In this context, nation branding is consolidating itself as a relevant concept in the field of international relations, especially in the areas of public diplomacy and tourism. This study aimed to analyze the perception and actions of Brazilian diplomatic representatives in projecting the image and positioning of the country brand as a competitive tourist destination abroad. Methodologically, the research adopted a qualitative approach, of an exploratory and descriptive nature, based on a literature review and semi-structured interviews with seven Brazilian diplomatic actors. The empirical data were analyzed using Content Analysis, according to the method proposed by Bardin. The research outlined, through eleven analytical categories, the performance of Brazilian nation branding through national public diplomacy. The results showed that the study of the geopolitics of tourism faces some resistance, where the perception of tourism as an "instrument" is more widely accepted than the perception of it as a "thriving attribute" in contemporary Brazilian international relations. Furthermore, diplomatic action in nation branding proved to be predominantly indirect and conditioned by internal structural factors, ranging from governance, institutional coordination, and continuity of public policies between governments, to issues related to public security, budget, air connectivity, and infrastructure. The relevance of nation branding for national tourism was also noted, although contingent on the resolution of these structural factors. It was concluded that the "Brazil" country brand is undoubtedly a vast territory of untapped potential, but it is primarily subject to the success of internal policies. However, we have limited knowledge regarding the socio-economic factors associated with its adoption. The purpose of this study was to characterize the socio-economic profile of flexitarians in Brazil, examining its relationship with meat consumption patterns. We sought to answer four questions: (1) What is the sociodemographic profile of this population? (2) What are the main motivations for adopting this diet? (3) How frequently do flexitarians consume meat? (4) What are the primary meat substitutes consumed by flexitarians? Additionally, we investigated the relationship between gender, sexual orientation, and meat reduction behavior among flexitarians. Data were collected from 1029 flexitarians across Brazil using an electronic survey. Our findings indicate that flexitarianism is more prevalent among highly educated women. The primary motivation for adoption is the environmental impact of meat consumption. Consumption patterns are characterized by reduced beef consumption and increased poultry consumption. The main substitutes for meat are plant-based protein sources and eggs. Gender does not influence the degree of meat reduction among the flexitarian population, although race/ethnicity may play a role. Changes in the international context have contributed to the increasing participation of this population in international migrations. Therefore, in recent decades, transformations in skilled migrations have become evident. This highlights the need to understand how this type of mobility has changed across different countries. The Brazilian community abroad has been growing over the years, and although these departures represent a small portion of Brazil's total population, the stock of the Brazilian community abroad is already larger than the total population of 15 Brazilian states, when compared individually. As skilled migration has been growing more rapidly than low-skilled migration, there is a clear need to study this type of migration. According to the United Nations (2019), the main destinations for Brazilians are countries in the Global North. In Europe, Portugal stands out as the main destination for Brazilians in recent years, with constant repercussions on this flow. With this in mind, this thesis aims to analyze the factors and characteristics that can explain the growth, transformations, and trends of skilled Brazilian migration to Portugal since 2011. For this purpose, both quantitative and qualitative methods were used. As sources of quantitative data, Eurostat databases (2011 to 2021) and the Censuses of the National Statistics Institute (INE) of Portugal (2011 and 2021) were used. For the qualitative part, in-depth interviews were conducted with skilled Brazilian migrants residing in Portugal, who were identified through the Snowball Sampling method. Among the results, it is noteworthy that there are low incomes and a lack of absorption by the Brazilian productive structure of part of the skilled population, the highest growth ever identified of skilled Brazilians in the history of Portugal, the faster growth of these people in the Northern municipalities, despite the majority still living in the Lisbon Metropolitan Area (AML), the high frequency of family migration among the skilled, fueled by networks, and the emphasis on motivations for the migration project, related to violence in Brazil, the search for a better quality of life in Portugal, the pursuit of professional insertion and development in Portugal, and migration for study purposes.Doctoral Thesis Marcas de uma pandemia no Brasil: análise bioética de fatores relacionados à postura do estado brasileiro frente à Covid-19(Universidade Federal do Rio Grande do Norte, 2023-12-22) Lopes, Lavínia Mabel Viana; Amorim, Karla Patricia Cardoso; http://lattes.cnpq.br/6339836465951509; https://orcid.org/0000-0002-1978-2474; http://lattes.cnpq.br/6450385756712760; Freitas, Cláudia Helena Soares de Morais; Guerra, Eliana Costa; http://lattes.cnpq.br/4235304768982007; Valença, Cecilia Nogueira; Caraffa, Volnei; Bosco Filho, João; Feitosa, Saulo FerreiraBrazil came to occupy second place in the absolute number of deaths from Covid-19 and, in March 2021, it was considered the global epicenter of the pandemic. The lack of adoption of alternatives for managing the health crisis that privileged the principles, methods and practices of epidemiological surveillance to combat it allowed this scenario. Added to this, scientific denialism on the part of the Brazilian federal government continued to be established in the country, with the perpetuation of discourses of contempt for universities and the rights of the most vulnerable populations. Thus, this thesis aims to analyze, in the light of Intervention Bioethics (BI), factors related to the Brazilian federal government's stance towards Covid-19. This is a Case Study with a qualitative approach. We opted for several sources of evidence, using the triangulation of data from documents relating to the period of the Covid-19 pandemic in Brazil and which were in accordance with the proposed objectives: (a) videos and texts of official statements by the federal government, carried out by the former President of the Republic, during the first year of the Covid-19 pandemic in Brazil, 2020; (b) the final report of the Covid-19 CPI, carried out in 2021 in Brazil; (c) journalistic/news articles that recount important events in Brazil at the time of the Covid-19 pandemic; and (d) publications by ANVISA about the health guidelines for containing Covid-19 in Brazil, that is, which ethical parameters should be followed, according to the regulations published by that body. The results were analyzed using Thematic Content Analysis and are arranged in three sections: (1) published article entitled “The Covid-19 CPI: a bioethical analysis of what was revealed in the management of the pandemic”. This article aims to discuss, based on the main findings of the Covid-19 CPI, the stance of the Brazilian federal government and its consequences in the management of the pandemic, in light of BI; (2) article accepted for publication entitled “Bioethics, Brazilian official pronouncements and the Covid-19 pandemic: irresponsibility and lack of protection”. This article analyzes the official statements of the Brazilian federal government, made by Bolsonaro in 2020, during the Covid-19 pandemic. For this critical analysis, the BI theoretical framework was used; (3) article under construction for subsequent submission entitled “Management of the Covid-19 Pandemic in perspective: bioethical inconsistencies between ANVISA and the Brazilian federal government”. This article presents data collected in ANVISA publications about health guidelines for combating the Covid-19 pandemic, and seeks to analyze, through BI, the bioethical inconsistencies between the measures proposed by the Agency and those adopted by the federal government. The investigation falls within the theme of the History of School Institutions and is based on the assumptions of Escolano (1998), Frago (1998; 2001), Gatti Junior (2002), Magalhães (1996; 1998). We collected sources from the collection of the Instituto Superior de Educação Presidente Kennedy (IFESP), online Repositories, Legislation, Provincial Reports, and from the collection available from the Education, Sociohistorical and Philosophical Studies research line of the Postgraduate Program in Education at UFRN (PPGEd). Our research objective is: to investigate the trajectory of spacesharing occurrences that Normal Schools in Brazil experienced in their period of nomadism (1835 – 1971) until they acquired their own building. In reference to the time frame: 1835 is justified by the act of creation of the first Normal School in Brazil, located in Niterói, headquarters of the province, and 1971 as a result of Law 5,692/71 that begins the process of dismantling the Normal Schools. The Escola Normal was designed to be a teacher training institution operating in an adequate physical space, in accordance with the educational legislation in force at the end of the 19th century and the Brazilian Public Instruction Reforms. It was the responsibility of governments to allocate the percentage of the budget for education. However, the provincial rulers oscillated throughout the period between the discourse of valuing teacher training and the practice, which in reality, there was no means to carry it out.The lack of its own building and the process of sharing the Normal School's space with other school institutions, within the proposed 1835 – 1971 time frame, harmed what was designated as the school's physical space. The precariousness of inadequate facilities and operating conditions are highlighted both in reports from provincial presidents, reports from directors of Normal Schools, and in the bibliography available on the subject. Investigating the history of the Escola Normal means delving into important scenarios about education in Brazil, in particular the pioneering teacher training institution. It is understood that the process of construction of the SUS has been given in a context of priority to the capital bearer of interest, especially in its fictitious form, in a dependent country, extremely unequal and with its historically restrictive economic policies, Focused on the fulfillment of inflationary targets and primary surplus, has implicated in containment and reduction of the financing of social protection policies, which have been strongly intended by the large capital project, reaching deeply the Brazilian Social security system, one of the greatest achievements listed in the Constitution of the Federative Republic of Brazil still in force and permanently threatened and attacked in the process of counterinsurments since the decade of 1990 (including the central-left coalition governments) in the detriment of a solidarity network perspective of social protection. Our general objective is to analyze how the collective health/Brazilian Sanitary Reform Movement (MRSB) has been guiding the relationship between the debt system and the financing of the Brazilian national health system in the context of current capitalism in the Brazilian reality. With specific objectives, to analyze the relationship between financial globalization, fictitious capital and the debt system in the Brazilian particularity; uncovering the nature of the State from the foundations of the critique of the economy; finally, to analyze the debt system in the context of the Health Reform discussion. This is a qualitative research based on Marx‟s historical and dialectical materialism. We used documentary research, examining publications of Revista Saúde em Debate from its first volume of publication (1976) to December 2019, whose collection constitutes the first and most expressive means of publication of the Brazilian sanitary reform movement. It is concluded that the issue of under and underfunding of public health policy in Brazil has been little discussed from the criticism of political economy, especially with regard to its relationship with the debt system in a totalizing perspective with the strategic objective of health as a universal guarantee in opposition to the idea of the monetization of health, as merchandise. It is observed that most analyzes of policy and financing are based on flexible Sanitary Reform formulations, reducing underfinancing to the fiscal crisis, with the absence of works that deeply discussed the relationship between the public debt system and the financing of public policy of health in Brazil. To this end, I will address the concept of necropolitics starting from a preliminary investigation which I call excavation. This preliminary investigation consists in a detailed analysis of the debates revolving around the concept of biopolitics in Michel Foucault and Giorgio Agamben, as well as of Hannah Arendt’s discussion about race, racism and imperialism. Then, I will elucidate Achille Mbembe’s notion of necropolitics and I will focus on the paradoxical status of the innovative features of this political strategy. While in the past the State was the main responsible for shaping the spheres of life and death and for dealing with them, nowadays life and death are not managed by solid, fixed and stable groups, but by different groups across different social spheres. This means that it is not just the State who kills. Free-fighters, militias and paramilitary groups are examples of this new political arrangement, which Mbembe calls necropower and which places itself inside/outside power as it is conventionally known, conceived and normatized. Necropower both produces new worlds of death and extends the right to kill with inconditional voracity. Lastly, I will examine the reception of the concept of necropolitics within the contemporary Brazilian landscape, emphasizing the different features of the contemporary analytic contributions in our country. Against this background, I will claim that whiteness and the identitary categories specified as branquitude and branquidade are constitutive of the dynamic character of the ceaseless production of deaths of determinate people and social groups prompted by the State and by non-official powers. Within this framework, killing - either literally, psychologically or symbolically - became entertainment and routine. In the face of this extermination machinery, we need both to produce new critical questions and to find new answers and strategies that break with neo-colonialism and neo-imperialism. It is caused by the rabies virus, belonging to the Lyssavirus genus and the Rhabdoviridae family. It is transmitted through infected saliva, usually through a bite. Rabies is considered an endemic disease worldwide, with a higher incidence in Africa, Asia and Latin America. The objective of this work is to describe epidemiological aspects of rabies in mammalian species in the state of Rio Grande do Norte. The records and notes book of the animal rabies diagnosis sector - LACEN/RN and the Laboratory Environment Manager - GAL, from October 2005 to December 2021 were used as a source of information for laboratory analysis of suspected cases of rabies, 5,632 samples from non-human mammals and 17 samples from humans. Of the total samples of non-human mammals forwarded and confirmed, 611 (10.8%) had a confirmed diagnosis of rabies. In the same period, only one of the 17 human samples revealed had a confirmed diagnosis of rabies, which corresponds to (5.89%) of the total number of suspected cases. Considering the studied species, samples of 2,507 bats were analyzed, of which 416 (16.6%) were positive for rabies. Of a total of 1647 samples from domestic canines that were examined, 17 (1.03%) were positive. Additionally, 688 samples from domestic cats were confirmed, of which four (0.59%) were positive. In the context of cattle, out of 148 studies carried out, 92 (62.20%) were positive. A total of 105 fox samples were explored and 59 (56.11%) were positive. As for horses, of the 47 samples tested, 17 (36.18%) were positive. Of the 18 proven sheep samples, two (11.11%) were positive. Of the 11 positive test samples, three (27, 28%) were positive for rabies. Of three proven donkey samples, one (33.33%) was positive. Of the 417 samples tested from non-human primates (NHP), 31 prawns and 10 goats, none were positive for rabies. From this study, we can conclude that the rabies virus is circulating in ecosystems in the state of Rio Grande do Norte, mainly cattle, mutant horses and foxes. It has a single-stranded RNA genome with positive polarity, two open reading units, surrounded by a capsid with icosahedral symmetry and a lipid envelope containing glycoprotein spikes. It is a group A arbovírus whose and has mosquitoes of the genus Aedes as its main vectors. CHIKV infection is an acute and self-limited febrile syndrome, in most cases, that affects people of all age groups, causing different symptoms that can last a few days or even years. This study aimed to describe the epidemiological, immunological and clinical aspects of chikungunya fever from the epidemic that occurred in 2016 in the state of Rio Grande do Norte. 284 samples of suspected cases of CHIKV infection were analyzed by using qRT-PCR, of which 125 cases were positive (44.4%). The highest number of positive cases occurred in the first quarter of the year, being March the most representative month, reaching 48 positive cases. The city of Natal had the highest number of confirmed cases. Women represented the highest (52%) frequency, of which 9.2% of them were pregnant. Positive neonates represented 5.6%.The mean age of positive cases was 34 years and the age group above 61 years was one of the most affected by CHIKV. Most positive cases were detected from serum samples (41.2%). The highest viral load occurred at the begining of the acute phase of the infection. CHIKV was detected in ten individuals 23 days after the onset of symptoms. CHIKV negative samples were also tested for DENV and ZIKV viruses using RT-PCR and qRT-PCR techniques, respectively. In addition, to investigate the possibility of flavivirus infection, a total of 120 suspected cases of CHIKV qRT-PCR negative were further tested for anti-Flavivirus and anti-Chikugunya IgM using the ELISA method of those, 57 sera (47.5%) were anti-Chikungunya IgM detectable. Among the anti-Chikungunya IgM negative sera, 21 (21.7%) were positive for anti-Flavivirus IgM and 54 presented IgM to both Chikungunya and Flavivirus simultaneously. Fever, arthralgia and conjunctivitis were the most common symptoms of which, the fever represented 91% of the cases. Skin blisters were a sign found in all seven newborns studied and positive for CHIKV. However, although four adults also presented that sign, only one was positive. These results aim to contribute and build up knowledge on the clinical and epidemiological characteristics of CHIKV transmission and assist the clinical diagnosis of the infection.
