Abstract

A presente tese tem como objetivo analisar a articulação entre os setores público, privado e eclesial na governança dos monumentos católicos, enquanto atrativos turísticos religiosos nos municípios de Crato (CE) e Barbalha (CE). O campo empírico da pesquisa contempla os monumentos de Nossa Senhora de Fátima e de Santo Antônio, edificados na região do Cariri cearense, a qual sofre forte influência de Juazeiro do Norte, um dos principais centros de turismo religioso do Nordeste brasileiro. Trata-se de um estudo qualitativo de casos múltiplos, que examina a construção de monumentos religiosos em diferentes destinos. A escolha de municípios contíguos possibilitou observar como ações de governança, distintas ou convergentes, praticadas por grupos de atores sociais semelhantes e inseridos em um mesmo contexto, influenciam de modos diversos a constituição de atrativos turísticos religiosos, resultando em dinâmicas e desfechos diferenciados. O recorte temporal do estudo abrange o período de 2014 a 2024, considerando a data de inauguração do primeiro monumento e o ano de conclusão da investigação. Os dados foram analisados por meio da técnica de análise qualitativa de conteúdo, a partir de materiais obtidos em levantamento documental e bibliográfico, entrevistas semiestruturadas, registros fotográficos e observação participante, que originou um diário de campo. Os resultados indicam que a consolidação de atrativos turísticos religiosos, sejam eles fortemente enraizados no contexto local ou mesmo quando não endógenos, depende da incorporação de práticas rituais e simbólicas que atribuam sentido e autenticidade ao espaço, além de infraestrutura adequada. Verifica-se que os monumentos religiosos possuem potencial de legitimação turística, desde que sustentados por atributos identitários distintivos. Conclui-se que a governança constitui fator decisivo para a efetivação da atividade turística, sendo a ausência de articulação e a dependência exclusiva de ações da gestão pública entraves ao seu desenvolvimento, o que evidencia a necessidade de um modelo de governança colaborativa em um processo de articulação horizontal dos múltiplos atores sociais envolvidos.

Abstract

This thesis aims to analyze the articulation between the public, private, and ecclesial sectors in the governance of Catholic monuments, considered as religious tourism attractions, in the municipalities of Crato (CE) and Barbalha (CE), Brazil. The empirical field of the research encompasses the monuments of Our Lady of Fátima and Saint Anthony, erected in the Cariri region of Ceará, which is strongly influenced by Juazeiro do Norte, one of the main centers of religious tourism in Northeastern Brazil. This is a qualitative multiple-case study that examines the construction of religious monuments in different destinations. The choice of contiguous municipalities made it possible to observe how governance actions, whether divergent or convergent, undertaken by similar groups of social actors within the same context, influence in different ways the establishment of religious tourist attractions, resulting in distinct dynamics and outcomes. The study covers the period from 2014 to 2024, considering the inauguration of the first monument and the year of completion of the investigation. The data were analyzed using qualitative content analysis, drawing on materials obtained through documentary and bibliographic research, semi-structured interviews, photographic records, and participant observation, which resulted in a field diary. The results indicate that the consolidation of religious tourist attractions, whether strongly rooted in the local context or even when not endogenous, depends on the incorporation of ritual and symbolic practices that confer meaning and authenticity to the space, in addition to adequate infrastructure. The findings reveal that religious monuments hold potential for tourist legitimation, provided they are supported by distinctive identity attributes. It is concluded that governance constitutes a decisive factor for the effectiveness of tourism activity, with the absence of articulation and the exclusive dependence on public management actions standing as barriers to its development. This highlights the need for a collaborative governance model within a process of horizontal articulation among the multiple social actors involved.
