Análise da eficácia da despesa orçamentária dos municípios da região metropolitana de Natal – RN (2017-2019)

Abstract

The evaluations of public policies are carried out according to several criteria: efficiency; efficiency; effectiveness, among others. The effectiveness of budgetary expenditure indicates how much of the resources earmarked for the programs has been achieved with the relationship between committed expenditure and the updated expenditure allocation. This investigation aims to analyze the level of effectiveness of budgetary expenditure of the municipalities of the Metropolitan Region of Natal - RN, in the period from 2017 to 2019. The study uses the strategy of evaluation of results with the data made available on the website of the Secretaria do Tesouro Nacional (STN). The main results revealed that the level of effectiveness of budgetary expenditure in the municipalities of the Metropolitan Region of Natal - RN was over 80% in 2017, close to 79% in 2018 and greater than 81% in 2019. the levels of effectiveness of the budget expenditure of the municipalities of Arês and São José de Mipibu above 94% as those that most provided public services in a relative way in relation to what was planned and the municipality of São Gonçalo do Amarante as the one that least attended (average effectiveness below 44%). The study contributes to the advancement of the literature on the process of evaluating public policies with the criterion of effectiveness. As a social contribution, citizens will be able to use the results to charge for planning actions and public managers as a means of reviewing their actions.
