Turismo e gestão de crise em áreas costeiras: uma análise a partir da articulação dos atores locais do destino de Pipa, Tibau do Sul/RN

| Abstract | Crises são elementos intrínsecos aos ambientes globais relacionados à vida em sociedade, que a cada dia se tornam mais intensos e notáveis. Possuindo caráter plural, transfronteiriço e natureza interdisciplinar, essas se expressam no turismo por meio de acontecimentos e situações críticas, que ameaçam e redefinem a lógica dinâmica dos destinos, impondo aos diferentes atores envolvidos, a tarefa de assumir posicionamentos e estratégias que considerem a atuação social e política focada em processos específicos de gestão. Baseando-se em tais aspectos, e à luz de teorias que tratam a complexidade das crises, esta tese se concentrou em compreender como se articulam os atores envolvidos no contexto do turismo diante do desenvolvimento e ocorrência de crises. Tendo como universo de investigação o destino turístico de Pipa, Tibau do Sul (RN), e vertente de análise o campo socioambiental, a abordagem metodológica da pesquisa se pautou no seguinte conjunto de métodos de natureza qualitativa: 1) Revisão bibliográfica (técnica Proknowc); 2) Pesquisa de dados secundários (levantamento de notícias sobre o contexto turístico e ambiental, tendo como recorte temporal o período de 2000 a 2023, aplicado também na etapa 3); 3) Pesquisa documental (políticas públicas locais, projetos e iniciativas sociais); e 4) Entrevistas semiestruturadas e em profundidade (focadas em quatro grupos distintos de participantes, isto é, residentes, poder público local, setor privado e terceiro setor). A análise das informações obtidas, partiu da análise de conteúdo, onde foram utilizados os softwares Atlas Ti (versão 23 e 24) e Gephi (versão 0.10), bem como a análise do tipo descritiva. Os resultados da pesquisa, evidenciaram os seguintes cenários interligados: Pipa tem perdido sua essência e identidade original, de modo que a gestão do destino é deficitária em relação ao seu crescimento. Existe uma forte incompreensão da complexidade dos problemas locais, aspecto que reforça a exploração contínua e desmedida do espaço, secundarizando as necessidades do destino e seus atores. A gênese das crises locais, possui correlação direta com seu processo histórico, sendo identificados 12 tipos de crises internas tanto de natureza gradual como repentina. A articulação/colaboração entre os grupos investigados, ainda é significativamente limitada, expondo fragilidades de governança turística em contextos de crise. Por fim, constatou-se que apesar de haver ações pontuais de base preventiva, a forma como o destino lida com crises no turismo, constitui uma abordagem consideravelmente reativa, sendo apresentado como produto da tese, um modelo de classificação de crises turísticas, como ferramenta que pode auxiliar o desenvolvimento de processos de gestão de crise no destino de Pipa. | |
| Abstract | Crises are intrinsic elements of global environments related to life in society, which are becoming more intense and notable every day. Having a plural, cross-border and interdisciplinary nature, these are expressed in tourism through critical events and situations that threaten and redefine the dynamic logic of destinations, imposing on the different actors involved the task of assuming positions and strategies that consider social and political action focused on specific management processes. Based on these aspects, and in the light of theoriesthat addressthe complexity of crises, this thesis focused on understanding how the actors involved in the context of tourism articulate themselves in the face of the development and occurrence of crises. Having as the universe of investigation the tourist destination of Pipa, Tibau do Sul (RN), and the analysis strand in the socio-environmental field, the methodological approach of the research was based on the following set of qualitative methods: 1) Bibliographic review (Proknow-c technique); 2) Secondary data research (survey of news on the tourism and environmental context, with the time frame from 2000 to 2023, also applied in stage 3); 3) Documentary research (local public policies, projects and social initiatives); and 4) Semi-structured and in-depth interviews (focused on four distinct groups of participants, i.e. residents, local government, private sector and third sector). The analysis of the information obtained was based on content analysis, using the Atlas Ti (versions 23 and 24) and Gephi (version 0.10) software, as well as descriptive analysis. The research results highlighted the following interconnected scenarios: Pipa has lost its essence and original identity, so that the management of the destination is inadequate in relation to its growth. There is a strong lack of understanding of the complexity of local problems, an aspect that reinforces the continuous and disproportionate exploitation of the space, sidelining the needs of the destination and its stakeholders. The genesis of local crises is directly correlated with their historical process, with 12 types of internal crises being identified, both gradual and sudden in nature. The articulation/collaboration between the groups investigated is stillsignificantly limited, exposing weaknesses in tourism governance in crisis contexts. Finally, it was found that despite specific preventive actions, the way in which the destination deals with crises in tourism constitutes a considerably reactive approach. As a result of the thesis, a model for classifying tourism crises was presented as a tool that can assist in the development of crisis management processes in the destination of Pipa. | |
