entrevista semiestruturada e conversas informais com os técnicos. A partir da construção concepção teórica da sociologia das organizações, mudança organizacional, tecnologia e inovação agropecuária, agricultura familiar, saberes da tradição e desenvolvimento rural contextualizando, os quais são objeto de estudo, buscou-se responder à seguinte indagação de pesquisa: como foi estruturado e operacionalizado o modelo de organização para as atividades de transferência de tecnologia para a agricultura familiar e qual o ambiente institucional resultante desse novo arranjo? Diante dessa questão, teve-se como hipótese que a Emparn, com seu novo modelo organizacional, direcionou as atividades de transferência de tecnologia para a agricultura familiar.

    This thesis is to study the object of urban sprawl in the current context, in which observed changes in settlement patterns of urban spaces that make up the urban design in a piecemeal way, fragmented and polycentric. These changes result in increased energy expenditure and the need for increased spending on infrastructure access to the displacement of people and environmental impacts. It was from the observation of such changes in the occupation of the territory of RMNatal we proposed this research, which aims to understand the production of urban space in the Metropolitan Region of Natal (RMNatal) and the effects and or changes caused by the action of public policies and the private capital in their municipalities, being logical and patterns quite different occupation - spatial and social, that characterize the urban sprawl process. The starting point of theoretical studies and research of authors such as Limonad (2007), Spósito (2007.2009), Monte-Mór (2006, 2007), Reis (2006, 2007), Lencione (2010, 2011), Clementino (1995 2009, 2015), Milton Santos (1996, 2008), Lefebvre (1999, 2001), Clark (1991) among others who have examined the question of production and reproduction of urban space and its socio-spatial developments which highlights the dispersion urban. In this sense, the theoretical questions were analyzed that relate to urban sprawl, the theoretical models of the structures of cities, the metropolises, the research area of the urbanization process and the main objects and actions that mark the changes and the passage of the compact city to form a reticular region RMNatal. The results derived from theoretical and methodological exercise using geotechnologies with the spatial distribution of data and information collected during the research that reflect the urban sprawl in RMNatal. The variables related to land use were analyzed, the pendularity, technical-scientific-informational milieu and urban habitats that make up the content-forms and make RMNatal most segregated and fragmented urban fabric. All this indicates that urban sprawl is in training in RMNatal, accentuating up the processes of fragmentation and segregation in RM that needs further attention and planning.

    This work aims to discuss the possibilities of dialogue between audiovisual images and conceptual proposals addressed in the National Curriculum guidelines of High School for the area of Sociology. Considering that the image is present in the daily life of youth, the visual becomes increasingly document and tool in sociological reading of the facts and social phenomena. Inspired by the works of Raymond Williams, Marcel Martin, Pierre Sorlin and José de Souza Martins, this study aims to understand how the use of image in the universe of Sociology opens a wide field of inquiries, questions and experiments that enrich the knowledge produced by this science and broaden awareness of their importance. This study was conducted with students from one public High School of Rio Grande do Norte and, based on the perspectives of Paulo Freire and Edgar Morin, searched directions for pedagogical practices that would enable the use of images in everyday school life. The method used was the qualitative research that, through the gradual insertion of images and discussions during the meetings, provided the appearance and development of sociological themes. The results were based on both speech of the students and the production of a short film to demonstrate the learning process in sociological themes. According the point of view of the researcher, the students were able, in a simple way, to visualize images and comprehend cinematographic language, and built arguments and proposals for intervention in their school environment.
