Even with globalization and technological advancement, political crises around the world exacerbate these inequalities. Tourism has long been perceived as an elitist practice, but there is now increasing discussion about social inclusion within this field. The inclusion of people with disabilities in tourism practices is the focus of this study. Through the analysis of the relationships between tourism and social invisibility, this research centers on the accessibility infrastructure in tourist spaces, existing public policies, and the experiences of visually impaired individuals in Natal, RN. The objective of this research is to analyze the relationships between tourism and social invisibility, with a focus on accessibility structures in tourist spaces, existing public policies, and the experiences of visually impaired people in Natal, RN. The overall goal will be addressed by examining the positive and negative aspects of accessibility for visually impaired individuals in tourist spaces, mapping the main public policies aimed at visually impaired people in these areas, and analyzing the perceptions of visually impaired individuals regarding their inclusion and significance in the tourism landscape. The methodological approach of this research involved bibliographic research to underpin the study, documentary research of public policies, focus groups with visually impaired individuals to understand their perceptions as tourists or leisure participants, and on-site observations of tourist locations such as Ponta Negra Beach and Forte dos Reis Magos. This work addresses the social invisibility of visually impaired individuals in tourism from the perspective of inadequate accessibility infrastructure in tourist spaces, ineffective inclusion public policies, and potential distortions in self-concept regarding their rights to inclusion. The study reveals that the social exclusion of blind individuals is perpetuated by a lack of public policies, inadequate infrastructure, and societal misinformation. The implications point to the need for a review and strengthening of urban accessibility strategies, especially in tourist spaces. The importance of education and awareness-raising for the inclusion of people with disabilities (PwDs) is also emphasized. The approach adopted was qualitative, following bibliographic, documentary and online research techniques. The universe of field research included the application of a questionnaire to catering establishments, local music and dance makers and members of the local community and the application of interviews to solidarity economy enterprises (farmers, potters and fishermen), representatives of the public sector and from the Inhambane Provincial Directorate of Culture and Tourism; and privately from the Inhambane Provincial Hotel and Tourism Association, community leaders, small traders and local market vendors and a non-participant and systematic observation grid. To ensure the analysis of information, systematization of ideas, preparation of the report and conclusion, discourse analysis was adopted, which will be supported by the use of descriptive, explanatory and statistical methods. The theoretical content of the research explores issues related to cooperation, shared management and the "collective self" as fundamental terms to discuss the solidarity economy. It addresses tourism planning from an integrated management perspective and the process of designing and implementing public tourism policies. All reflection is carried out with a view to analyzing the essential elements for the creation of solidarity economy initiatives. The majority of research participants are women, and solidarity economy enterprises are mainly made up of adults and elderly people, who have low education. The agents of the local economy are mostly young, with a significant presence of people with primary and secondary education levels, in addition to a considerable percentage of individuals with higher education. In TTMI there are some local activities integrated with the principles of solidarity economy, however, there are still some obstacles to overcome. The participation of the local economy in tourism planning is weak, the public policy development process does not allow for its active integration, and the low level of training also constitutes a major challenge, therefore, the management model adopted in the TTMI does not ensure the integration of local economies into TTMI tourism planning. In this way, the results obtained made it possible to validate the second hypothesis of the research, which states that a “weak level of training and knowledge of different tourism management instruments, the fragility of solidarity economy enterprise initiatives on the part of local communities contributes negatively for the development of local economies, based on tourism. From this presupposition it is understood that for planning tourism on a given locality it is necessary to comprehend the sociospatial dynamics, encompassing the diverse human capacities that are necessary for the population to have a freer life. Thus, the objective of this study is to analyse the sociospatial and touristic dynamic of the North Circuit of the touristic region of the Chapada Diamantina, considering the public politics, the several ambits, and the capacity of tourism to contribute to the local and regional development. The specific objectives are: 1) To problematize the approach of development, relating with the local and regional socioeconomic indexes; 2) To identify the public politics of tourism, emphasizing the articulation of the Regionalizing Program and its application on the Northern Chapada Diamantina; 3) To characterize the Chapada Diamantina, Northern Circuit, specifying the touristic infrastructure, the offer of supporting services to tourism, the attractive features and potentialities of the counties of Jacobina and Senhor do Bonfim; 4) To analyse the social participation of the population from the counties of Jacobina and Senhor do Bonfim in public discussions about tourism. The outlined problem-question presupposes: what is the contribution from tourism to the local development (of Jacobina and of Senhor do Bonfim) and regional (of the Northern Chapada Diamantina)? The spatial clipping is the touristic region of the Chapada Diamantina, the Northern Circuit, having as focus the counties of Jacobina and Senhor do Bonfim. This research is exploratory and descriptive, with a qualitative and quantitative approach. For its conclusion, the following procedures were performed; case studies, photographic registers and bibliographic and documental research. It was employed the technique of content analysis and accounted the categories of analysis of fixed and flowing and verticalities and horizontalities, as per the wording of Milton Santos. The interviews were performed with the counties and region’s public managers, the sources of touristic services and the representatives of local associations. The analysis made allow the affirmation that there has been amplification of human capacities through tourism on Jacobina, although it falls short of its potential. Amartya Sen's capacity approach and how development can be achieved according to this perspective served as the basis for the analysis and discussion of data collected on the development process and the relationship with tourism in Protected Natural Areas (PNA). This approach suggests that development is measured in terms of the opportunity to access civil rights, education and health services, and participation in the local economy, which enables to have security and freedom to choose what your priorities are. In methodological terms, this study has a qualitative and quantitative approach, with bibliographical, documental, and field research. To carry out the bibliographical and documentary research, scientific publications and institutional documents were used. The field research included the techniques of applying forms and conducting semi-structured interviews with the local tourist market, the government and civil society. Content analysis was used to analyze documents, interviews, descriptive statistical analysis and interpretation of the forms applied. The analyzed documental data pointed to the facts that there is an absence of public policies on the Combu Island, the specific actions that exists reaches only the economic sphere, demonstrating a weakness in action planning. It was identified that the island has several problems in social, cultural, environmental and economic spheres, factors such as the inertia of the government in providing public policies that order the public use of the area, which influence the extension of the deficiencies. It was also identified that there is a lack of integration and communication between the public bodies and the responsibilities of each one, in addition, there is a low investment in human and financial resources. Public authorities and the residents of the island involved in tourism activities see tourism as something positive, due to the generation of employment and income. However, the inhabitants of the island who are not involved in tourism consider that the activity only generates advantages for part of the population. Finally, the inhabitants of the island that participated in this survey pointed out that tourism has a positive contribution to economic opportunities, however, access to the economic dimension alone does not reflect the development of a society. In relation to political freedoms, residents consider that their participation in decisions that directly impact their lives is insufficient. In the global context, it’s already possible to experience negative reflexes of the development model thought based on tourism in the receiving communities and, with this, generating challenging consequences. This movement has occurred periodically in historic centers in Brazil. However, public programs and projects that have been launched since the 1970s seeks to create new dynamics for Brazilian historical centers. Inserted in this urban context, the ports of the Northeast region have historical connections with the capitals of each state. To reflect the economic, social, political, and cultural movement between ports and cities is to think about how cities developed under the surroundings of maritime terminals. Associated with Brazilian policies and with the advent of the FIFA World Cup 2014 the cities of Natal, Salvador, Fortaleza and Recife had the implementation of Passenger Maritime Terminals - PMTs in the local ports. The PMTs emerge to provide a new dynamic for tourism and surroundings covering it beyond the departure and arrival of passengers by sea. For the research, we take the Ribeira neighbourhood and the PMT of Porto de Natal to portray a beginning of more intrinsic relations between individuals that add up in the political arena since the revitalization policies of historic centers with the port area gain visibility when perceiving this area as a potential for social and, above all, tourism development. The goal of this research is to understand the formation of the political arena defined for the construction and operation of the Maritime Passenger Terminal of Port of Natal. The research techniques used in this research are the application of Offe's (1981) theory regarding the conception of a political arena, as well as the discourse analysis proposed by Pêcheux (1997), taking the place of the subjects interviewed in the plot of their speeches, contexts, and ideologies. In the same measure, Bourdieu's theory (1989, 2004, 2007, 2011, 2019) was also sought to understand the habitus and field of social agents involved in the process of building the PMTs political arena. Besides, we also used the issue-attention cycle of Downs (1972) to understand the process of implementation and execution of the public policy for the implementation of the PMT in the Port of Natal. In addition to Lindón's (2008, 2008a) theory of specialized violence to understand the process of depreciation of the Ribeira neighbourhood in connection with the PMT. With this context, we conclude that it is necessary to transcend the understanding of tourism that concerns the part of the public administration and must face tourism as a complex and dynamic phenomenon that embraces several agents in the planning and execution process. We also observed that the agents that are involved in the arenas that came from the PMT are random in the field with few connections but with approximate ideologies. The specific objectives that we outlined for the development of this work were: a) Present the conceptual articulation and the logical principles that guide the empirical analyzes of this study, especially on territory, citizen participation and tourism; b) Distinguish the municipality of Porto do Mangue, evidencing the local tourist processes and the Programs of the Public Policies of Tourism, focusing on the participation of the social agents / actors; c) Identify the types of participation provided by the Participation’s Ladder and their occurrence in Porto do Mangue/RN .A qualitative approach, an exploratory and descriptive methodological contribution was adopted. In addition to this, we had an aid of bibliographic and documentary research techniques. Participatory field research was used, following the following steps: 1) Application of semi-structured interviews with agents / social actors of the public power (municipal and state), civil society and local entrepreneurs linked to the tourist activity; 2) organization of the information contained in semi-structured interviews; 3) Meetings to confirm and legitimize information by civil society actors / actors. To treat the information collected in the field, the technique of content analysis was used. The response to the objectives is based on the analyzes carried out on the levels of society participation in Porto do Mangue/RN in the elaboration and implementation of Public Policies for the development of tourism in this city. In such wise as to, it can be observed that, in general, participatory experiences in this municipality are concentrated in non-participatory and figurative participation modes, based on the classification proposed by the Participation’s Ladder. Without losing sight of the complexity of the tourist phenomenon, the reflections of this study allow us to understand the importance of citizen participation as one of the instruments capable of transforming collective decisions into social interest projects, focusing on the reality of the territory. The methodology of the work was based on the analysis of the main actions and policies of tourism and culture that occurred in the historic center in order to understand whether or not there is an intersection between public policies and reflect on the deliberate actions of the various actors present in the historical region of the city. Interviews were conducted with representatives of local government, private sector, civil society and tourists through unstructured interviews. This is a cross-sectional, descriptive and exploratory study, where the content analysis technique was selected for the treatment of the data. It was noticed that preservation actions, although contemplating in their objectives the promotion of tourist activity in historical centers, can not transpose the inventory and diagnostic phase or are restricted to the implementation of projects in isolation and without continuity, partaking in stages considered preliminary in the evaluation of public policies. It was also observed that there is no tourism management of cultural heritage and there is no specific action of tourist promotion of the cultural corridor of Natal as it is carried out with the segment of sun and beach. In tourism, this characteristic became part of the guidelines of the conception and implementation process of public actions on this segment. In this context, the local population has come to be understood as a valuable resource in the planning and structuring of a tourism destination. The main objective of this present study is to analyze how the population has been inserted in the conception and implementation of the actions undertaken by the tourism public management in Parnaíba-PI. The methodology used in the analysis consists of a qualitative approach and an exploratory investigation. For that, besides the bibliographical and documentary research, it was developed a field research with the residents of Parnaíba, superintendent and the team of the Municipal Superintendence of Tourism. As conclusive aspects, the study points out that it cannot be affirmed that the local population is effectively inserted in the specific tourism public actions in Parnaíba. Neither be said that there is compatibility between official discourse. It is noticed that the relevance attributed to the local population in the context of the public policies defined for the Brazilian tourism hasn’t passed by significant changes over the years, only appears in the official discourse with emphasis to role of these and your complementarity in tourist activity. Already the specific objectives were: a) characterize the "Instances of governance" of tourism in the Seridó region; b) raise the profile of the different actors in the public arenas discussing tourism; c) investigate the mechanisms of stakeholder participation in decision-making processes and their roles in the productive chain of tourism; d) identify the main actions already effective on the pole related to the regional development process. The methodological procedures used were literature and documentary, with exploratory / descriptive. The research adopts a qualitative approach using as data collection instruments semi-structured interviews. To address the data has adopted the content analysis technique, furthermore, it was made a photographic record in order to get images that can contribute to the research. It was concluded that the establishment of the governance body in tourism, It is making possible new discussions of management and tourism planning in the Potiguar Seridó region. To the specific objectives were established four aims: 1) To characterize the process of formation of governance entities active in tourism in the city of Manaus. 2) Lift the actions planned and executed by the authorities aimed at cultural tourism in the period 2003-2014. 3) To question through the perception of the actors representing the different classes and entities of the Amazonian society, the actions planned and executed by the authorities aimed at cultural tourism in the period 2003-2014 and 4) Identify key similarities and the differences in decision-making about actions aimed at cultural tourism in Manaus. We adopted a qualitative approach, using the methodological design of descriptive and exploratory, with the help of the use of the techniques of literature search, document, with on-site data collection through interviews with semi-structured script application forms to the representatives of sectorial institutions that make up the locations of governance in tourism. In addition, the treatment of information was used content analysis technique. In response to stated objectives, it can be concluded that the creation of public arenas, through the tourism of governance has enabled incipient discussion in a democratic manner and decision-making in the area of planning and management of tourism in Manaus. It was also observed that obstacles that hinder and undermine the structures of the bodies, which reflect the joint, in the promotion and cultural tourism development in the city of Manaus.
